I hate to say it or think it but I have a feeling St.Paul has lost the communities trust and many people are afraid to get involved in anything with the law enforcement officers, there has to be some trust between them in order for then to work together and better serve the community. Once that trust is gone the police are basically on their own, to many people are afraid of the police. Just my opinion, I hope I am wrong.

Nancy, your not alone! Many people feel this way.

Some months ago I posted a story on some burglaries that were reported to the police. The police came out but never filed any reports.

Jason Lewis, just stated this evening on his radio program he witnessed kids throwing bricks off a freeway over pass, he called the police and they told him it wasn't their problem. They referred him to the state patrol and he was told the same thing by them.

I have had the police threaten not to file a report on over $1800 worth of vandalism to my car.

Numerous people of color are upset they are needlessly being stopped and harrassed by police. As most of you know I call this City Ordinance WWB. Walking While Black..

I am convinced these fools believe all they have to do is sit on their ass or harrass, and let code enforcement run all the undesirables out of the City.

I know a kid who was beaten with a bat in public on Snelling, there was witnesses, the perps were IDed and nothing came of it.

Really bottom line it is up to the officer at the time of the incident whether they feel like filing a report or not.

People fear the police because the police do not represent the citizens, they represent the elites they serve.

you are right about people are more afraid of the police then they are of the "criminals".
You know why this is happening don't you?
look what the police or any city officials did for you.
Nothing.
One day we have a home and some happiness, The next day Nothing but a hole in the ground.
It shows that the words--
Protect and Serve -- are just "Bull S--T"
Who do they Protect ?
Who do they Serve ?
Not the Tax Payers !

Hey 9:24....some of us just happen to give lectures at AA also, maybe you should join! Actually forget it, the people at AA have feelings and care about other people, you wouldn't fit in unless your willing to learn a little respect for others.

What they accomplished with this BIG PRESS conference is scare the PAYNE RAPER into laying low or moving on to other places. I bet this was the intention knowing how this City operates.

They should have kept their mouths shut and done undercover work. But NOooo, these idiots are concerned about public perception.. Not, productive crime enforcement.

Sorry but I don't drink...your on your own on that one. And I don't think anyone is actually bashing all the police or all the city officials, you must admit that there has been alot of wrongdoing lately by both. I know it is hard for you to admit something like that but look at the records. I am sorry but it has been proven by many. There is good and bad people in all walks of life.. But when the average person doesn't stand a chance to live a nornal life in a city because the city has other plans for them I would the city has a problem.
Now the city is checking vacant buildings and homeless areas for possible suspects in these recents rape cases, and what is the cause of the high rate of homeless and vacant buildings? "The City of St.Paul"

I saw on channel 5 news how they were out tonight checking vacant buildings. Maybe they can find some landlords to lock up in jail.

Really sad to use the rape of a 13 year old girl to wager an assualt on vacant buildings.

All part of that big picture to rid the City of so called blighted property.

I can see the headlines now.

"Payne Raper Thought to be Hiding in Vacant Buildings".

Police found several vacant buildings in the vicinity of the recent rapes that were broken into and it appears someone has been seeking shelter in them. On and On..

Don't believe me follow these news venues coverage of housing issues and crime and you will see for yourself how "in bed" these media venues are with the City.

Spiffers have hard molded plastic where their genialia should be and the women have low sex drives. They all desire to have a real landlord in their bed and the men there know this and are very upset by this and being so liberal, they cry like a baby, which makes them even more unattractive to women. So they get their kicks coming here. I bet each one posts their hate here and then goes to all the porn sites.

There, some very childish postings that I put on your level, do you like? Lawsuits are real with real people and real events. They will be told and you will all watch and grumble about it, why I don't know, are you human over there or what?

No merit at all to those lawsuits. My city attorney has assured me they are just a bunch of hot air, smoke and mirrors if you will! You guys will tell the story, but us guys will all be laughing.

You guys know if we level all the vacant properties as a prophylactic measure we could solve much of the problems Saint Paul has with landlords.

jamowat, jamowat I hope you get everything you desire and more. You deserve a nice deserted city. The only thing then though is that you will have to head out of it to spread your hate towards others. Just as spifers must eventually come here to unload all their hate. It either eats you up alive or you unleash it against those who you secretly envy. You know you are so ugly that you could never get a look from Nancy, so you shoot her down just like the jerks that we all went to high school with. Do you understand sarcasm sweety?

Sarcasm is a verbal tone in which it is obvious from context that the speaker means the opposite of what he or she says.

I understand it's hard to hear tone in text but by adding SARCASM at the end I thought even the stupid you would get it!

Seriously, messing with Eric was alot more fun! The self-rightous (while I may agree with some of your views) are just down right boring and predictable.

If you didn't get all that - I was stating something in a obviously (I thought) outlandish way.

Update On Payne Arcade Investigations.

In the past thirty six hours Saint Paul Police officers have checked 240 vacant houses in Ward 6. Ramsey County Sheriffs and BCA Agents have Field Interviewed approximately 50 of the 70 registered sex offenders in the geographic area. Three of twenty one non-compliant sex offenders have been arrested. Saint Paul Police detectives continue to track down tips and leads and are aggressively pursuing information that we hope will lead to identifying and prosecuting the offender.

I just posted the latest Media Advisory.

I noticed the Police checked 260 vacate buildings..Were they all on the East side near Payne?

As citizens we get upset about something we hit a punching bag, take it out on someone close to us, seek some time alone. These people in City government get upset they go after buildings!

Next the vacant buildings will be responsible for the Payne Rapers actions. "The buildings attracted him to the neighborhood".

I wonder how many write ups these buildings will get? Good way to get the private citizen to pay for this investigative front they are posing.

Idiots should be going door to door on and near Payne if they are going to use this highly visible tactic which I believe is designed to chase the perpetrator some place else.

I'll bet those vacant buildings are turning up a lot of clues. If we had some real leadership from the city council, they would have shut down the alleys to non residents, just like Minneapolis wanted to do. If they had, then the raper would not have had the opportunity of the alley to do his crime.

I had a dream last night that the empty buildings in Saint Paul attacked all the code enforcment officers. Really strange, they chased them down and the doors and windows started spanking them. Then they stripped off all their clothes and wrapped them in notices. What do you thing this means? No, really I'm not joking.

I would say if the city did a rush bulldozer job on all the vaant buildings that are actually owned by the city of St.Paul there wouldn't be so many hiding spots for this sick sexual preditor...The city and the neighborhood people need to remember though they are the ones that wanted these homes vacant...they recieved there wish.

This rapist is a very sick individual in which I highly doubt the vacant homes or the landlords would have control over the situation. If you were to do a google search on criminal behavior/A Psychological approach I don't think you will find a definition that blames houses or landlords for that matter. What you will find for causes is; Genetics, Biochemical, hormone, diet, brain structure & damage, medical abnormalities, self control issues, insanity and etc.....

So you folks keep on putting the blame wherever it makes you feel best rather than deal with the real problem. Maybe the offender and many of the sex offenders don't have an address to be located at but gee guess who's fault once again that is... If they had a homes maybe the city would know where to locate them.. Pretty hard to register when you don't have an address, and NO I am not supporting the sex offenders.. But everyone does deserve to have a roof over there head.

The city wants to blame landlords for crime and the more they do it the more the crime increases. The end is near and the landlords will win their lawsuit. Maybe then we can get back to some real law enforcement strategies that work. Bend over St. Paul...this is gonna hurt real bad.

I see TOM WALSH of the Saint Paul PD is pretty much saying what I have claimed here.Tom was on ch. 9 News.

Tom claims it is less important to catch this criminal. All this exposure is designed to do exactly what I said it was for, stop him in Saint Paul. Run him underground to hide and ATTACK someplace else, maybe KILLING someone next time. Maybe a child huh?

YOU SHOULD HAVE SEEN HIM FOLKS! HE ALMOST HAD TO SWOLLOW THAT STATEMENT. Tom swallowed and grimaced. REAL POLICE WORK GUYS, YOU ALL SHOULD BE PROUD. MAYBE, I SHOULD TELL THE PUBLIC ABOUT HOW YOU ALL LIKE TO HUSH THE SERIAL KILLERS EVERYTIME THEY STRIKE TOO!

CITIZENS OF SAINT PAUL, WE NEED A CRIME STRATEGY THAT ISN'T DESIGNED TO SHRUG POLICING RESPONSIBILITIES!

The problem with that strategy is...how many offenders of this type actually watch the news or read the papers. They assume he may be hiding in a vacant building, most vacant buildings don't come equiped with electric and a television... Someone as sick as this individual is bound to loose control of himself an attack again, most offenders live on a daily basis not thinking ahead.

The PD should be looking at setting up some traps for him, if I recall the PD has experiance at setting traps for prostitution which doesn't hurt anyone so what is the difficulty with setting up basically the same type of trap for this guy?

So St.Paul can make more money on higher TAXES. $$$$$$$$$$$$
Who will benefit on throws properties,
May be Chuck Repke, Dave Thune, Chris Coleman's wife is a realtor.
Follow the money and catch the crooks.
City Hall is FULL of the two face people,
One Face to smile at you, then the other to laugh when they kick your teeth in.
Cop do that all the time.
They are told what to do, by the chain of Command.
Do a Google search on them and others , see what comes up?
