Suburbs wise to act against disorderly, illegal behaviors.

On Friday, St. Louis Park residents will have another tool with which to deal with problem neighbors. A new ordinance will take effect that requires landlords to evict tenants who deal drugs, commit violent crime or repeatedly disturb neighbors.

The city will join a group of suburbs -- including Mounds View, Hopkins, Burnsville, Bloomington, Woodbury and New Brighton -- in adopting laws to deal with rental properties that draw repeated police calls. They are right to take these steps, and other communities should consider following their lead; citizens should be able to come and go from their homes without fear of encountering disorderly, unruly or illegal activity.

The suburbs are now coming to terms with a housing issue that has long been a problem in the core cities. A decade ago, a handful of Minneapolis apartment buildings had so many police calls and so little cooperation from landlords that the city voted to bulldoze them.

More recently, the Minneapolis City Council revised its housing ordinance to include a "three-strikes" provision. The first warning to a landlord usually comes in a letter. After receiving a second letter, the property owner must submit a plan to resolve the problem and attend a workshop on responsible renting. A third letter starts a process that can revoke the landlord's rental license for five years. Under the revised law, the Minneapolis Problem Properties Unit revoked rental licenses from 31 properties in 2006 -- up from only two in 2005. Those actions helped restore peace to several communities.

Some landlords say that pressuring them to evict is a way for police to avoid doing their job. But property owners must take responsibility for what happens in and around the places they own. Good rental managers should welcome rules that help them get bad actors out of their units.

Of course, fairness must prevail; the focus must be on the behaviors. Police calls about someone who "looks different" but is doing nothing wrong are not enough to start legal action. Due process must be respected; some reasonable amount of time should be built in to allow the involved parties to correct any problems.

Still, good neighbors should not have to tolerate loud noise, illegal activity or other actions that intimidate, disturb the peace or compromise safety. If tenants and owners of buildings are unable -- or unwilling -- to control problems that disrupt the lives of neighbors, then the city should create laws to help. Those rules are most effective when residents, landlords, law enforcement and city housing officials work together to force offenders out, whether that be through arrest or eviction.

People wonder why these criminals at these troubled properties aren't being arrested and made responsible for their actions.

In Saint Louis Park like here in Saint Paul code enforcement officers have been trained to do what amounts to an illegal search of the homes they inspect. They are looking for criminal activity.

Tenants are not informed of the ulterior motive for entry to the homes. In Mlps. some years ago the city used a front end loader to knock the front of a apartment building down to serve a warrant on the occupants of a single unit in this building.

Imagine sitting there in this building a front end loader almost wipes you and your family out because it crashed through the wall.

The city of Mlps, had no concern for the property owners property or the safety of the people in the home. This is the arrogance and stupidity we are faced with here in the metro area by calais thoughtless leadership with no crime strategy other than blaming innocent property owners for criminals actions..

Forcing troubled tenants with behaviorial issues out of their homes is only spreading and poliferating the problems. How about investigating, convicting and sentencing these trouble people to jail time?

You must really hate today, National Night Out must drive you crazy hundreds of thousands of people all over the country talking to each other getting to know their neighbors and organizing to put your criminal friends out of business. It must be a hard, hard day for you.

Here's the deal Bob. No one wants drug dealers, meth labs and party houses next door to them. I know its free enterprise and those are good cash paying customers for your friends who love to rent to the drug dealers but people who live in the neighborhoods have had enough. They think that maybe, just maybe if no one would rent to the people with bad behavior they might actually have to change their behavior. Its possible. They might actually learn something if their landlord said, Hey I got a call from the cops about a noisy party you had and if that happens again you are getting the boot.

Now, I know that you don't know any landlords who would do that because all of your friends have such big hearts they wouldn't want to scare someone, but, Bob, there actually are landlords who do that! They evict problem tenants! No kidding! I have seen it happen!

They actually have a long term plan to keep their properties up and know that problem tenants aren't in their best interest. I know you don't like those kind of land lords because they don't like your friends that give them a bad name.

You forget I was a registered agent of the Bureau of Criminal Apprehension for almost 8 years. Snitch, rat, stoole if you prefer. I have violated my contract with them going public with this information. Ask me if I care.

I have brought many VIOLENT criminals to justice. I have worked for numerous law enforcement agencies in an undercover capacity investigating violent crimes Chuck.

I am for investigating,
apprehending,and convicting criminals Chuck. I am not for holding innocent people accountable for criminals actions.

There is an article in the new Villager. The citizens of Highland are concerned about the police not doing their job Chuck. You call the police for help they might show up hours later if they show up at all.

And why should they bother with crime when they have their pals in code enforcement doing their work for them with a back door to civil rights violations.

Ok I have sat back for a while just observing or lurking as some of you would refer to it. Chuck I am one of those landlords you are talking about being that I am internet friend of Bobs(never meet in person).

Chuck on Sunday morning I had one complaint from a tenant in regards to a few apartments late night drinking which was in an apartment and outdoors. No I did not ignore the situation here is the notice I hand delivered to each person personally on Sunday;

Please be advised that I have recieved a complaint to the partying and public drunking. THIS IS NOT ACCEPTABLE! Please have respect for other tenants and keep your alcohol drinking and poor behaviors indoors with keeping in mind that 10:00pm is when the noise ordinence goes into effect. Failure to abide by **** ***** Apartment policies will result in the sheriffs being notified to issue citations, 3 police calls will result in me filing an unlawful detainer (eviction) due to behavior issues.

So no Chuck all of us landlords that are here do not ignore tenants behavior as you stated. The issue I see here at hand is the way tenant behavior is handled by city officials, I agree that the landlord has responsibilities also, but don't you feel that the punishment of a complete code compliance is over doing it a bit? How many people can afford that, how about arresting the tenant and court ordering them to pay restitution to the property owner for the damages as a criminal matter not a civil matter? Do you really think there is a property owner that wants a tenant do damage their property?

Many of these tenants also do not have a criminal background because the police do not arrest them so how would you like a person to make that determination? Rental backgrounds don't always reveil all of the red flags either from my personal experiences.

I am a landlord and a member of this forum.

I maintain my properties.

I had a tenant who was angry with me for evicting him over traffic coming and going at all hours of the day and night. I suspected drugs. I told him my suspicians and asked him to leave.

He moved out and kicked holes in my walls and punched holes in my interior doors. I tried to file a complaint and I was told by the police this was a civil matter.

Who in the hell am I suppose to call for help?

Well nice to see that are a couple of good landlords here too!

It has to be frustrating to be lumped in with all of those problem property owners that Bob defends. I work on the East Side with a large number of good land lords and some problem ones. One of the things that we find is helpful is opening up the door of communication between landlords and residents in the neighborhood. We invite the landlords to be involved in the neighborhood crime watch and the neighbors are often very helpful in letting the landlords know before problems get out of hand. There are places where this works well.

Bob on the other hand dismisses all of those citizens that are involved in block club activities as "Gladys Kravits." He says they should just shut up and hide inside their houses. Let the criminals run their streets because bad landlords have the right to rent to whoever they want. Its unfortunate but sadly true that has been advocated here.

So, for the landlords that are on the list, I would encourage you tonight to go to your property this evening and see if someone in the neighborhood is having a National Night Out event. Introduce yourself to your neighbors. Bring your card with your phone number on it and you might find that your neighbors might be willing to call you when crap is going on before they call the cops. It might help.

You got nothing to lose.

All of the bitches I remember ever happening here had to do with inspectors that lie about violations, landlords who sue over it, and a crooked mayor and city council who allows it to continue.

The landlords I represent here who are still in business keep their properties well maintained and they are concerned about behavioral issues at their properties. In fact Chuck these guys properties look much better than your home or Dave Thunes.

Let's talk about one plaintiff in the RICO suits. Here is a guy the city actually wrote a report on and titled it "Gross".

This so called "gross" landlord had provided his number to all the neighbors in the areas he owned rental properties.

He has statements from tenants and neighbors saying he was a good landlord. He even has statements from code enforcement officers saying he was maintaining his properties. But then again the city painted this "Gross" picture of him to relieve him of his financial holdings because he rented to the protected class and the city is trying wholeheartedly to gentrify the the lower income areas of the city at the expense of private businessmen. Innocent people Chuck.

The Gladys cracitzs link was informative. It shows a side of what goes on in these neighborhood committees. this is what I got from the link with some personal knowledge. I live in the neighborhood.
Jeanne W. was trying to start trouble for people remodeling a home in our neighborhood. Jeanne is well connected to city hall. Bob called her Gladys Kravitz.
Bob & Nancy separately interviewed these workers at this house Jeanne was complaining about. Part of the crew was black and the police had been called on them for a burglary in progress.
These guys were clearly working. There was scafolding and ladders against the building.
Jeanne complained of the slow progress etc. this was a full remodeling project from the ground up inside and out. I beieve what Jeanne really didn't like was the fact this was a rental property side by side duplex and she and others involved in our community have been on a crusade to get rid of rental properties in the neighborhood.

This story is telling of the mind set of the people who represent us in the city. I have a job OK and a family. I don't have the interest or time to sit in on these neighborhood committees. i am like so many other people. i can come here and spout off anonymousily in 10, 15 mins. the stuff I read here is entertaining and frankly the rental property issues do not bother me in anyway.Bob has said here in the past the reason the city can get away with this stuff is because people like me sit on our butt because it doesn't concern us. so the day they want to inspect my private home is the day i come here using my name. until then,here is my 2 cents worth. i contributed !

And isn't that the position all or most of us are in. We have jobs, families, yard work, etc.......don't foregt the never ending stream of graduations, weddings, and family events, after school activities, and we just don't have the time to participate in these neighborhoood functions. Hell we barely have time to live our lives with how busy things have become the last decade! We agreed to pay taxes to hire people to run the city and take care of things that are important to most of us, not to have the wishes of the few in the neighborhood with no life imposed upon us. People like Eric want to make it seem like we are irrsponsible or don't care because we don't participate. Well I have news for you. We elect and pay city leaders to tend to that stuff so we don't have to do it. If we are all supposed to get involved and take care of all of our own problems, why do we need any Government at all?

The thing about democracy is that you get the kind of government you deserve.

You have time to come here and read and respond, then you have time to research and question the candidates yourself before you vote. You have time to give two hours a month to a group of your concerned neighbors.

I guarantee you that I'm as busy or even more busy than you are. While your 9 to 5 may end at 4:59 and on Fridays, I'm still on on weekends and after hours (when working people can meet). When you run your own deal, you're on the clock all the time. I won't mention the issues and time constraints with trying to raise a family in Saint Paul. We're all busy.

That government that you elected heard from its citizens that they wanted more input in the way some of those services are delivered and some of their money is allocated so, they created the District Council system, and city commissions like Planning, Zoning, CIB, Human Rights and etc.

So here we are. You can complain and come out and vote once a year and feel that your civic duty is complete. Know that others are putting in more time and some of those people may disagree with your priorities. Are you willing to come out then?

1:11 I will answer your questions from a Saint Paul neighborhood council perspective, it might be different somewhere else.

1. Crime Prevention for most neighborhoods is trying to establish block clubs and other ways that residents can communicate with eash other and the police on a regular basis. Some neighborhoods have regular newsletters or articles in community newspapers that give crime prevention tips as well.

2. Crime Prevention Coordinator is the title of the staff person assigned to those responsibilities in many of the district councils. He/she acts as the coordinator of the different block clubs attentends regular meetings with the Community Team Police and writes most of the articles or newsletters on those issues.

3 The function of the Block Club is to be a losely formed group of neighbors who get together and talk to each other about issues in the neighborhood. They can be as small as a block face (one side of the street for a block) or as large as several city blocks. In Saint Paul they aren't restricted to just discussing crime. In Saint Paul some of the block clubs have worked together to advocate for new street lights or get their road repaved. They are a neighborhood group.

4 National Night Out is an evening where all neighborhoods involved in what ever form of crime prevention efforts take an evening to get outside and meet their neighbors.

5. They are related in Saint Paul that they are all the responsibility of organizations that get crime prevention grants from the City.

Bill Dahn here to say I went around Ward 2 stopping at many National Night Out events, in ward 2.
I was campaigning and talking to some very nice people, they were glad I stopped and told the fine points about my fight with Thune about my home, and how Thune and his aide Chuck Repke turned their backs on a needy disabled man, these so called helpers of the people turn their backs on Bill Dahn.
I was telling these nice people that Jesse Ventura and Dean Barkley help me with my struggle with Ramsey Action Program aka RAP,
all the time my fight for a home that a half ass agency like RAP using formaldehyde soaked insulation in my home that was banned in Canada for having to much "formaldehyde" in it.
I was telling the people at these events that Canada's Government cared for their peoples health, and our government though RAP just cared to make money off the misery of the people of these 200,000 home did with a insulation that was banned for being deadly to your health.
My disability is from smells of chemicals of different sorts.
They All knew, Norm Coleman that was a two face Dem o Crap, Chris Coleman as my councilmen had a copy of my doctor statement.
So if Dave,Norm and Chris all knew of my reactions to chemical smells and did nothing about the formaldehyde soaked insulation installed by RAP. Just because of the great amounts of cash flow though St.Paul's economy, and people like Dale Anderson and
Ex Mayor JIM SCHEIBLED ran RAP for years, but the two gentleman lost their jobs at RAP because of me.
The more you tell people about my home Chuck, the better it will show how Dave Thune and his side kick "Chuck Repke" in 1996 turned their backs on a disabled American man.

Dave is having a thing about money for these historical home, for there up keep.
Dave an all his Butt buddies that own these older homes, should pay their own way.
At 2 West George Street on the west side ward 2 that home had its retaining wall collapsed nearly two years ago.
Send Jack Reardon over to condemn the house and not help them with any city money $$$$$$$$$$$$ !
People buy up these old mansion and think we the tax payers should pay for the up keep of them.

Thank you, Mr. Repke, for your very well thought out answer to my questions! While I agree that your answers to my questions are correct, I believe that, with the exception of National Night Out, we need to start over...from scratch...if we truly want to "prevent" crime. While what I am about to say might sound somewhat harsh (it is not in any way directed at you), my opinion is based on a city/countywide survey that I personally conducted a few years ago. I was both optimistic and objective when I began the survey; knowing that there were crime prevention programs and initiatives in place. However, I was very angry and disappointed by the time I concluded my research. Let me explain.

Block Clubs:

I wanted to know, exactly, what block clubs do to prevent crime. However, I was denied access to the heads of several block clubs, and my requests for interviews with these anonymous figures were outright rejected, which amazed me because I was conducting the survey on behalf of a very prestigious institution. What I did find out about block clubs is that they are more or less a secret organization made up of individuals who are determined to prevent crime. Basically, block club members tend to spy on their own neighbors and, if they suspect that their neighbor is engaged in illegal activity, they report them to the police who, in turn, place the suspected neighbor under surveillance. Don't get me wrong, I do not necessarily believe that there is any thing wrong with this, as long as allegations are well founded and as long as the practice is not abused nor based upon race, culture, class, etc. But, it is abused at times.

Crime Prevention Coordinators are overpaid lame duck bureaucrats. I surveyed crime prevention coordinators in several districts. Each one of them told me that they really don't do anything to prevent crime...it is not part of their job description(though, to be fair, most of them would have liked to). One common reason given for this was "budget cuts". In one case, the crime prevention coordinator from the Dayton's Bluff area told me (very arrogantly, I might add) that she does nothing to prevent crime. Shocked at her candor, I asked her why, if she does nothing to prevent crime, is she employed as a crime prevention coordinator. Her response was that she works with the block clubs and helps them organize their National Night Out activities. She verified that she was, at the time, a full time permanent employee. Our discussion lasted about 10 minutes, and everything that came out of her mouth enraged me. I was disturbed to learn that this full time permanent employee, admitted that the only function she served was to help organize an annual event. At the time, the annual salary for a full time crime prevention coordinator in the City of St. Paul, was approximately $40,000. I hope you will agree that this is a wreckless waste of tax dollars.

Crime Prevention:

The term "crime prevention" is ill-defined. More times than not, crimes are not prevented...not even by block clubs. Instead, they are reported. Therefore, the term "crime prevention" needs to be redefined. Rather than crime prevention, we have crime "intervention". So, let's call it crime intervention, and redefine crime "prevention", and then find ways in which we can effectively prevent crime...especially where it concerns youth! There are many successful crime prevention programs across the Nation which can be used as models within our own community. Crime prevention coordinators should have the task of researching such programs and identifying ones which will work. Then they should do what they can to have such programs implemented. Also, they should get out in to the community that they serve, and get to know the kids who are at most risk of committing crimes, and help them get involved in programs that can actually deter them from crime. If a program that would work does not exist, lets create it. Any program that we can create would be far less expensive than the cost of incarceration. Until the city redefines crime prevention, and revamps the job description of a crime prevention coordinator, the position should be eliminated.

The risk indicators for crime are universally accepted (poverty, poor education, etc. But, there are other factors, as well. And with a little creativity, and a proactive approach, there is much more that can be done. For instance, rather than peeking at their neighbors through closed window blinds, those secret block club members should reach out to the youth that they think might need a little postive direction and guidance. But they don't do that, they'd rather call the police. If they did reach out they would not only improve the quality of their own neighborhood, but they very well might improve the overall quality of someone's life.

3:46 - A couple of points, if you were interested in talking to a couple of block club leaders as a research paper, call me. I am sure I could get a couple to volunteer to talk. As to how much crime prevention staff people make at the District Councils, the one you spoke to in Dayton's Bluff wears both the hat of the crime prevention person and the community organizer, so her $40,000 a year salary is for both jobs.

Here is the actual numbers in Saint Paul the crime prevention grants very from between $15,000 a year and $25,000 a year. That is the total funding that each agency gets to pay for someone to staff the block clubs, print fliers, pay for a phone, rent an office, attend meetings of the team police and do out reach work. Those districts with smaller populations get closer to $15,000 and the larger ones get closer to $25,000. That means that in most neighborhoods the crime prevention staff person is a part time neighborhood person who is part time and paid somewhere between $12 and $15 an hour to spend a lot of nights out meeting with neighbors talking about the issues of crime in the community. In my district we were able to get some additional grants so our staff person gets $21,000 with benefits for full time. Hardly an over paid possition...

You are correct that the causes of crime are many, but I would object to the notion that these block clubs are people who pear out of their windows late at night. The idea is to get neighbors to tallk to each other to create a social network and a feeling of community. You want to stop young kids from being thugs? Get to know their mother well enough that when you see Johny hanging on the street corner raising hell, you can call her up and say Ms Smith I saw Johny on the street corner raising hell and she responds thanks Mr Jones there will be hell to pay when that boy gets home. Neighbors knowing neighbors and watching out for each other, instead of strangers calling the cops on strangers.

Just like in NAZI Germany, they had everyone watching each other and snitching on each other. They make everyone afraid of their afraid of everything in order to create the need for bigger government and a job for themselves.
