1 Q. Would you use the same internal policy of contacting CSO
2 so that they could know about the complaint?
3 A. Yes.
4 Q. How would you do that contact? Was it orally?
5 A. With CSO?
6 Q. Correct.
7 A. Yes, over the phone.
8 Q. Do you recall ever receiving any e-mails from citizens
9 about complaints?
10 A. I think I have, but --
11 Q. Let's focus on the time period that Mr. Dawkins was the
12 director. Any e-mails from district council members or
13 citizens that you recall about complaints on properties?
14 A. I would think so, but I don't recall.
15 Q. How about the city council -- any contact during
16 Dawkins' period as a director with you about complaints?
17 A. Yes.
18 Q. Would that come from legislative aides to council
19 members?
20 A. Yes, mostly, I think.
21 Q. How many times did that happen during Dawkins'
22 directorship that you can recall?
23 A. Occasionally, but not frequently.
24 Q. Any particular incident that you recall from a city
25 council aide with a complaint?

3 A. Not doing actual inspections. I did go with him on a
4 tour.
5 Q. What was the purpose of the tour?
6 A. I could make a joke. No, I'm sorry. I don't know
7 exactly what the purpose of it was.
8 Q. Were there conversations during the period you were
9 taking the tour around the City?
10 A. While we were --
11 Q. First of all, back up. When do you recall that tour
12 occurred? Do you have a year in mind?
13 A. I'm bad with dates. Probably three or four years ago.
14 Q. Early in Mayor Kelly's position as Mayor?
15 A. Yes. I think it would have been early.
16 Q. Do you recall who went with you and the Mayor on the
17 tour?
18 A. Some other people. Probably not all my supervisors at
19 the time.
20 Q. Do you remember any names?
21 A. Harold Robinson, Andy Dawkins, the Mayor's driver.
22 Q. Do you remember who that was?
23 A. No. I don't recall his name. There were several
24 residents in the area and there may have been someone
25 from a community organization.

1 Q. Were there multiple vehicles used in the tour?
2 A. Just one.
3 Q. What kind of vehicle?
4 A. City van.
5 Q. Do you remember who the residents were that accompanied
6 this Mayor tour or Mayor's tour?
7 A. I believe one's name was Betty Ravore (phonetic). That
8 is all I can recall.
9 Q. Was Council Member Kathy Lantry along?
10 A. No.
11 Q. Any other council members?
12 A. No.
13 Q. One of the residents of the City -- where did this Ms.
14 Ravore live, if you know?
15 A. On the east side. I'm not sure of the address.
16 Q. Where did the tour go? Do you recall the route?
17 A. Basically, the area around Maryland, Payne Avenue and
18 Arcade.
19 Q. The east side there?
20 A. Yes, lower east side.
21 Q. Did you do drive-bys of the properties?
22 A. Yes.
23 Q. What do you recall about any comments made during that
24 tour by, let's say, the Mayor?
25 A. I recall some generalities.

1 Q. Let's start with those.
2 A. Basically, it was responses to some area residents
3 thinking the area looked bad.
4 Q. There had been some type of complaint as you were told,
5 or complaints?
6 A. General complaints about the area looking bad.
7 Q. What were the nature of the complaints? Long grass?
8 A. Tall grass. Cars.
9 Q. Conditions of exteriors of properties?
10 A. Much less. Tall grass, garbage, things in yards.
11 Q. Cars?
12 A. Cars. Other things that may not have been violations.
13 Q. So when the tour of this east side was taking place, was
14 there a joke you mentioned earlier -- something about a
15 joke? What was that?
16 A. Well, I -- we just weren't sure why this was taking
17 place.
18 Q. The joke was after the tour took place within your
19 department? Who was the joke among?
20 A. That was my addition. We weren't sure why it took
21 place, what the exact purpose was. I, to this day, am
22 not sure.
23 Q. Did you have conversations with Mr. Robinson about the
24 tour after it had concluded?
25 A. Yes, I probably did. We just reviewed what happened at

1 the time.
2 Q. Do you remember any other conversations about anything
3 during the tour?
4 A. The residents seemed to make comments about how much
5 they didn't like the way the area looked.
6 Q. As they passed properties that were the subject of this
7 criticism?
8 A. Some were valid complaints. Some were not valid
9 complaints.
10 Q. Was anyone looking at that time for your input, your
11 comments, Mr. Robinson's comments?
12 A. I had the impression they were not looking for our
13 input.
14 Q. What was the basis for reaching that conclusion?
15 A. I believe we tried to explain some different violations
16 -- what was a violation, what wasn't a violation, and I
17 got the impression that wasn't the point. It was they
18 just didn't like the way things looked.
19 Q. Did any of the two neighbors on that tour make any
20 comments about behavior of citizens in the community
21 during that tour?
22 A. Not that I recall.
23 Q. How about any comments about -- racial in nature during
24 the tour?
25 A. I don't recall it. Actually, at a certain point I tuned

Now they are driving around in buses looking at properties?
I can see it's "curtains" for me. I had better get out of town while the getin is good!
I see the points of the Racketeering suits are being made, what ya think about that Chucky?
Wow, real live citizens are complaining to the Mayor and City departments about the condition of their neighborhood. The City responds by making the staff see the problems from the neighbors' eyes. Tall weeds and grass, garbage not being picked up, junk cars are issues for the neighbors, but the inspector thinks its a joke its not his job to listen to the concerns of the neighbors. So, sensing this resistance in the inspectors, Dawkins and Kelly end up putting pressure on inspectors to do their jobs. Telling them to write up properties where there are violations, rather than laughing at the neighbors who are fed up with the people that don't take care of the property.
So, as we have seen in earlier post here, sometimes Dawkins yells the inspector to write it up. Makes him do his job.
Oh the horror of it all. It must be "racketeering." You have got to be kidding me! All this section does is tell you how dificult it is to get a complaint writen up on the East Side.
