Enclosed is a list of properties located in your municipality which forfeited to the State of
Minnesota on August 1, 2008 for non-payment of real estate taxes. Pursuant to statute, these
properties have been reviewed by Ramsey County to determine their classification as either
conservation or non-conservation lands.
Minnesota Statutes, section 282.01, sUbd. 1, requires the county to notify each city or township
in which such properties are located of both the forfeitures and classification. This letter and list serves as that notice of forfeiture and a notice that the lands have been classified by Ramsey County as non-conservation.
The statute further provides that each city has 60 days from the date of this letter to approve or
disapprove the classification and sale of the parcels, to request a conveyance of land(s) to your
city for an authorized public use or to request that any of the properties be withheld from public
sale for a period not to exceed six months.
Please note that a municipality or governmental subdivision shall pay maintenance costs
incurred by the county during the six-month period while the property is withheld from public
sale, provided the property is not offered for public sale after the six-month period.
If you request any of the parcels be conveyed to your municipality for an authorized public use
the above statutory timeline must be strictly observed. Within 60 days of this notice of
classification and availability of newly forfeited properties, the governrnental unit may submit an
application for a public use deed using Forrn 962, Application by a Governmental Subdivision
for Conveyance of Tax-Forfeited Land. Forms are available upon request from this office. The
application for a use deed is not complete and tirnely if it is not acoornpanied by a certified
resolution of the governing body stating the public purpose for which the property will be used.

If the government body wishes to withhold the property from sale for a six month period it must
submit a written request to this office within 60 days of this notice. The written request to
withhold property from sale must be accompanied by a certified resolution of the governing body
stating the reason for the request to withhold the specific property. Anytime during the sixmonth
hold period, the municipality may acquire the parcel by use deed free of charge as long
as it continues to be used for the authorized public use. The county has no statutory authority to
allow a use deed on a parcel after the six month hold period has expired.
Please be advised that if your municipality fails to put the property to its stated pUblic use after
three years from the date of the deed, title must be re-conveyed to the state. This rule of
reversion also applies when only a part of the parcel is being used for the authorized public use.
Governmental subdivisions may retain title to the part that continues to be used as authorized;
however, the title to the part that is not being used as authorized must be re-conveyed.
If no application is received within the six-month hold period, the property will become
available for public sale. Anytime during the six-month hold period or thereafter, if it has not
been sold at public sale, the municipality may acquire fee title to the property by payment of the
appraised value. Failure to respond to the County within the 60 days serves as an approval of
the classification and sale of the parcels.
If the information contained in this letter, plus attachment, is not your responsibility, please
forward it to the appropriate department within your municipality.

The City has always had the ability to acquire properties tax forfeiture before the County auctions them off. It happens all of the time.
Before you make the statement above, you should actually have some evidence that the properties that went into forfeiture had issues with code enforcement before they went vacant.
Doesn't someone, sometime on these wild alegations actually have to draw a straight line on at least one property in the entire City?
How many years has this site been in existance and we still don't have that kind of a straight line on one property. It was occupied, it had issues with code that it fought, it was demo'ed, the City acquired it.
ONE! Please one! In the entire City... ONE????

I don't believe anything the city or you have to say about codes and slumlords Chuck. You've all proven to be a bunch of liars. After keeping up with all the stuff about ricomen on here, I think they have more than prooved that code enforcement lies about violations that don't exist. Now we see this......a perfect motive ofr their dastardly and illegal actions. It also shows the benifet to the city that you have been harping about for years. You want to see the benifet Chick? Thee it is staring you right in the face. WHile the rest of the city is in trouble and family budgets shrinking at the speed of light, the city is buying up land for investments, all the while the city is complaining they don't have enough money.
Chuck, I haven't had the time to research any of this. This was a requested post.

That is exactly my point. You all scream that this is a simple one and one makes two (the City writes up problem properties and the City buys properties) but you never have yet shown one of these properties that a land lord had that the City went after with aggressive enforcement, went into foreclosure and then the City picks up on tax forfeiture or eminent domain. The way you guys talk there should be thousands of them!
The City plows streets too. The arguements you make, make as much sense as to say the City is shutting down landlords to make it easier to plow the streets.
..."if we could just get rid of all of those renters it would be so much easier to plow the streets... let's shut down their landlord!"

So, following the logic of this blog...
The ice caps are melting because of the loss of pirates in the Caribbean. For the last hundred years there have been almost no pirates left in the Caribbean, since that occurred, and almost at the exact same time the ice caps at the north pole have been slowly melting. It must mean that global warming is occurring because there are no longer pirates in the Caribbean!
