St. Paul's mayor announces loans for city's 'heroes'

St. Paul is initiating a program to give first time home buyers who are public employees and health care workers a $15,000 interest-free loan that can be totally forgiven of the owners stay in their home for longer than 10 years.

Called the "Saint Paul Heroes" program, the loans will be available to those on active duty in the military, veterans, firefighters, police officers, teachers and others, said St. Paul Mayor Chris Coleman announcing the program Monday in his annual state of the city address.

Coleman also announced a jobs program that is a partnership between the city's Port Authority, the McKnight and Saint Paul Foundations and Employer Solutions, a non-profit community organization, that aims to train and place 200 people in jobs at Regions Hospital over the next two years.

The city also is partnering with the Saint Paul Ramsey County Workforce Investment Board to develop a jobs training program for health care occupations. Mayor Coleman gave the address at the de Paul Tower, the newest addition to St. Joseph's Hospital that opened last fall.

Most of Coleman's talk was organized around a theme of resurgence. "We are struggling with a historic state budget deficit," Coleman said. "These are excruciating times. Yet I continue to be optimistic about this great city."

Reviewing some of the city's recent accomplishments, Coleman said he was proud the number of vacant structures in the city - about 2000 - did not increase between June 2008 and March 2009.

Why not start buying people houses. When they buy the house they control where you live. They'll control every other aspect of your life too when they control all the money through taxation.

The number of vacant properties have not increased.

The population has increased.

There has not been a reduction in minority renters.

Most RICO landlords admitted in court that there was no clear attempt to go after their minority tenants.

They lost the case because after all of these years and accusations, RICO landlords could not show a pattern in court. The only thing they consistently were able to show is they didn't keep their properties up.

That's why the case was dismissed.

Of course on A-Democracy truth and reality takes a backseat to rumor and accusation.

Bob and the usual band of losers tore after me about how Bill is not like that and they believe him.

This has got to be one of the dumbest ideas ever. Why is our local government paying people to buy homes? I'm sorry, but just because you work for the city, it doesn't make you a hero, and just because you're a "hero" doesn't mean you deserve $15,000 from the city of St. Paul.

Heroes, But?
Many of these government workers are probably great people, but this can also be seen as pandering to the political base on which Coleman relies. In general, government workers have not been affected as much by the recession as those in the private sector, and they continue to enjoy good insurance and other benefits that most of us dream about.

That should be builderonline.com. The federal program is called "Take Credit." Why not stick with that rather than add to the devaluing of the word hero? Anyone can be a hero, and your job title doesn't automatically make you one.

More Welfare
I might consider help to active combat military vets as a possibilty. As if the police and fire do not get paid enough already. These people already have above average incomes for the area and can well afford to buy homes. These are not volunteer jobs. Why do taxpayers need to hand them another welfare check. The term hero is getting far to overused. these are jobs. The modern definition should be as follows: Hero - Someone who gets paid to do what a decent person would do for free.

I Want to be a Hero Too!
The story reads: City employees, and health care workers. $15,000 that can be forgiven in 10 years; not bad coupled with benefits, pensions, and nearly as many days off as school teachers, and you have a pretty good gig going. Poor me being self employed, trying to feed the world instead.

Let's see now ........... You are a hero if you are a public employee, are overpaid, are underworked, and lack enough backbone that you need a union to represent you ...... But a Coleman does not consider a hero to be someone who has their own business, works 60+ hours per week to support his family, pays a substantial amount of taxes, and pays the wages of these union loafers............. Coleman obviously does not live in the real world ...... A Public official who has freeloaded off the government for all of his working years ......

Gee.....it must be nice to be "handed" 15,000.00 that can be totally "forgiven".....I work my a-- off EVERYDAY and will probably never be able to own my own home for lack of "funding". I used to work as a registrar in an ER at a hospital in downtown St. Paul (which shall remain nameless....). Everyday I would bust my butt...sometimes for 12+ hours a night. We would have people waiting to go back to a room for hours while the "unionized" nurses did NOTHING but chat it up with the paramedics, read magazines, have long personal phone conversations and provide what I like to call "second rate care".....pure laziness....please explain to me "why" these "health care workers" should be considered "hereos"? A "hero" is going above AND beyond your call of duty.....who's funding these loans anyway? There are litterally THOUSANDS of "public service" workers in St. paul.....are these "loans" going to be given to anyone that wants it? Shouldn't there be some type of criteria to be eligible for them? I applaud the Mayor and the City of St. Paul for trying to create more jobs and "affordable" housing, however, this is NOT the way to do it.....

its a great idea rewarding heros!! But all this article listed was public sector employees! They aren't heros they is just annoying. And they already get paid enough. Can you imagine the silliness of calling those annoying TEACHERS heros? doesn't anyone remember SCHOOL and how bothersome and MEAN teachers are? Or the cop handing out PARKING TICKETS? I mean, come on, military veterens (of which I am one by the way) heros? They are getting PAID for the jobs they do they aren't doing it out of the goodness of their hearts. And they already get mighty fine bonuses too!! Who are the others mentioned? It said and others.

Did any of you bother to actually find out more specific details on this program? Probably not, so here they are: This program will ONLY cover 33 people. They must be first time home-buyers, they must meet income limitations, and there will be limitations on houses purchased under this program. Also, this is NOT for any public worker. This is specifically for vetrans, firefighters, police, teachers and health care workers. The people who put their lives on the line for us, the people who work to save our lives, and the people who help our kids prepare for the future. Lady who used to work as a registrar at an ER, you probably would be able to apply under this program. NOWHERE did coleman say this is for union people only. And the implication that ALL union people are lazy, corrupt and over paid is frankly extremely offensive. And this is NOT the only housing assitance program. There is a big new federal program coming soon. There are neighborhood programs, there are state programs. If you don't qualify for any of them, then you make enough to afford a house on your own, and shut up and quit your bitching

If you take your ques from anonymous postings on the city paper's site, then I understand why you may be out of touch with the people of Saint Paul.

I have yet to read an open comment section anywhere that isn't negative. 99% of those people don't live in the city- or the real world. I stop going to the comment section after posting here. I get all of the crazy ignorance I can handle here.

You lost your house Bill because you fucked up. Nobody forced you to do anything. You then lost credibility by trying to make an illegal campaign deal with Jesse Ventura because he was going to pay for your lawyer and filing fees. That's a crime a Bill and if you mattered at all to anyone or anything, you would have been arrested.

You brought this upon yourself by looking for a handout. Just like the landlords (according to their own testimony)brought code enforcement down on themselves.

What has happened is that those with money know that if they toss a few dollars toward Bob, which they do, they can keep a forum going where people who may have legit complaints, can join in with those who got burnt trying to game the system. It gives a little credibility to the overall complaint.

Bill, you're a chump. You're being used like the little yapping dog you are. Bob, you're being used and you know it. That's pretty bad.

You read the same records I did. You know some of these landlords are full of shit. You refuse to separate them from the pack because they are paying your bills.

First 9:52 - it isn't unusual for full time elected officials to let their law license go because of the continuing education requirement. The Mayor would have to take off work of being mayor and go to classes to meet the requirement. So, legislator that are out of session most of the year take the classes then and keep their license, most Mayors that are full-time Mayors let the license go.

As to the "heroes" program its a $15K loan that you have to pay back if you move in ten years. Its a grant if you stay. The Mayor is trying to get people buying again and City workers and our returning Vets would be good buyers.

So, if you know a Vet that might want to live in Saint Paul as a first time home buyer, the City will cough up $15K as a forgivable second mortgage. If the house is in 55106 I have $8K from the Pohlad Foundation that can go towards the house and then the Fed's will give you $8K back as a tax credit.

So, if you know someone that wants to buy a house in 55106 for lets say $150K we can knock $31K off of the bottom line!

Have them call me!

Its huge.

You people on this site are the nuttiest bunch of know-nothings. How do you make it through life so ignorant?

Attorneys have to take continuing legal education classes throughout their career, or CLE's. Most association they belong offer them (Bar Association, Trial Lawyers, Defense Lawyers etc). They also have to pay a fee.

If they are not practicing law, they let their license lapse. Most attorneys who do other things like run non-profits, run major firms or run for Office, allow their license to lapse.

Some attorneys, like Chris, go into another field where having a law degree is interesting but the actuality of going into the courtroom is zero. That's what Chris did after he ran for Congress. He went to work for an investment firm in 2000.

According to the Minnesota Courts, Christopher B. Coleman VOLUNTARILY suspended his authorization by not paying his fees. Yes, it says VOLUNTARILY.

You know who else is not authorized to practice law here? A guy from Eagan named Tim Pawlenty.

You know who else is not authorized? An umemployed guy named Norm Coleman. Now, he may want to look into getting his back in play.

Doesn't Regions have it's own Human Resources Department that does the hiring ?

St.Paul already ruined its property tax base with the common citizens, so now it is kissing up to the only people left with any money ( teachers and city employees ).

Oh, firefighters and police ?

This loan plan to police and fire fighters seems to conflict with Colemans plan to lay them off because of the city budget.

I suppose Coleman thinks he is still going to be around in ten years to see if his misappropriation of public funds has payed off ?

Coleman is trying to get re-elected and surely this is part of his overall Scheme to harness favorable public opinion.

When are all the job cuts coming Coleman ?

Or was that just tough talk so you could coerce the legislature to send you that LGA money youv'e been whining about.

On the houses being condemned to be given to developers, so that someone makes money. Please, please, please, show me which one.

Bob has had this list going for years now. You all have been tracking properties. There has been the RICO case.... give me some freaking addresses!!!

You guys create a great story in your minds to do these things and share them and add on to them but they just flat out never happened the way you tell them.

Has the city condemned houses for code issues yes. Have some of those houses gone back to the bank yes. Have any of those houses been redeveloped by the City? Don't know, still waiting on you guys to even show one of them.

There are thousands of vacant buildings now and they have become vacant and on the City's list not because code went after them, but because the owners quit paying the mortgage and the heat and the water. Have some of them been redeveloped? Sure. Is the City acquiring some of those lots? Of course.

But 2 plus 2 doesn't equal 22 folks.

Global warming is not caused be the lack of pirates in the Caribbean since the start of the twentieth century.

And Sharon I am sure the City lost money buy towing away your dead van.

Jeff continues to prove that being stunningly ignorant has not gone completely out of style.

If Jeff could look anything up or read the news, he'd know that down payment assistance from the city government is not out of line or - misappropriation of funds. That's a term that means its illegal and even a dolt like Jeff knows its not illegal.

Many cities across the country offer incentives to buy within city limits or certain neighborhoods. For cops and fireman, there has been some type of program like this across the board since residence requirements were being repealed across the country in the 1980's. It extended to city employees and why not? If you work, live, shop, and raise your family in the city, your more likely to have ties that improve the quality of life.

Before I give Jeff a list to look of cities, counties and states that offer these kinds of programs, he should know that the Federal Government offers it to first time homebuyers- ANYWHERE in the country.

Some cities that I found with additional programs that offer down payment assistance are:

Police and firefighters( most of them )who work for St.Paul don't want to live here.

Hence this is in part why it's being offered.

It may not be uncommon for cities to offer this type of incentive, but where does the money come from ? Tax payors of course.

We all believe that tax revenue is intended to provide for public services, not a slush fund for city employees.

You want a loan for your home, go to your local bank or financial institution.

Help the banks Coleman, don't take business from them. ( LAUGH ).

Just what would the $15'000.00 be used for ?

I know, to take care of some code issues right ?

What kind of loopholes would this loan have ?

St.Paul needs to be fair by offering this loan to any person who wants to live here, not just city employees.

Again, a PR stunt by Coleman and a desperation lunge to help bolster public opinion in time for re-election.

Eric, it doesn't take even an ignorant person to look things up on the web to become informed.

Your problem is that you do it all the time and now we understand the extent of just how dumb you really are when all the information and things you know come off the web.

the money does come from bank you blank slate. The city backs it up.

The federal government also does the same.

You made the premise that it was a misappropriation without checking your 'facts'. Facts show that this type of program has worked in other cities, suburbs, small towns and counties. It is supported by conservative and liberal lawmakers both local and federal.

You're not an idiot because you have a low iq or something, you're one because you're lazy. You are one loudmouth lazy SOB. Yet, you're the same one to go out and rally about immigration and taxes.

You don't work. You don't pay taxes. You take from the government. What the hell are you complaining about taxes for? Do you even own a home?

I do read here frequently but you are correct I do not write here much due to ignorant people like you. And yes I guess you might be right that I do have the attitude "if you can't beat em join em" that might explain my strong interest in studying criminal law.

We are who we are, because we are not bowing down to the city government.

We all watched the code people who made it hard for Nancy after investing all the money to up-grade her home to comply to code and then they condemned it and then tour it down on her.
But the code people were cleaning out her new supplies in the garage, the three had their red pick-up and putting the stuff in it from the garage as we pulled up in the alley.
I said all this before about the thieve in Nancy O's. garage, like at the time many people checked the house out and seen that each person raved about how nice it was.
CH.5 New Lady Cindy B. said the house was held up with a hydraulic jack, we all seen it was a screw jack, and Nancy was just screwed by the city and the crooked code people.
Now the city council is involved in buying and selling these home, and calling it a HUD organized program.
Taking of peoples homes and property has became a big white collar crime in city government, until it happened to you, you will be blind to the real corruption in this city.
