Saint Paul/ A citizen pleas with city council to have all the vacant homes in her neighborhood demolished

These are the folks that we here from out in the neighborhoods everyday. She wants to know why it takes years for anything to get done and why these people are able to leave these trashed homes next to her.

She isn't alone.

In the next day or so I will post a story titled "The neighborhood from HELL?" That question mark is there for a reason.

I have a flier from neighbors around the Holy Trinity Church on Forest and Case claiming they have zero quality of life and no market value left in their homes. I can prove some of the allegations of neighborhood decay are race based. I interviewed many neighbors and youth who hang out on the streets in this area.

And just as putting out the foot patrols will move them to a new neighborhood, so does going after the Landord. After the city condemns it and gets the tenant out, that tenant moves on to a new neighborhood and starts irritating people again. So now they have a newe problem in a new neighborhood and one less landlord offering affrodable housing because after the city required code compliance, the rent goes up to NOT AFFORDABLE!! Makes sense to me, How bout you Repke?

What is affordable now a days not gas not food not anything Mn taxes r among the highest in the nation. I can go yo N.D. an buy cigs for $2.19 a pack.

DAMN all that "due process" and "rule of law" mumbo jumbo! SCREW all those proles and their so-called "property rights"! (heh, I told a funny! "Property rights" in Saint Paul! Hah!) We should send code envorcement officers out with FLAMETHROWERS instead of ticket books! BURN the houses down on the first offence! That way the neighbors won't have to wait YEARS for their complaints to be addressed!

ictigofyvsIsn't it interesting how quick people of St. Paul are to want to trash everyone elses rights, but if some minor thing happened to them they'd be squealing like pigs and thinking it's the end of the world.

I have corresponded with Eric concerning a meeting I had with many self proclaimed gang bangers in this neighborhood Chuck. He said he would look into helping me get some of these kids off the street. I haven't heard from him since.

Chuck I went to the source of the trouble in this neighborhood. The young folks. Many of the neighbors allegations have merit. Some of their ideas of changing the situation do not make any sense at all. And some of these complaining neighbors homes look a lot worse than the homes of the renters they are complaining about.

If the city was really interested in cleaning up this neighborhood all they would have to do is put 2 cops on foot patrol in this 4 block area around Case and Forest. That would be the end of the street gatherings and open market drug dealing.

I don't think cleaning up this neighborhood at this time suits the city's agenda. Sometimes I feel the city is purposely aiding in blighting areas by letting crime run rampant, then coming to the neighbors like knights in shining armour after so much decay has gone on and finally doing something about crime. What the city does in response to crime is create vacant homes to get rid of the nest to get rid of the critter at the so called nuisance properties. Not an effective crime strategy but apparently in the end the non profits may reap the rewards of rehabbing these homes and developing these vacant lots.

Bob, I returned your email. I informed you that the organization i had in mind is cash strapped and trying to maintain work for its members. I also emailed you some other options I'm looking into. I'd rather correspond on email and not here.

You've stated it all in that paragraph. Some of the claims are people who call the cops when they see two black kids together because they have to be selling drugs. There are others that have called the cops on girls walking home from school (14 years old) and accused this kid of prostituting because she was 'walking' on her block and she didn't know her.

And, then there are the neighbors who, as you put it, have a legitimate complaint. I ask those of you who can't believe that any landlord would allow their property to rot to walk around with some of these neighbors and witness what they deal with on a daily basis.

When I was District Council VP and then President, we worked with Dan Bostrom and local businesses to get the funds for cops to walk a beat. We had it for a while. Problem is, when you are short police officers, like St Paul is, taking them out of the car means removing them from another area that may need their assistance pronto. When you are short cops and have to police a big area, its tough to find the bodies to walk a four block area. So the thugs just wait and them return.

Having a few more cops is a good thing to ask for and wise use of tax dollars. Coleman has been good on his promise and is on route to add 100 more than was there when he took over from Kelly.

I'm not sure how that makes sense. However I will say that the non-profits aren't the only ones who benefit. The neighbors also benefit.

About my comment Eric. The comment you are responding to is an edited version of the original which was posted before you and I corresponded via email.

I will attempt to clarify something that didn't make sense to you.

CLARIFICATION- Many of us ponder the city's motives concerning housing Eric. We feel the city has purposely past ordinances that exclude seasoned private housing investor from investing in vacant homes in Saint Paul.

It is a no win situation for investors when they have to have full present day code compliances on an old registered vacant home. Renovations costing upwards of 50 to $100,000.

What does the city have to gain from the building ordinances they passed? Higher property tax revenue from the same space of land after it has been redeveloped by a non profit. Less affordable housing to low income folks. Getting rid of the nest to get rid of the critter.

The city's goal is to raise the standard of living in Saint Paul. "The most Livable City" isn't this what the Mayor said? Raise property tax values within the inner city and purposely make it a climate less affordable to low income folks and those who rent to them. No starter homes in Saint Paul unless you are a yuppie earning over 50K with A1 credit. Jeesh, if you buy a registered vacant, you have to post a performance bond of 5 to 10 thousand. Then you have to prove to the city you have the financial means to do the repairs in a timely matter set by deadlines. No 30 year projects like Councilman Dave Thunes starter house anymore.

Happy to see you post Eric. The Town Hall isn't the same when you are away.
