I truly believe I can really make a difference if I get elected to the U.S. Congress from the 4th Congressional District of Minnesota this November, 2008. With the fact that Rep. Betty Mc Collum's seat will be open when she runs for the U.S. Senate in 2008.
I hope to be placed into a position to help others by:
1) If I get home my background is just what the doctor ordered to lower our sky rocketing crime rate by working with and creating real re-entry programs for ex-offenders .Presently there are really no working re-entry programs designed to help ex-offenders when they return to our communities. That is why we see rates of over two in five ex-offenders released into our communities are returned to prison within 2 years of their release.
2) I am well suited to work international with the contacts I have made in the Arab World over the last quarter of a century to help return American to living in a world of peace with our Arab neighbours and the Muslim World community in general. If elected to the 2009 U.S. Congress I would have the most international experience with the Arab World then any other U.S. Congressman now serving in Congress.
I say from personal experience, the Democratic Party takes the BLACK vote for granted it; and gives no thing in return.
It is not important if a candidate is Democratic or Republican it is important how that candidate respects others, and what that candidate can do to make his district safer and a better place with better opportunities for all.
The fact that the Black Community thought in the past that they should vote for only Democratic candidates in the past clearly should be re thought out after the Democratic Primary that the Minnesota Democratic Party put now Congressman Keith Ellison though.
The Democratic Party complete failure to support a Black endorsed candidate was so very publicly. The Democratic Party of Minnesota failed to unite around now Congressman Ellison because of the obvious fact that the Minnesota Democratic Party just does not support Dr. Martin Luther King’s dream of equality for all.

I say, “What has changed for the average African American since Dr. Martin Luther King's famous speech, "I have a Dream" in 1963. You see even the past head of the Minnesota Democratic Party ran against now Congressman Keith Ellison. What signals does this send to the Minnesota Black Community.
Minnesota Democratic Party simple does not respect members of the Black community when they fairly win the Democratic nomination for national office.
The fact that I became a Born Again Ultra Liberal Ultra Compassionate Republican was a protest for the very same fact: Racial prejudice I saw in the way the Democratic Party chooses delegates, candidates and officers in their Democratic Party.
In the year 2000 when I was still a member of the Democratic Party, I was an elected member of the Democrats Aboard of Italy to be a delegate to the Democrats Aboard Global Convention and International Caucus in heal in Paris that year. I was ordered not to vote for a black delegate that I wished to vote to be a delegate from The Democrats Aboard Global Convention and International Caucus to be a delegate to the National Democratic Convention in L.A. in 2000.
Very Very sadly that year not one black delegate from any where in the world from all the Democrats Aboard in every country in the world was selected to be a delegate to the Democratic National Convention that year held in L.A.
At the final night dinner I sat a the table with most of the Black delegates from all over the world who had flown to Paris to be delegates at the Democrats Aboard Global Convention and International Caucus and they were so disillusioned and really insulted by the fact that not one Black delegate was elected by this democratic convention to be a delegate to the Democratic National Convention in 2000 in L.A.
Dr. King delivered his famous speech on the steps at the Lincoln Memorial in Washington D.C. on August 28, 1963. As Rev. King started his famous speech; “Five score years ago, a great American (President Abraham Lincoln), in whose symbolic shadow we stand signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice.”
If elected to the U.S. Congress from the 4th District of Minnesota, I will not rest until the famous words of Rev. Martin King Jr. become a reality, when Rev. King said, “Now is the time to open the doors of opportunity to all God’s children. Now is the time to lift our nation from the quicksand’s of racial injustice to the solid rock of brotherhood.”
I agree with Rev. King when he said; “We must forever conduct our struggle on the high plane of dignity and discipline, we must not allow our creative protest to degenerate into physical violence. Again and again we must rise to the majestic heights of meeting physical force with soul force.”
Rev. King was right, “We cannot walk alone.” I like Rev. Martin Luther King, “I will not be satisfied until justice rolls down like water and righteousness like a mighty stream.”
I know as Rev. King said, I, Dr. Jack Shepard, “have come to realize that my destiny is tied up with that of my Black brothers, the destiny of my Black brothers and my freedom is inextricably bound to the freedom of my Black brothers.”
What has the Democratic Party done for the African Americans in these last 43 years that deserves the continued support of the African American? I just do not see anything!
I also have the same Dream as Rev. Martin Luther King, “With our faith we will be able to hew out of the mountain of despair a stone of hope. With our faith we will be able to transform the jangling discords of our nation and our world into a beautiful symphony of brotherhood.”
I am testimony that not one of the Black Delegates at the Democratic Aboard Regional Caucuses and Global Convention in Paris got chosen to be a Delegate to the Democratic National Convention in Los Angeles in August, 2000.
In August of 2000, the Democratic Party did not chose even one African American living aboard to be a delegate and chose only one African American living aboard to be a Page ( a Page is a person who runs around on the convention floor delivering messages between real delegates) at their Democratic National Convention.
While 5 months later President George W. Bush in his first term nominated Colin L. Powell on December 16, 2000 as Secretary of State, as the first African American Secretary of State. The first term Republican Administration of President Bush choose an African American to become "The Top American Diplomat" and in his second term the Republican Administration of President George W. Bush chose Condoleezza Rice as Secretary of State; the first African American Woman, in our American History to become "The Top American Diplomat"
My fellow Americans will hear my testimony, as I campaign, I will continually remind my fellow Americans of the fact no other Administration has appointed more Black and Minority people to very important high ranking political positions in the American Government than President George W. Bush’s Administrations.
Even former five times Congresswoman Eva Clayton http://www.shepardusgov.com/ECLetter.htm the first black Congresswoman to be elected to the U.S. Congress from North Carolina since 1898, found her very important high level position at the Food and Agriculture Organization (FAO), under the Administration of President George W. Bush.
Former Congresswoman Clayton works at the United Nations as assistant General Director and Special Advisor, while she also heads the Office of World Food Summit Follow-up and Alliances where she has focused on encouraging countries to Organize Alliances against HUNGER.
These are all things that must be discussed to prove and show and ask what has the Democratic Party really done to help African Americans and other Minorities to get their support these last 43 years or in the one hundred years before Rev. King gave his famous speech.
I hope to make it possible to let freedom ring and let it ring from every village and every hamlet, from every state, every city and every country. I pray my work will be able to speed up that day when all God’s children, black, white, Jews, Christians and Muslim, will be able to join hands and sing in the words of the old negro spiritual, like Rev. Martin King said, “Free at last! Free at last! Thank God Almighty, we are free at last!”
It is time for the minorities of America to take a new look at the Republican Party, the Party of Abraham Lincoln that abolished slavery and to give credit to President George W. Bush for the first time choosing 2 African Americans as "America’s Top Diplomats"
President George W. Bush was the first president in history to nominate two not one African Americans to the position of Secretary of State, “America’s Top Diplomat who acts as American’s chief representative to deal with the world.
The position President Bush nominated Colin Powell in his first term and Dr. Condoleezza Rice as Secretary of State is almost the most important position in American Government next to the President himself.
When has the Democratic Party in recent memory placed African Americans in any position of real importance in the last 43 years or 143 years?
The Bush White House staff is the most racially integrated in history.
We must never forget that President Bush’s choices of Colin Powell and Condoleezza Rice as Secretary of State has given a new sense of pride to the American Black Community.
I hope to remind members of the Black and other Minority communities who have traditional voted Democratic, never in the history of the Democratic Party has a President elected and placed people of color and other minorities in such important positions in their Party or in their government Administration as the Republican Party has done under the leadership of President George W. Bush.
President George W. Bush has given new hope to the Black and other Minority individuals that under the leadership of the Republican Party; the positions in the highest levels of the American Government are open to you, no matter of race or color. President Bush has like Rev. Martin King Jr, hoped for, “Has opened the doors of opportunity to all God’s children.

1) He isn't a licensed doctor, his Minnesota dental license having been revoked in 1983 on grounds his untreated manic depression posed a threat to patients.
2) He apparently is living in Italy and shows little willingness to meet state and federal residency requirements for election, perhaps because doing so could get him arrested as a fugitive from justice.
3) He is a convicted sex and drug offender who spent time in prison before fleeing the country in 1982 while facing felony arson charges connected with a fire that heavily damaged his Minneapolis home and dental office. He has been charged with making terroristic threats, and a firearms violation.
By the way, McCollum has made it clear that with her appointment to Appropriations, she will not be running for the Senate. So, this guy is not too informed. If he is innocent, why run? Why stay away after leaving aburptly (the night before he was scheduled to get audited after evidenced surfaced that he was abusing welfare reimbursements- he made sure to burn his office down)?

I read one article you linked Eric.. The other one didn't work. It didn't say anything that wasn't brought up months ago at Edemocracy during the Senate races.
All this dirt is older than the hills, 1982 for God sake.I haven't even questioned Dr. Shepard on these old issues. I'm not concerned. I know what he is about NOW!
What we need in Saint Paul and Minnesota politics is people who are willing to stand up to the status quo.And say things that others may not want to hear.(Remember I have been persecuted for saying things others did not want to hear)
Dr. Shepard is one of those men who has the courage to stand up for what is right. Even if it means personal conflict for himself.
Speaking from personal experience, as I have said in previous public statements, I was a troubled young man lacking empathy for others. I have matured gracefully. I can feel others pain. And having had the experiences I have had, I feel this never ending quest to do what is right by the Lord to seek forgivness.Dr. Shepard is on this quest also. That is our ticket through heavens gate.This is raw power of convictions. That is really tough to go up against. Someone who will stand on principle, no matter how much others try to embarrass them.
So, it is really not wise to JUDGE ones character by something that happened over 25 years ago and especially not knowing the circumstances of the allegations.
And to discount the direction of the good path Dr. Shepard has chosen is very sad.

It's not up to me to forgive him, he did nothing to me, but he is accused of breaking the law. The same law we all have to follow. He then further messed that up by leaving the country and refusing to take his day in court. There are many of us that don't have the luxury of just leaving the country. Even when we know that we've been set up or lied on, we still have to go to court. The thing about the persecuted is that, they were wrongly persecuted. They showed up and faced the music and told the system to get bent in its face. Not from the safety of some villa in Rome.

What have I done for the black community?
Professionally, I worked to get more blacks involved in DFL politics at every level, elected, organizers, campaigners, and party officers. Since the Party has a platform that is aimed at uplift,
I've worked to get more of us involved in the process. When I was at the DFL, record turnouts were set in North and South Minneapols. For the first time in 30 years and black man was endorsed and supported over all for statewide office, and membership on the central committee increase by a three times. I've worked and consulted in six other states too.
I did none of this alone of course and worked closed with community faith leaders to get this done.
As a volunteer,
I have worked for almost every black candidate running for office in Minnesota in the last eight years (including a Republican and Independent that hated all Parties).
I was a civil rights commissioner when I lived in Minneapolis. Fmr Board Member of the African American Youth Project, Fmr Board Member of Porject Foundation (they run a very large home for homeless teens in North Minneapolis, most clients were black. We worked to make sure these kids stayed in school, had a roof, food and clean healthy environment until the graduated), 2003 African American Leaderhip Council to the United States Senate, and many one time vounteer events (collecting food and clothes for the poor to helping organize against racial profiling legislation).
In college I was the Campus Diversity student representative and worked close with the administration to recruit and retain students of color (didn't want to be like St Cloud State). In my 30 plus years on earth, a third of that has been spent working with businesses, political institutions, non-profits and government institutions on being more inclusive to blacks and other racial minorities. I've done this both professionally and as a volunteer.

God willing! I will clear my name and return to Minnesota to work to help others. Using the experiences I learned in Stillwater Prison to really give hope to people who presently do not have hope because they once made a mistake.
By the way I was sent to Stillwater Prison, “for unlawful possession of 6 pain pills found in my Dental Office in a medicine cabinet.” The Judge did not know at the time that I had a Minnesota State All Schedule Narcotics Licence to legally possess and control those very same medicines.

The esteemed Dr. Shepard phoned me this morning from Italy. It was a pleasure and honor to speak with him. We talked for nearly 2 hours.
Dr. Shepard is a well spoken man. I was truly impressed by him. He is use to the negative comments people like Eric throw at him.
We all know there is 2 sides to every story, and I have heard Jacks story and I am understanding of his trials and tribulations of his past.
In fact it is Dr. Shepard's past that best suits him to speak on many issues that concern all of us.
I don't think we could find a better candidate to represent our state and government in Middle Eastern affairs. The esteemed Doctor Shepard has established pertinent contacts in the Middle East.
At home here in Minnesota, having been intimately involved in corrections :-)he has concerns about prisoners being released from prison without first being released to a re-entry program.
Many people are released from prison with no place to go. Corrections allots what they call gate money in the form of $100.
$100 will buy a person 2 nights in a hotel.Then what!
As to the claims the esteemed Doctor would have to govern from 4000 miles away is just not true.. Dr. Shepard longs to come home to his roots here in Minnesota. I have promised him I will investigate the arson to try to attempt to vindicate him of these charges.
I have my work cut out for investigating a charge that is a QUATER of a CENTURY old. But this man is worth my efforts. He speaks from the heart not from a position of self interest. Political Consulting is what I do mainly. I am also a regional rep for a private trucking company. Because of the consulting nature, Finance Laws and state code forbids my compensation to come from the tax rolls. I am not on the taxpayers dime. Not that everyone who is, has to prove themselves to be good.
Before this I worked for the DFL. As you know, political parties operate on true economics, they can't take money from taxes or corporations. Every dollar there, people donated. That's how politics work, until you're elected, then your paycheck comes from the people. It comes from the people because the people employed them to go and make decisions and their behalf.

Bob- 1:48, Jack is only human. Eric started the name calling first.Jack is I'm sure anixious to resolve his issues and the emotions of having to prove ones innocents is over whelming. Can't you feel that pain?
Jack is a good man and some people have used what blemishes he has from a "quater century ago" to gain attention to themselves, or to beat up on Jack because they feel threatened by his opinion.
I can't name a single black leader in our area who has stood up and said stop the police from harrassing my brothers.
