A generous 16-year-old stumbled upon abandoned drug money along a bike trail and was giving away hundred-dollar bills when a sheriff's deputy caught up with him.

It's believed to have been $18,000 in drug loot that a 16-year-old found along a bicycle trail in Farmington this week, and then took home -- for the night, at least.
"By morning, he shared his fortune with everybody," or so it seemed, said Dawana Witt, a Dakota County sheriff's deputy who cracked the case.
The teen gave away fistfuls of hundred-dollar bills, which soon showed up in four south metro schools Tuesday.
By day's end, Witt and three fellow school resource officers had snapped up about $11,000 the boy gave away. Investigators ended up recovering $18,000 -- nearly all the cash the boy found and either kept or gave away, Witt said.
The case began with the teen's discovery as he pedaled his bike near Pilot Knob Road and 195th Street after school Monday.
Investigators suspect that not long before that, a marijuana dealer who feared he was being tailed had tossed the loot out a car window -- along with several pounds of high-grade marijuana and scales, said Chief Deputy Dave Bellows of the Sheriff's Office.
"We're confident that both the money and marijuana wound up in the ditch at the same time," Bellows said.
It's understandable why the boy missed the pot, he said.
"It's a weedy area. This kid goes down, opens up the bag and sees a large quantity of cash," Bellows said. "I don't think he's looking for anything else."
On Tuesday morning, Witt fielded a call from a supervisor of Marschall Line Inc., a Farmington bus company serving the alternative school that the boy attends, Alliance Education Center in Rosemount. Students attend that school part time while also enrolled at other high schools or Dakota County Technical College.
A bus aide reported that the teen had asked her early Tuesday whether she could accept gifts. She told him no, but after he exited the bus, she found $1,200 in her bag, Witt said. The aide told Witt that the teen apparently also gave cash to a classmate on the bus.
Witt interviewed the aide, and then the teen with the loot. He first said the cash was from his allowance before telling the truth. Witt asked him why he gave cash to the bus aide.
"She has a kid and she needs the money," the teen replied.
He led skeptical Dakota County authorities to the ditch where he found the money, and there, they spotted 4 pounds of marijuana and the scales.
Witt and Bellows said they expect no charges against the teen for not turning in the cash, though state law requires anyone who finds anything of value to make reasonable attempts to return it to its owner.
"This kid, he has a good heart, he really does," Witt said. "He just made a bad decision. I don't think he had any bad intentions."
Finding thousands of dollars presented an exciting, though misguided, opportunity for a kid who likes to give, she said.
"All I've got to say," said Witt, "is that he was very happy for about 24 hours."

Unfortunatley, the cops wiil keep the drug money as evidence for a drug case yet to be cracked.
This kid should get some if not all of it.
The statute of limitations for drug crimes does run at some point, so the money then becomes eligible to the person who discovered it.
At least thats what I have heard.

As to the money. Its not the kids, he doesn't get the dough if the cops can link it back to hae been thrown out of the car they were following the night before. He doesn't get the drug money.
I am glad they didn't charge him for keeping it. They appear to be not charging him because he is "special" (like Bill) if he was "normal" like me and Eric and very few others on the list, he'd be in jail for not reporting finding the monies.
Any monies laying around on the street are not there because the tooth fairy left it. It is either something stolen from someone, or something lost, or as in this case something bad and stashed. The police job is to figure out which of the three it is. The only way you ever get the money is if they can determine that is was lost and no one successfully claims it (and I think they get seven years...that is what it use to be).

The inspectors are probably just doing it for laughs, and also to attempt to appeer impartial.
Chuck why do you come here and blame people right away for DSI problems? You might have a neighbor that is unhappy with your rental unit or the tenants behavior.
If theres a truck that needs moving and possible overcrowding why as a responsible property owner did you not take care of the problem yourself instead of waiting for DSI to enforce action on the property and its violations?
Vote Bill Dahn in as mayor,
I would release some code inspectors and some of the extra city attorney's from their jobs.
Thats about 1 million there.
Put the city government back in the hands of the people, and not like we have now.
Chris Coleman as mayor helping the rich prosper and the meddle class working man be out of work with the sanctuary for illegal's that are taking the job from our American work force.
Then we can cut taxes by not supporting these people with housing, they do not fight our wars.
They can commit crimes and then go back to they country and have sanctuary there

6:36 - my upstairs tenant takes the snow blower and plows everyone's side walk on the block for free during the winter. He doesn't have behavior issues.
Some ass hole punctured his tires and everyone elses parked in the back about 6 weeks ago, so his old truck has been without tires while he scrapes together cash to get some used tires.
Since I figured it was one of you ass holes that did that anyway, I cut him some slack and said I would wait until you ass holes sent DSI on me again before I would make him get rid of the truck. It will be gone soon.
There is no overcrowding there are five people who live in the two units. There is no one that lives there who is calling in. It comes from people on this list. They have done it in the past and they will do it in the future.
That's what happens when you stand up to bullies. I don't care.
You all can do this for as long as you like and it only proves my point. Ultimately, the only thing the people who have had their property condemned have in common is that they would not or could not spend the money to repair it.
I will spend the money to keep mine up.

I am always concerned when someone makes an accusation against folks who frequent this Town Hall.
Chuck, you assume people from this list vandalized the cars at your rental property. I take issue with that. I know the core of this list, and they are law abiding citizens.
Has the thought ever crossed your mind you have a tenant with issues? Selling drugs or owing money to somebody and not paying it back.
I am starting to believe after hearing about the burned out car at your rental and now these tires you have a tenant with issues.
ALSO, I know of incidences where law enforcement used the health department or code enforcement to basically search a residence for something they were interested in. Circumventing the need for a search warrant.
Fact is everyone in the know here, knows where you live. If your accusations are true, then why aren't you having issues at your home? Truth is your renter has some issues, thus the burned out car, now these flatten tires. Next we will hear about one of your tenants in the news being beaten or robbed over drug money or something.
On the METH END (West End) the word on the street is most the meth sold is right there in Dave Thunes neighborhood near your rental Chuck.
Some people just live in denial and have to blame others for everything that happens. Vandalism happens everywhere around here yet Chuck would like to pass the blame on to one of us here. Chuck pay closer attention to your property and tenants that would resolve a lot of your problems.

In 2002 after the election I was parking my campaign bus by CH 5 off Univ.Av., it was parked in front of the union office there.
One day I went to drive it around the block to stay legally parked, and all 6 tires were flatten and I told a police officer driving past that I would get someone out here to help me fix them.
Came back later that day and it was already taken to the impound lot, and it sat there 30 days and the price to get it back was very high including the tow.
But a Democrat U S Senator name "Mark Dayton"
paid $ 500.00 to Ole Savior and he got someone to go to the impound lot and >> Change << the tires for the five hundred.
Then I just needed to show my reg. papers and they never charged me no towing or lot fee.

That Mark Dayton was a good guy, now to want someone like Allen Franken over your old DFL buddy Norm Coleman.

Some people in the Democratic Party did treat me well, when others including Chuck, Thune, Norm Coleman then City Councilman Chris Coleman help cover the fact that this insulation was faulty.
This one disabled person caused these politicians to show their real strips.

Yes I have a life, and on my time off I love to tell people how shitty some of these people that run St.Paul really are.
Make time to oppose corruption in this political system, put the stinky smell of city hall on the elected personal so even in the dark of night we know by the stink that they are lurking behind us somewhere.
This help others see that a few people doesn't like any talk that are opposing the DFL as not being a honest Party.

Nobody from this group has bad feelings toward you Chuck just because you don't agree with us. You are well liked among all of us here. Most of us think you do a good job of making the city look like idiots.
I know where your distrustful attitude comes from. Your friends play dirty with everyone who has a difference of opinion and you naturally assume we are the same way.
I think the problem is rooted entirely in Chuck's rat trap. Like Thune, he has been using politics to avoid responsibility for too long. These dwellings are among the few where DSI enforsement is appropriate, and I'll bet they go soft on him.
