Does anyone recall Fletcher's girl friends name?
Her dad was a St.Paul City councilman.

Christine Reiter.
He married her and they have a toddler now.

Of course he denied the relationship when he would show up with her, in full uniform, at the debates. He even sat in one and threatened audience members that asked any questions to Crissy that seemed too hard.

Now you know how Lee Helgen became a councilman. He ran against her.

Fletcher is on his way to prison to join four of his former deputies.

Finney and DFL have been convicted of anything.

Its Kris Reiter and yes, that's jim Reiters daughter (at least Bob waited until he died before it became public that he was messing with Jim daughter who is much, much younger).

Foster went to court twice and was acquitted.

Fletcher's boys, Nails, Hacker and some wife-beating deputy, went to court was all convicted. All are currently in prison.

Finney never hired Foster to be a cop.

Fletcher made deputies out of his best friends- who had no police training or license to enforce the law. He gave out badges, guns and cars to people who's only skill was kissing his ass.

Fletcher hired many reject from the Saint Paul Police like Snyder who has problems of his own with young girls. Snyder also seems to be incompetent at putting a case together since he still couldn't get Foster with new evidence.

“Hopwood v. City of St. Paul”
Source: http://www.peo7.com/peo/caselawDetail44968.htm

“Hopwood v. City of St. Paul”
6/22/1999

“In 1991, the St. Paul Police Department hired Hopwood. On December 13, 1992, while assigned to the city’s southwest sector, Hopwood went to a bar in St. Paul. That evening, Hopwood allowed a male friend to sit in her car as they waited for his car to warm up. As Hopwood and her friend were waiting, a St. Paul police squad car approached Hopwood’s car and shined a light on her vehicle. The officers in the squad car, Mike Bratsch and Mike Wright, saw her, waved and continued down the street. According to Hopwood, she has never had a romantic relationship with her friend and did not have a sexual encounter with him while sitting in her car.

When Hopwood returned to work two days later, Officer Sue Drutschmann informed Hopwood that some officers were saying that she had been performing oral sex on her male friend while they sat in her vehicle near the bar. After hearing the rumors, Hopwood told Officer Bratsch to stop spreading the rumors about her sexual activity. According to Hopwood, Bratsch told her that “he told a few of the guys at breakfast that morning, and that he didn’t think that it would get so out of hand.” Later, Hopwood began to hear “sucking noises” over the air as she spoke with officers on the radio or received radio transmissions. Hopwood again confronted Bratsch, as well as Officer Mike Findley, and instructed them to cease the behavior.

On January 5, 1993, after speaking with fellow officers and St. Paul Chief of Police William Finney, Hopwood filed a complaint with the police department’s internal affairs unit and the city’s human resources department alleging sexual harassment by her fellow officers. Sergeant Robert Weston and Commander Ted Brown investigated the complaint. After interviewing seventeen individuals, the internal affairs unit was unable to determine who made the sucking sounds.”

No.
Foster is his friend but, hasn't been convicted and they've been looking at this case for 30 years.

Fletcher's friends- that he hired are in prison for corruption. There are still several investigations going on and they are not finished with Fletcher.

I feel sorry for Barbara's family but, they put all of their eggs in one basket and it didn't work. In 30 years, four county attorneys, four or five police chiefs, four sheriffs, dozens of lawyers and cops and two separate juries did not present enough evidence to convict Finney's friend.

One case and Fletcher looses two of his closest deputies and we are not to believe that there is more?

Then why is the FBI, US Attorneys Office and state Auditor still interviewing and investigating?

Because Bob Fletcher is still there and someone has flipped on him.

“Cop awarded $55,000 for sex harassment”

Star Tribune July 23, 1998
Author: Curt Brown; Staff Writer

“St. Paul police officer Tamara Hopwood has been awarded $55,000 plus attorney fees in a sexual harassment lawsuit after a judge ruled that fellow officers spread rumors about her sex life and made sucking sounds over their police radios to ridicule her.

Ramsey County District Judge Bertrand Poritsky pointed a finger at Police Chief William Finney, saying a series of retaliatory acts aimed at Hopwood could have been avoided if the chief had taken more immediate action when she first complained in 1992.

“Had Chief Finney acted promptly and directly . . . it is more likely than not that the sexual harassment would have stopped,” Poritsky wrote in a seven-page order signed Monday. “Immediate and informal action by Chief Finney would most likely not have caused the antagonisms.”

” Harassment continues to this very day, but [other female officers] are too afraid to say anything because they’ll be treated the same way I was,” she said Wednesday. “They took my complaints as if I were the perpetrator . . . instead of like a victim.”

Poritsky said most of Hopwood’s problems started after, on Finney’s advice, she filed a complaint with the department’s internal affairs unit in 1993. The judge said a “series of retaliatory acts” included shunning Hopwood, failing to give her backup and making untrue allegations that she was a drug dealer.”

“Hopwood, the department’s top-ranked recruit in 1991, patrols the downtown skyways. She thanked former Minneapolis Police Chief Tony Bouza for testifying on her behalf”

“Police officer faces bribery, sex charges // He calls the allegations untrue, but `devastating’ “

Star Tribune August 28, 1993

“St. Paul police officer Clifford Kelly was charged Friday with five counts of criminal sexual conduct, bribery and misconduct by a public officer involving two incidents with women he met in the line of duty.

The indictment, returned by a grand jury Wednesday and unsealed yesterday, consisted of three felony charges and two gross misdemeanors. Kelly, 41, made a brief appearance in Ramsey County District Court and was released without bail. He issued a full denial.”

“Police Chief Bill Finney, a close friend of Kelly, had vigorously defended the officer until this week, when Kelly was transferred from patrol duty to a desk job. Finney has criticized the Ramsey County attorney’s office for taking nearly four months to act on the case.”

“Kelly is accused of dropping a drunken driving charge against a 41-year-old East Side woman last April in exchange for sex. He also is accused of sexually assaulting Ricky Gunter, 32, of Roseville, while he drove her home last August from a St. Paul bar.

“He should be off the force or something,” said Gunter, who publicly renewed her allegations following reports of the April incident. “If he’s done it to one person, who knows how many people he’s going to do it to?”

“Finney had said that Kelly had consensual sex with the woman and that that was not improper, despite his status as an officer. The grand jury, however, indicted Kelly on charges of third-degree criminal sexual conduct, bribery and misconduct.

The sex charge involves forced or coerced sexual penetration, while the bribery count states that Kelly received “a benefit or consideration to which he was not legally entitled on the understanding that he would be influenced in the performance of his powers or duties.” Both are felonies, punishable by prison terms of up to 15 years and 10 years, respectively.”

“Gunter’s account of the August incident had been discounted by police internal affairs investigators and the FBI. She has a long criminal record that includes a conviction for check forgery and arrests for drunken driving, theft and loitering.

Gunter has said Kelly picked her up at the Cozy Bar and forced her to perform oral sex in his squad car. Another officer who encountered Kelly before the alleged assault told investigators that he believed Gunter was being arrested, although she was not. Instead, she said, Kelly dropped her off at home with a warning to tell no one of the incident.”

“The grand jury charged Kelly with third-degree criminal sexual conduct and misconduct by an officer”

“St. Paul settles sex complaint, seeks to fire police officer”

Star Tribune January 19, 1995

“The city of St. Paul is moving to fire police officer Clifford Kelly, following a City Council vote Wednesday to pay a woman $73,889 to settle a sexual misconduct complaint against him and the city.

Two months ago the council approved a $38,141 settlement with another woman who also claimed that Kelly had coerced her to perform a sex act.”

“Coleman said the chief, a close friend of Kelly’s, plans to meet soon with City Attorney Tim Marx to begin termination proceedings.”

“The City Council’s action Wednesday involved allegations by Janice Johnson that Kelly agreed not to arrest her for drunken driving in April 1993 in exchange for sex. Kelly had argued that the sex was consensual.

The suit settled two months ago was filed by Rickie Gunter, who claimed that Kelly forced her to perform oral sex on him while he gave her a ride home in his squad car from a West Side bar in August 1992.

In December, Kelly was assigned to desk duty after another woman complained to police that he harassed her after taking some information from her in a burglary case. It was unclear whether he had demanded sex.”

“Council President Dave Thune said the alleged incidents were so “heinous and so bad” that he believed that the council should have rejected the proposed settlement Wednesday and gone to court. Then, if Johnson’s allegations were proved, Thune said, the city would have a stronger case to fire Kelly. He said he is worried that the city could lose a termination battle now.

Thune was joined by Council Member Jerry Blakey in voting against the $73,889 settlement”

Staff writer Chris Graves contributed to this report.

“Finney shirks his public duty in pal’s sex misconduct case”

Star Tribune February 4, 1994

“Clifford Kelly still has some pretty powerful support for his pickup lines. He’s got his badge, his gun and his job with the St. Paul Police Department.

There will be no further review of Kelly’s behavior, according to his boss, St. Paul Police Chief Bill Finney. There will be no real disciplining of Kelly. For now, Kelly will stay on desk duty and not be returned to his patrol assignment. But he no longer has to look over his shoulder to see if the Internal Affairs folks are coming to ask questions about his dating techniques.”

“the judge ruled that prosecutors could not use the testimony of three women, whose statements would have helped support the credibility of two of Kelly’s alleged victims of sexual misconduct.”

“the judge ruled the prosecution didn’t have enough evidence to move forward in court with its case against Kelly. While the jury sat and watched, the judge said the case was closed. Kelly was free to go.”

“Not surprisingly, the county attorney’s office was furious about the judge’s ruling”

“But in the wake of the judge’s unusual ruling there was one stunning response.

It came from Finney.

“I guess justice has served its course,” the chief was quoted as saying.”

“Outrage over Kelly’s behavior? Disgust? There’s been little of that coming from the chief.

From beginning to end in this case, Finney acted more like Kelly’s pal than St. Paul’s police chief. And the fact is, the two are longtime friends.”

“Finney placed a phone call to Ramsey County Attorney Tom Foley and brought up the case of Kelly, along with a case involving another St. Paul cop.

“He contacted me in such a way that the Kelly case was just one of many he was asking about,” said Foley, adding that the phone call was unusual. “He said he wanted to make sure everything was being handled `properly’ and that the cases involving police officers weren’t being treated any differently than other cases.”

“(Prosecutors wanted to bring three women into the case who would have told similar tales of horror about meetings with Kelly. And one source said that there were still others who had called the prosecutor’s office who never were asked to testify.)”

“Clearly, this is misconduct of a public official,” said Foley. “He’d arrested her, was bringing her downtown. Instead, he took her home and after he was done with his shift, he had sex with her. Is this how our police act?”

Kelly, at one point, was almost glib about his behavior.

“I was under the impression she was of consenting age and I was of consenting age,” he said.”

“He’s not the first cop to make a date the way Kelly made his date, Finney said. And in terms of holding Kelly accountable, Finney clearly believes that Kelly has been punished enough; there’ll be no more internal investigations.”

“It’s clear that Finney still believes the great victim in all of this is Kelly.”

”The zealous pursuit of this case was like nothing I have seen before,” Finney said.

“B.S.,” said John Wodele, a spokesman for the Ramsey County attorney’s office, when told of Finney’s “zealous pursuit” remark. “When is the last time you heard a police officer complain that the county attorney’s office was too zealous in prosecuting a case?” ”

“St. Paul police chief unfair, officers say ; 2 lawsuits name Finney, seek damages from city”

Star Tribune July 3, 2002

“Several St. Paul police officers have filed lawsuits against Chief William Finney and the city, accusing the chief of favoritism and of violating the department’s disciplinary procedures.

St. Paul Police Federation President Dave Titus and Mark Gehan, the attorney representing the officers, said Tuesday that they want the court to reverse several personnel decisions and to order the city to pay damages in excess of $50,000.”

”In one suit, Ann Bebeau, a sergeant, says she had a disagreement last July with Aaron Foster, a close friend of Finney’s who works as a civilian employee in the department’s supply unit. The suit alleges that Bebeau was unfairly disciplined for conduct unbecoming an officer after Finney interceded on Foster’s behalf.

A second suit was filed by officers Mark Wiegel and Gary Minnie, who also claim they were treated unfairly by Finney.

As a member of the Police Federation Board in 1999, Wiegel voted against a Finney proposal to reorganize the department.

The federation ultimately endorsed the plan, but Wiegel said Finney later questioned his loyalty during a private meeting. In December 1999, Wiegel was bypassed for promotion to sergeant.”

“Minnie complains that he has been relegated to desk duty for nearly two years, although he had complied with the requirements of a previous disciplinary action.”

Let's see we have been bombarded by one of Fletcher's stooges with old articles about a Cheif who is not around anymore and cops who are not around anymore. Three of these are about one officer who is not a friend of Finney. None of these are people Finney brought into law enforcement and promoted.

This is supposed to deflect our attention from the CURRENT Sheriff, under CURRENT investigation from FOUR different agencies. FBI, Department of Justice, Minnesota Legislative Auditors Office (they investigate misuse of public funds), and the Hennepin County Sheriff's Office.

That's right, the Republican Sheriff in the neighboring county has launched an investigation in the Fletcher's operations and use of the gang task force.

Democrats and Republicans both are keeping their distance from Bob. Don't be surprised if you see Bob Fletcher challenged from Democrats, Republicans and even an Independent candidate.

If he's not in prison.

Kick some ones teeth in, then tell them I am the honest sheriff,
Is there a honest police chief, either now or in the past?
