Rank-and-file St. Paul police officers said they thought moving the Central District headquarters from the Rice Street area in 2003 was a bad idea. Now they're renewing their cry.

The triple homicide in the city's North End last week is a reminder of why the district headquarters belongs in that neighborhood, said Dave Titus, St. Paul Police Federation president.

Though authorities have said the Friday slayings of Otahl Saunders, 31, his fiancee, Maria McLay, 32, and her daughter Brittany Kekedakis, 15, likely weren't random, neighbors say they are fearful of crime in the area.

"Sure, things like this can happen even with police presence, but there's a good chance if we had more cops in the area that maybe we would have dealt with one or two of these guys in the neighborhood, before it even happened," he said.

The police department submitted a proposal to the city in January to relocate the Central District headquarters "back into the community it serves." A city budget committee heard a presentation about the project Monday.

In the three years since the Central District moved out of the North End, serious crime in the neighborhood fell 12 percent compared with the three-year period before the move, according to a Pioneer Press analysis. But, as in many other neighborhoods in the city, calls for service about quality-of-life issues increased 22 percent.

The headquarters was at Rice Street and Arlington Avenue, but the building had deteriorated and was
too small, according to the police department's proposal. Adequate space couldn't be found nearby at the time, so when headquarters for the whole department relocated just east of downtown at the end of 2003, the Central District moved into the same building.
The Western and Eastern district headquarters have their own buildings in those neighborhoods.

"Neighbors felt the move 'abandoned' the North End neighborhoods," the department's proposal said. "The police department has a longstanding tradition of community presence and involvement. The return of a neighborhood office will continue this tradition and maintain the philosophy of community commitment and represent the city's stake in the North End area."

The department also says in the proposal that its current location is now too small.

Patrols in the North End didn't change as a result of the move, said Central District Senior Cmdr. John Vomastek.

What has been lost, Titus said, is the extra police presence that came from officers driving between patrol stations in the course of their daily duties.

"We've got great people and great businesses on Rice Street, and they deserve better," Titus said.

Council Member Lee Helgen, who represents the North End, said neighbors already were asking, "What can you do to bring it back?" when he took office in 2004. There have been discussions about it over the years, but not a proposal until now, he said.

When a proposal for a new Western District building was in the works - it has since been approved - "it was pretty clear it (a new Central District) wouldn't have a chance," Helgen said. Now, it seems the time is right, he said.

The project could cost $10 million and, if approved, would be done over the coming years, not immediately, Helgen said.

"It would be a great addition to the neighborhood, and it's about time to get the Central team back into the neighborhood, where they belong," he said.

Possible locations are under review and include the areas of Front Avenue and Rice Street, Geranium Avenue and Rice Street, Atwater and Rice streets, or an addition to the St. Paul Public Library's Rice Street branch, Helgen said.

Though Helgen doesn't dispute the value of the Central District returning to the neighborhood, he questions drawing any link to it and the triple homicides.

"I don't think anyone believes the police station would have stopped the evil from happening," he said.

What the hell! Are we building them a FORTIFIED FORTRESS with the amenties to hold off 1000's of raging street thugs.

I sure would like to hear from somebody why this much money is needed to build a police sub station.

Once again we hear about bad city leadership and failed policies. Now they want to blame moving the police station ourt of the neighborhood. How about blaming ineffective leaders with failed policies? That's where the real blame belongs.

I have been saying this for years, and the city called me a liar.
Now you and others, are finally opening your EYES.
Look over the past 12 year, as I pointed the finger at these crooks in government.
These city crooks, call you out there the liar's now.
Payoff's are a way off life.
Bribery and those kick backs, are OK as long as you work for or are in the government.
Norm Coleman, Chris Coleman, Dave Thune, Chuck Repke.
Hay Jesse and Dean Barkley, and the list go's on
Lee Halgen,and the city council.
Please just refer, to all of this type of crooks as Nazi, Dictator's, and Parasites.
How about the DFL Mafia?

You ASSUME these people are less than honorable.

Good thing for you, you bearly have a pot to piss in or I am sure one of these guys would sue you for liable.

I don't agree with what is going on in this city either but I wouldn't think of doing what you did above.

While I don't really agree with it, I kind of think Bill's post is OK. The people he names have been slandering and defaming landlords as a group for years. I don't mind seeing them get some of it back so they know how it feels.

Hi All,

I don't like slander, however, Bill did sign his name to it.Bill has a right to express himself this way. Others have a right to bring him to task for it too.

I will add that I think all these people Bill named are good people who mean well, although, I think they are ignorant when it comes to dealing with crime.

Buildings don't commit crime, PEOPLE DO!

Holding innocent people accountable for the actions of others is callous and unethical.And that is exactly what this City Council does when they GO AFTER A SO CALLED PROBLEM PROPERTY.

Bill, some advice: 9:37 didn't mention any names. He couldn't be sued for slander.

You mentiuoned names. Names of people who have impeccable creditials and have never been convicted of any wrong doing. YOU COULD BE SUED BY ANYONE OF THOSE PEOPLE YOU NAMED.

All I am saying my good friend is watch yourself so you aren't left open for a liable suit.

Two week before they died on the plane, Tom called and left a massage to go and get 2 news estament's on my home.

Repke knew of the bad condition of my home, he did try to help me in 1996.
