ST. PAUL, Minn.—A proposed ordinance holds St. Paul landlords responsible for underage drinking parties on their properties.
City leaders will consider an ordinance that punishes adults who knowingly allow parties where minors are drinking alcohol, including landlords.
St. Paul Alderman Russ Stark says landlords should bear some of the responsibility. But, landlord Christa Delfiacco says she shouldn't be held responsible for the conduct of her tenants.
The ordinance carries a maximum penalty of 90 days in jail and a fine of $1,000. It's up for a vote next month.

now you are trying to say these landlords should go to jail for something they have no control of.
You say one thing and you speak with the tong of a snake.

Hell most parents can't control their own kids so how are landlords supposed to control these drinkers? Just another scam to make politicians look good at someone elses expense. Great leadership and very deserving to St. Paul. Let us know how it's working for you after a year or so.

The ordinance says "knowingly." Knowingly means that one is aware that the event is occuring. It doesn't mean that someone knew a past event occured and therefore they have the power to stop future events.
To charge a landlord on this he would have to be aware it is happening at the moment it is happening and not be the one calling the cops.
So, like if you owned and lived in a property and the party was going on above your head, they might be able to say you were knew it was happening.
But, for most landlords this sounds like nothing.

Once the Police tell you it is happening then you know and if it happens again then Lantry's goon squad will be knocking on your door with court papers or some other BS to ham you up. Maybe a code inspection too. Repke talks his shit to make it seem like no big thing and then after it's law they start twisting it all around to go after the guy they think has the money.....the landlord.

How would the landlords know,
if there is even a party going on?
Can the landlords drink, Maybe they might invite him to the party.
A landlord has over 20 rentals, how can he make all the parties on NEW YEARS EVE?
But if they don't invite him should he show up anyway?
6:29 - that is my point. The only way that this would have any effect at all is if the landlord was aware that it was going on.
So, properties where you have a caretaker would be one example of where the landlord "knows" what is happening at the property 24/7 because you have a staff person there.
For most landlord situations the ability for the City to show that the landlord "knew" what was going on is pretty limited.
...and 10:15 do you drive a Ford or a Chevy, what difference does it make, they're all cars...

What is that joke? Insanity is when we keep doing the same thing and expect different results? Well why would St. Paul city leaders turn to ESNDC when they have failed in the past in the very same situation (leaving the city to pay moving fees!).

Bill, if you are going to present a picture of ESNDC, why not present the whole picture? Sure there is some dead weight on the board (well, just a couple of people) but their boards leadership, and the staff are tip-freakin'-tops.
You picked one incident. This organization has 30 years of accomplishments, not just existence- accomplishments.
Most of the complainers and bellyachers on here have no clue about the organization. For those who care to find out what Bill Cullen points to as a failure, click on the link I provided to their site.
Read for yourself, I am not involved with or a spokesperson for the organization. Their work throughout the neighborhood over the years speaks for itself.
