"scheme" is the objective word here. St. Paul will be a poster city for what could happen.
That would actually be a winning platform for any candidate for the city council elections this fall to stake their campaigning upon. Promise the people that their property, the one they paid their money for and pay their money for taxes on is there's period!
They should do their homework and seek to find how many of these condemned and vacant homes were made by the city. Then check to see how many Wally Nelson or simular character breezed in and bought it for a song. Then were given the easy road to restoration and certification off the vacant list. It can be done easily as St. Paul has given an infinite list that grows daily.
I'm afraid you won't find that mentioned in anyones campaign unless it happens to a Republican and I doubt they are going to waste their time trying to take over a NAZI stronghold like St. Paul. Progressives don't like property rights, they despise them almost as much as guns.
