PAYNE RAPER Police Strategy A Threat to Public Safety

Hi All,

TOM WALSH of the Saint Paul PD is pretty much saying what I have claimed. Tom was on ch. 9 News. Tom claims it is less important to catch this criminal and more important to stop him.

All this exposure is designed to do exactly what I said it was for, stop him in Saint Paul. Run him underground to hide and ATTACK someplace else, maybe KILLING someone next time. Maybe a child next time huh? This pervert took PLEASURE with one little girl he may want another one. Probably still fantizing about his catch and the emotions are welling inside until he can no longer contain himself. He will go stalking again!COUNT on it people! And all our police dept. is hoping is they chased him away! SICK!

YOU SHOULD HAVE SEEN TOM WALSH FOLKS, HE SWOLLOW THAT STATEMENT. Tom swallowed and grimaced! REAL POLICE WORK GUYS, YOU ALL SHOULD BE PROUD. Doesn't the Saint Paul PD have an under cover with any guts!Or maybe you just don't have one with any skill!

CITIZENS OF SAINT PAUL, WE NEED A CRIME STRATEGY THAT ISN'T DESIGNED TO SHRUG POLICING RESPONSIBILITIES!

The problem with that strategy is...how many offenders of this type actually watch the news or read the papers. They assume he may be hiding in a vacant building, most vacant buildings don't come equiped with electric and a television... Someone as sick as this individual is bound to loose control of himself an attack again, most offenders live on a daily basis not thinking ahead.

The PD should be looking at setting up some traps for him, if I recall the PD has experiance at setting traps for prostitution which doesn't hurt anyone so what is the difficulty with setting up basically the same type of trap for this guy?

News like this gets around fast on the streets. This guy will hear from his aunty , uncle, mom, dad or someone about this news coverage.

He mostl likely will not offend in the Payne area. But, he WILL resurface some place else.

Politics play a front row seat in policing this City, and now is the time for this to end! We need leadership!

I agree with Bob and Nancy here. The police should have kept it quiet with the media. Put their decoy women out and wham bam one criminal in hand!

Then they could of had their media blitz of the great policing they are about. NO, instead they attack buildings again, chase the criminal away to hurt someone someplace else.

This guy is probably sitting in the comforts of a home near Payne Avenue as Bob suggested. probably living off somebodies welfare check.

Sad thing is he probably couldn't go any where if he wanted to.

We all do what we know. Landlords trash out their buildings when they are bored, and the Police do what they know....they chase the bad guy away to let him do it somewhere else again, that way they get to start all over again. It's about job security not saftey.

It's the chain of command.
The Mayor, City Council, Police Chief.
Politics play a game, in everything we do.
Where will end.
Are you next to be raped, or is it going to be your son or daughter.
Maybe your wife or mother,sister, or bother.
If they RAPED a COPS WIFE, Daughter or Kathy Lantry's family.

They would set a "DRAGNET".

The city don't do the job in witch we pay taxes for.
Crime, is ok as long as the house it happens in don't have paint peeling or a car parked with 1 tire on the grass.
Code in the city is more important the catching the rapist.

We don't have a police department any longer. You call a cop and you get a politicaly correct customer service rep with a gun controlled by whatever political party rules the roost.
