A St. Paul woman accused of prostituting a 17-year-old girl on the Internet faces three felony counts.

The Ramsey County attorney charged Jessica Elizabeth Lopez, 22, on Friday with promoting, soliciting and receiving profits from prostitution.

A tipster called police July 1 and described a 17-year-old girl being forced into prostitution.

According to the tipster, the 17-year-old said she was kept in the basement of a St. Paul home at 934 E. Hawthorne Ave. and made to perform sex acts for clients. The teen said Lopez located clients through craigslist.org. Lopez also forced the girl to get the name "Jessica" tattooed on her stomach to label her as her pimp's property, the tipster told police.

On Monday, undercover officers responded to one of Lopez's personal ads. Lopez drove the teen to meet an undercover officer. The girl agreed to have sex for $200, authorities say.

Police arrested Lopez, who was waiting in the car.

The teen later told police it was "somewhat" Lopez's idea for her to become a prostitute. The teen said she lived with Lopez and described the living situation as "somewhat" contingent upon her being a prostitute, according to a criminal complaint.

The Pioneer Press is not naming the teen, because she might be the victim of a sex crime.

Looks like the bulldozers of St.Paul will be busy once again at this property.The city won't worry about helping the victim or what type of consequences are given to the offender. Their concern will focus on the property, (the city knows that it was the property that caused this behavior).
