St. Paul to gang: Stay out of Cinco de Mayo

St. Paul doesn't want gang bangers anywhere near fun family festivals this summer.

So, in a first-of-its-kind legal action in Minnesota, the city this morning filed papers in Ramsey County Court seeking to bar alleged members of the Sureno 13 gang from the city's Cinco de Mayo Fiesta May 1-2. Ten known leaders of the gang were served with court papers over the weekend, city officials said.

The action, which will need the approval of a Ramsey County judge, is allowed under a relatively new state law pushed by St. Paul to mirror crackdowns in other major American cities. Those cities, including some in Texas and California, have claimed success in lowering crime after taking the pre-emptive action, but civil liberties groups have criticized the laws.

Mayor Chris Coleman, City Attorney John Choi, Police Chief John Harrington and community leaders supporting the injunctions will hold a news conference at 2:30 p.m. today to discuss the filings, which seek to create a safe zone that the 10 individuals would be barred from entering.

In a news release, a Cinco de Mayo organizer said the injunctions will keep this year's festival safe.

"We applaud the city's efforts in reaching out to neighborhood groups to ensure that our community festivals continue to be safe and enjoyable for residents and visitors alike," said Chris Romano, of the Riverview Economic Development Association, the organizer of Cinco de Mayo Fiesta.

So I take it, these alleged gang members caused trouble at the festival last year ?

No judge should approve this unless their is proof that these or anyone else caused problems.

Courts should not issue these orders based on speculation.





If anyone disagrees with me, i will be happy to cite the cases in support of this rule of law.

If anything, it involks hostility umongst those who may in fact be part of a gang, but haven't done anything to distrupt this kind of event.

It should fail, but Ramsey District Court and the city are ass buddys.

Remember, these alleged gang members could be illegals, and we don't want to upset them or they might not report other crimes.

Bunch of hypocrites is St.Paul.

Go ahead City Council, keep passing laws that violate constitutional rights. It's just going to shore up the plaintiff's claims that you violate rights as a pattern of similar acts. I can't wait to see some of you in jail where you belong. Nice to have a little yes man in the city attorneys office.

This is nothing more than political posturing by Mayor Coleman.

Same old shit from years past. Create a villain to make yourself the Knight in Shining Armour who comes in and saves the day. Wins votes from ignorant voters.

FACT is, this so called gang is a bunch of local boys who have NO "REAL" affiliation with the "REAL" gang. For many reasons mostly attention from peers, they want to claim they are these ruthless gang members. They even proudly profess their so called affiliations with their choice gang to the police. This is exactly what the police want to hear. It opens the doors for federal moneys to fight supposed gangs.

It isn't the first time we talked about these wanna be's here.

SUMMARY-
My son was falsely arrested for graffiti these kids were plastering all over 7Th st.. My son had previously warned and fought with these guys over vandalizing neighbors property. One of these wannabe's girlfriend tells a cop my son was the perpetrator of the vandalism and this dumb cop arrested my son for the crimes. My son gets out of jail with an apology from the police, pissed off still my son went after all of them to kick some ass and they ran like little girls.

There is some real gang bangers here in the twin cities. But, certainly not this group Coleman is "using" here.

I am with Bob on this one.

When I was a teenager I would have given my right xxx to have been singled out by the Mayor and the Chief of police as being so bad that I couldn't go somewhere.

I think the recognition that we give a lot of these wannabees is way to much and makes it worse not better.

Count me in as an advocate of bringing back the public stockade.

We lock up to many kids for to long of a time until it gets branded in their heads that they are the bad guys and see themselves as "thugs."

I think they had it right 300 years ago when if they'd catch someone on a minor offence they would put them in the stock and everybody would laugh at them. Some how I still think that would do better at taking some of the attraction out of being a gang banger and "tagging."

Sureno 13 is the most lethal street gang in the Western Hemisphere.

It was my understanding that REDA was the main sponsor of this, at least that's who we had to write a check to if you wanted to be a vendor.

If REDA is the non-profit that is responsible for the permits, insurance and streets then, they didn't need the city to do this. You or any organization that is not public have to the right to refuse anyone you think is a threat to the safety of your guests.

I'm guessing it was a press move.

Bob is assuming that these guys are the same little wannabes that are running around town. If so, then its bullshit. If they are the real deal, then serving the order is probably another way to keep an eye on them.


Any of you are free to lend your legal minds to these young men's defense against the court order.

Well Eric, if these purported gang members mere existence is illegal, then why wait for a festival to keep them away ?

Why not order them out of the city ?

We don't go around getting orders against citizens out of speculation because people wear tatoos and because of the way they dress, or their purported reputation, unless the state can prove that any particular citizens alleged to be in a gang have made threats to cause harm at this event.

I sure would like to see the application from the city to the
courts on just why an order should be issued.

Do these purported gang members get to challange the order ? Yes they can, and they can get the thing quashed.


If the city is involved in getting the order, it must not be a private event and it is public.

First you have to establish that so and so are part of this gang.

Then you have to allege a threat exists.

Then those alleged, have a right to contest the order. It isn't that easy Eric.

I hope the ACLU steps in.

If the law says these people can be excluded then so be it, but you can bet that the courts will issue the order, and because this event is coming up soon, even appeals won't be exhausted by the time this event passes, so the city or who ever, will have prevailed.
I question the timing of all this.

Someone else could openly say :

Please, get an order against me because I am going to the state fair. It might be a harm to someone because of the very thought of being affiliated with a gang.

I guess I'll be expecting the city to get an order against me before the fair starts.

Just kidding of course, but you get my point.

I don't think it'll take too much of a mind to take this one down Eric. It's a violation of their civil rights to do this. Those of us outside of the DFL still have a respect for those rights.

Lets be practical,if they are criminals and wanted by the law for past offenses put them in jail.If not then they should be as free as the two gay guys to attend.This is a slippery slope and am not surprised by the citys actions.
