FBI investigates aide to Ramsey County sheriff
The FBI is investigating public information officer Mark Naylon, who is one of Ramsey County Sheriff Bob Fletcher's closest aides, for allegedly stealing cash, interfering in criminal investigations and tampering with evidence.

Authorities ordered Naylon out of the room while they met with the man, sources said. When that investigation into Mancini stalled, task force members suspected that Naylon's association with the prospective informant was part of the reason.
As authorities became increasingly wary of sharing sensitive information with Naylon, informants also complained to them that Naylon had allegedly stolen or tampered with evidence, including cash, seized during police searches, sources said.

That prompted authorities to set up a sting, also known as an integrity test, at a metro area hotel room last summer. Authorities videotaped Naylon and the veteran St. Paul police officer entering the room, taking the cash and leaving, sources said.

Typically, law enforcement officers must log in evidence taken from suspected crime scenes by the end of their shifts. Officers violating the policy can face discipline, including termination.

The money taken from the hotel room didn't turn up until more than a week later, sources said. Although authorities say the pair failed the integrity test, there was a reluctance to immediately charge them with theft of evidence because the money was returned.

Fletcher declined to say whether the FBI spoke to him about the integrity test. "I've never heard about that allegation before today," he said.

The current investigation of Naylon is an example of the FBI's recent rededication to public corruption probes. In December, the FBI revealed that there are more than 2,000 public corruption investigations taking place throughout the country, a spike of about 30 percent over the past four years.

Since 2001 locally, public corruption investigations have ended in convictions of three Minneapolis City Council members, most recently a bribery conviction last year against Dean Zimmermann.

Well from what I know about Fletcher this doesn't surprise me in the least. I knew Fletcher back from his patrol days and his behavior then wasn't acceptable as a role model for the city of St.Paul. I would also be willing to bet that Fletcher was just as involved as Naylon. Sooner or later things just seem to have a tendancy to catch up to you.

Fletcher offers no details in probe of public information officer and close friend

Ramsey County Sheriff Bob Fletcher said Friday the FBI is investigating a high-level civilian aide in his department.

Mark Naylon, a public information officer and Fletcher's friend, is being investigated for allegations of criminal conduct, the sheriff said.

Fletcher declined to detail the allegations. No other county employees were being investigated, he said.

Naylon, 46, didn't return calls Friday. His lawyer, Paul Rogosheske, declined to comment.

The allegations are ones the FBI "is obligated to investigate," Fletcher said.

If they prove true, Fletcher said, "I would be shocked, but I'll let the investigation run its course."

Fletcher hired Naylon in 1998. Naylon served as best man at Fletcher's wedding in 2004. Fletcher narrowly defeated former St. Paul Police Chief Bill Finney in November to win another term.

The FBI contacted Fletcher about its investigation into Naylon for the first time Friday and asked for a meeting, the sheriff said. Agents requested documents and access to employees for interviews. Fletcher said his office is cooperating.

An FBI spokesman said the agency does not confirm or deny whether an investigation is taking place.

The sheriff's office will launch an internal affairs investigation, Fletcher said. Naylon is on vacation out of state and his employment status with the department didn't change Friday, Fletcher said.

"Typically, we take the approach that a person is innocent until proven guilty," Fletcher said.

When Fletcher hired Naylon as public information officer, his friend didn't have a background in law enforcement or media relations.

"He's certainly one of the hardest workers at the sheriff's office," said Fletcher, who added that information from Naylon's community contacts has led to "dozens of felony arrests."

Naylon, who has lobbied for the sheriff's office at the Legislature, is hoping to get a part-time peace officer's license and start a career in law enforcement this year, Fletcher said. Naylon's salary is $64,660.

Naylon's name surfaced in a gambling investigation by the Minnesota Department of Public Safety's Alcohol and Gambling Enforcement Division in 2003.

The investigation focused on Naylon's friend, Michael Ogren, who then owned a bar called Rock in Maplewood.

Acting on a tip, investigators raided the bar July 14, 2003, and found people playing blackjack, craps and roulette. That night, Ogren told investigators he sent gambling proceeds from his annual game nights at the bar to Fletcher's re-election campaign.

"I think in the past couple of years we can go back, I have the canceled checks from right after this tournament that can substantiate that," Ogren said, according to a transcript of the interview.

The next day, Fletcher directed a sheriff's inspector to ask state investigators to interview Ogren about his allegation and investigate further, according to a July 2003 sheriff's office memo.

According to the same memo, the state Department of Public Safety declined to pursue the allegation. A state investigator there told the sheriff's department inspector that investigating the Fletcher allegation "doesn't fit" the department's job and that it "doesn't care where the money goes," according to the memo.

On July 16, 2003, the sheriff's inspector interviewed Ogren, who recanted his statement about routing gambling proceeds to Fletcher's campaign.

Ogren told the inspector that making the allegation about Fletcher was "stupid on my part" and "a bad case of judgment," according to a transcript of the interview.

In the meantime, the commissioner's office of the Department of Public Safety reviewed Ogren's allegation and referred it to the FBI, according to Assistant Commissioner Tim Leslie.

Leslie said he does not know what became of the referral.

In October 2003, the Ramsey County Attorney's Office charged Ogren with gambling, a felony. Ogren did not enter a plea of guilty or not guilty. He agreed to complete 100 hours of community service and, after remaining law abiding for one year, the county attorney's office dropped the charge against him.

Ogren did not return a call Friday.

Naylon was deposed in 2005 as part of an unrelated lawsuit against the sheriff's department. Naylon said in the deposition that he was gambling at the Rock bar the night of the raid, but left before investigators arrived. He was not arrested or charged.

"They gamble everywhere," Naylon said when a lawyer questioned him about gambling. "Why is it illegal? … I don't think gambling's a crime."

Ogren now owns the Myth nightclub in Maplewood. Fletcher said Naylon moonlights for Ogren as security director at Myth.

There has been so much corruption in St Paul and Ramsey County that it has become a culture. These people just don't think they are doing anything wrong and the proof is in this guys statements about not thinking that gambling is illegal!

Is it me, or do any of you find it odd that a guy with no background in law enforcement, or no background in media relations AND doesn't even have a peace officers license is one the highest ranking deputies?

I don't know how many of your smoking guns against the city council made it to the main stream media but, this is right smack in the middle and if Fletcher has any integrity whatsoever, he'd step down. How in the hell could he promote this clown with no skills to the top while punishing other deputies who stood against his campaign?

Nancy's boyfriend supported the right guy last year.

You know it is true that if you weren't a supporter of Fletcher you job position is at a standstill, Fletcher doesn't go by senority or qualifacations when it comes to working within his dept.its based on who you know and who you supported. There was some greivences being filed just this past week.

Bob- If this is the truth it shows an arrogance I do not want to see in a position of power.

I have managed many businesses in the past.I have promoted people on the job that I personally didn't like. I knew they would do a good job and that's what concerned me most.

A practice of the type of policies you speak of put's Sheriff Fletcher in a very unethical position.

Fletcher is being sued in Federal Court for retaliation against a few deputies for supporting his opponent FOUR years ago!
His opponent was Deputy John Moore who had a whole unit under him. After the election, Fletcher demoted him to being the assistant and coffee getter for Fletcher buddy Nick O'Hara, who himself was accused of planting Fletcher lawn signs during the workday and going to doors with is badge showing asking to put up a Fletcher sign (people understood the message).

This imbecile Naylon, was a member of Hell's Outcasts and buddy of Fletcher. Fletcher brings him in as a deputy when the guy has no law enforcement background, training or education. Nine years later, this thug STILL does not have a peace officer's license!

THE ARTICLE SAYS THAT THIS GUY IS MAKING $65,000 AS ONE OF THE TOP RANKING DEPUTIES AND HE DOES NOT EVEN HAVE A LICENSE TO DO ANY LAW ENFORCEMENT. HE SAYS HE HOPES TO GET A PART-TIME PEACE OFFICER'S LICENSE BY THE END OF THE YEAR. HE WAS HIRED NINE YEARS AGO! HE HAS A BADGE AND A GUN, BUT NO LICENSE!

There's your corruption peice right there. Why hasn't the county attorney done her job? This man has the right to use deadly force? He's a thug with a badge for a friend that has decided the people and integrity of the office can go to hell, his buddy needs a job with guns.

Unbeleivable. Please Bob, make us proud and expose this more. Be careful though, these guys are dangerous.

Hmmm...something about this story stinks! I can't help but wonder why anyone is concerned about Naylon having a permit to carry a concealed weapon while he, unlike a civilian employee in a city department who was allowed to carry a gun, was never a suspect in a homicide! Things that make you go hmmm?

Other civil employees cannot carry their CandC weapons onto city/county property. You'll remember the city and county quickly passed those ordinances right after conceal and carry passed the legislature.

Naylon's gun is matched with his badge and job title.

What stinks is that its been nine years and he hasn't bothered to get a license to be a cop- at least a part time cop. The question should be can this guy even take the test? I mean is he elgible? Nine years is a long time to study for a test that everyone around you has passed.

Another question is rather this guy has been involved in any arrests? The law does not recognize non-licensed law enforcement personnell making arrests. How many people did he testify against in court? how much evidence passed through his hands? Why is he anywhere near evidence or ongoing investigations? He is not licensed? How many deputies are qualified and doing nothing but prisoner transfers?

Would you be equally outraged if SPPD had a civilian employee who cannot read or write, was issued a permit to carry a concealed weapon, has assisted in countless arrests, has been known to flash a badge, drives a police vehicle, and IS a suspect in a murder case?

Naylon is an UnderSheriff Deputy. That's one fo the highest ranking members in a 490 member office.

Every single PIO before him was a deputy and licensed law enforcement officer.

Naylon's history and inability to get a license yet, play cop is just another issue that surrounds the reign of Bob Fletcher.

I'm not here to compare and contrast but to focus on the issue of the post. In the last year we know the Bob Fletcher's office has been involved in three ongoing federal investigations, from the shit surrounding this clown Naylon including racketeering to Fletchers violations of civil rights and creating a hostile work environment.

When did the incidents happen with the SPPD? Wasn't it 25 or 30 years ago? Wasn't it investigated 3 times over the years including being opened again last year?

The Fletcher cases are still ongoing. Apples and oranges Deputy For Real.

I'm sure Nancy's boyfriend could tell you more about our current Sherrif. Afterall, he felt that e shouldn't have been re-elected.
