After an audit of the Metro Gang Strike Force found 14 vehicles couldn't be accounted for and Ramsey County Sheriff Bob Fletcher later said his investigators had tracked the cars down, the legislative auditor's office conducted a follow-up inquiry and said in a letter released today that it reinforced original concerns.

The auditor's report released May 20 said the Metro Gang Strike Force's vehicle seizure process "did not have accurate records to show the location of seized and forfeited vehicles."

On May 26, Ramsey County Sheriff Bob Fletcher said investigators from his office had spent the day tracking down the 14 vehicles and accounted for all of them. His office provided documentation to the legislative auditor.

"We were particularly interested in following up on a statement made by the Ramsey County sheriff's office in a memorandum dated May 28, 2009, which said: '3 (strike force) vehicles were turned over to Cars With Heart and then sold to private individuals," Legislative Auditor James Noble wrote in the letter released today. "We focused on this statement in part because, during OLA's review, the strike force officer who managed seized and forfeited vehicles did not disclose that vehicles had been provided to Cars With Heart."

In 2006, a strike force officer approached Cars With Heart about buying 80 to 100 vehicles seized by the Gang Strike Force, the letter said.

"While known for facilitating contributions to charitable nonprofit organizations
based on car donations, Cars With Heart is a private for-profit used car business," the letter said. "And, according to representatives of Cars With Heart, its arrangement with the Metro Gang Strike Force did not involve an agreement to make contributions to charitable nonprofit organizations."
Cars With Heart acquired 29 vehicles from the Strike Force. The legislative auditor's office found the Gang Strike Force never billed Cars With Heart for the vehicles, though Cars With Heart said they would have made the payment if they had been billed, the letter said.

The auditor's office also found 19 of the 29 vehicles hadn't been properly forfeited. In one case, the owner came to Cars With Heart to retrieve his vehicle, but it had been sold, the letter said. He sued Cars With Heart and the Metro Gang Strike Force and won a judgment of $2,390, which Cars With Heart paid, the letter said.

The follow-up inquiry took investigators back to Twin Cities Transport and Recovery, which had a contract with the Gang Strike Force, and where Fletcher said his investigators had accounted for some of the 14 vehicles.

The auditors found the Gang Strike Force didn't give Twin Cities Transport and Recovery "accurate instructions for properly disposing of vehicles" and the company disposed of five vehicles that had been properly forfeited and were Gang Strike Force property, the letter said. The Gang Strike Force didn't receive compensation for those vehicles, the letter says.

Also, "despite repeated invoices," the Gang Strike Force hasn't paid Twin Cities Transport and Recovery since September 2008 and owed $9,878 in towing and storage fees as of May 31, the letter said.

The letter noted that neither Twin Cities Transport and Recovery or Cars With Heart acted improperly in dealing with the Gang Strike Force.

The auditor's report released May 20 criticized sloppy accounting and poor management at the Gang Strike Force. In addition to the seized vehicles it couldn't account for, it said at least $18,126 of seized cash couldn't be accounted for.

The Gang Strike Force's operations are suspended while a team led by a former federal prosecutor and a retired FBI agent puts the audit's recommendations into effect.

An FBI investigation is also under way. The Minnesota Public Safety Commissioner called on the FBI to investigate Gang Strike Force activities after task force officers shredded documents hours after the audit was released May 20.

Though the auditor's report didn't note criminal activity, the FBI's investigation will cover more than the strike force members' activities the evening of May 20 and will be "on the case in the totality," an FBI spokesman has said.

Someone tell Bob Fletcher to Shut the F*** Up! He's making it worse everytime he talks.

A real leader would step down and apologize to the public. He may be able to finish his career with the SPPD (he would be a commander by now).

He's got no class, no leadership, and no accountability. It will be because of his selfishness that the sheriff's office will be cleaned out. From the corrupt under-Sheriffs to the lacky, over made up, under skilled, bloated with attitude clerks and secretaries. Then, they'll get Bob.

The seatbelt law is interesting.

The cops now have the authority to just pull you over to check and see if you are wearing your seatbelt.

This is just another area where Repke and the DFL are out to control every aspect of your life. The time has passed when you can think for yourself, as the Peoples Socialist Party (DFL) will think for you.

Like the no smoking ban in bars.

Repke and Thune and the rest of your band of Socialists can take a flying leap into the lake.

Lets see, racial profiling, revenue for local and state government, harassment, revenue for makers of car seat and the taxes they generate.

It's really a buisness and income venture for the state and local government.

Whats the law on wearing a motor cycle helmet ?

How about sealt belts on public school busses ?

With Obama about to pass the new tobacco legislation, maybe we can repeal the no smoking in bars and public places since the FDA can regulate how much if any, toxins go into ciggs.
