Let's go back to an article in the Pioneer Press by Jim George from November 13, 1991 titled DRUG RING MEMBERS GET PRISON SENTENCES.
"Seven members of a St. Paul-based ring that distributed large amounts of cocaine in the Twin Cities area received federal prison terms Tuesday ranging from five days to 10 years."
"Investigators' affidavits alleged that another Cynthia Pluff, who lived in Illinois, coordinated shipments of cocaine and money between Minnesota and sources in Chicago and Miami. The indictment alleged a conspiracy to distribute at least 5 kilograms - or 11 pounds - of cocaine during a period from 1988 to early 1991."
"Assistant U.S. Attorney Denise Riley, who is prosecuting the case, said Cynthia Pluff now appears to be the ring's organizer and worked closely with April Tapa to keep the drug pipeline operating."
"Riley said most of the gang had provided valuable assistance in other drug investigations here and in Chicago."
"Still to be sentenced are Cynthia Pluff, 26; Kenneth Pluff Jr., 29, of St. Paul; John E. Clark, 25, Maplewood; and Danny Lee Givens, 31, of St. Paul."
Also from January 24, 1991 Pioneer Press, by Mike Sweeney (page 1D) 6 IN FAMILY HELD ON DRUG RING CHARGES
"The affidavit alleges that Kenneth Pluff Jr., a licensed police officer in Minnesota, checked license plate numbers provided by other members of his family doing countersurveillance and gave them information about the owners of the vehicles. Kenneth Pluff Jr. was a Ramsey County Reserve deputy for almost four years, worked part-time as a police officer in White Bear Township and was working as a part-time private investigator when arrested."

Kenneth Pluff Jr is now known as Kenneth Brennan, a security guard for Capital Security. Finney hired this convicted drug runner to watch the police impound lot.

Here is another article from the St. Paul Pioneer Press, titled, ST. PAUL OFFICER PUNISHED FOR DATA RELEASE//DOCUMENTS SENT TO JAILED NEPHEW
"An acting sergeant for the St. Paul Police Department was handed a 30-day suspension and reassigned after sending confidential police and sheriff's documents to an imprisoned nephew. St. Paul Police Chief William Finney suspended Benny L. Williams, despite the police-civilian review panel's recommendation to fire the nine-year veteran, according to police documents."
This imprisoned nephew is John Clark a nephew of Plukey Duke, who is currently servicing a 20-year sentence in federal prison for narcotics trafficking. Chief Bill Finney disregarded the civilian review board recommendation to terminate Sgt. Williams and only gave him a 30-day suspension instead. Chief Finney was just looking out for his friend, a pattern that Finney has been doing for a long time.
By St. Paul Police Sgt. Williams sending this confidential police information to his nephew in jail, he put St. Paul Police and Ramsey County Sheriff Deputies at risk. Sgt. Williams’ actions are treason, he is a spy within the ranks. Chief Bill Finney has let his friendships with numerous underworld drug figures over the years get in the way of his professional judgement as Chief of Police. It really makes you wonder just whom Chief Finney was really protecting, you or his friends?

Another article in the Pioneer Press, February 26, 1998, page 1C, FINNEY LETTER SMACKS OF SPECIAL TREATMENT, by KATHERINE LANPHER
"St. Paul Police Chief Bill Finney's epistolary skills were called into question this week when news surfaced of a letter he had written for a so-called "friend" of the department, a police informant and convicted arsonist who liked to keep an eye on his neighborhood for the cops.
"The note, addressed to ''any police officer having contact with Mr. Cornelius E. Brown Jr.,'' describes Brown as a good friend of the department and instructs officers to call Finney if any ''adverse'' police action needs to be taken against him. The letter also includes Finney's cell phone number.
"Let's be clear: The letter stinks to high heaven."
A lot of us would love a letter like that to carry around.

I recognize the author of this comment folks. The writing characteristics stand out like a sore thumb. Just another chicken shit to afraid to stand behind his own words.
I want to tell all you something. We have big problems in our Saint Paul Police department and the Sheriff department. ALL, of us in the know have been aware of this for years. The FBI is aware of these troubles.

A St. Paul police officer is the subject of a criminal investigation for allegedly assaulting a man while off duty.
Police spokesman Peter Panos said he doesn't know details of the case involving Officer Scott Wendell, who has been placed on administrative desk duty. The case has been referred to the Hennepin County attorney's office to avoid a conflict of interest, and a decision on whether or not charges will be filed is anticipated next week, Panos said.
A county attorney's office spokeswoman said she couldn't discuss cases that haven't been charged.
There will be an internal affairs investigation when the criminal case is closed, Panos said.
Wendell became a St. Paul police officer in 1999 and has no record of departmental disciplinary action, Panos said.
He is on unsupervised probation in Anoka County, where he lives, for a misdemeanor domestic assault case.
Wendell pleaded not guilty to the domestic assault charge filed in April. It was continued for dismissal on July 14 with conditions that he not commit assault, abusive behavior, terroristic threats, disorderly conduct and other offenses, according to the court register of actions. His probation ends July 14, 2009.

I've noticed something and maybe it explains why Fletcher is still not under indictment. Everytime without failure, there is any story about the corruption in Flecher's office.
Fletcher and his hand picked deputies begin their campaign against Finney.
That would be fine, if it was relevant. Finney, is retired and out of office. Five years now.
Fletcher has been in the headlines every year since Bill left, starting back when he tried to shut down a public forum on the city council seat left open by Jim Reiter's death.
Fletcher wanted his girlfriend, Reiter's daughter to have that seat. So in his usual style he bullied and intimidated until people decided to take a chance with an unknown newcomer. Lee Helgen. People also started to pay attention to the Sheriff and his people.
His saving grace has been his ability to point at Finney and say "well he did ..."
While that may have been enough to scare the county officials who could rain some restraint down on the Sheriff, its not enough for the Feds.
Police departments across the county have been changing their ways. The see that if Fletcher can get pinched, any of them can.
I am sure about this, with a new US Attorney, will come the indictment of Bob Fletcher.

I don't know you or anyone else in this public fight. Don't even like cops. Ireally didnt care about a sheriff or cheif until all the stuff about Finney was uncovered. I posted a bunch of comments about Finney because I am a concerned citizen--not a cop! I think what he put that family through is wrong and its obvious that Foster has alot of dirt on Finney or he wouldn't of protected him like he did.
I used to think he wasn't a bad guy. But its pretty clear now that he has a shady group of friends and he is shady and corrupt too. He is in bed with the DFL and noone in the party seems to have any questions about him. You are obviously a DFL hack yourself because you are thinking that a Obama appointed US atty is going to stick it to the sheriff. Careful what you wish for. How do you know that your boy ain't under investigation now? It looks like you hacks are trying to set your boy for the next sheriff run with your own smear campaign. Have at it. But if you think that the public is allright with what Finney did to help all them thugs
then you are too stupid to be real. I know my neighborhood is crawling with thugs and always thought the cops were there to get rid of thugs. How can that happen when the cheif is a thug too? For someone who doesn't care, you sure seem to care.
I guess we talk about Fletcher because he's still on the books and is killing the public trust. You deputies are scared that Finney is going to run against him again but, Finney is not even living here most of year I hear. Fletcher himself was bowing out until the RNC came along.
Right now, Fletcher still wears a badge and have the right to kill your constitutional rights. Its Fletcher who is under investigation and have had two of his closet hand picked deputies go to jail.
You got something against Finney? Why the hell hasn't anyone filed any charges in the six years since he left? I'm just sick of the most crooked sheriff and his corrupt deputies blaming a retired police chief when they get caught. That's right, they got caught.
Fletcher messed around with his best friend's daughter and denied it until Jim Reiter was buried. He then ran her campaign in his uniform showing up a forums and threatening people including the little old ladies from the league of women voters. He doesn't file a campaign report for six years! And what does his buddy County Attorney Susan Gaertner say? Nothing! He has quadrupled the amount of tax dollars going into the Sheriff's Office, do we get four times the service we got ten years ago? No. At the end of the campaign when it looked like he was going to loose, he reopened the Wynn case without new evidence- after turning the case away twice before. What did he accomplish with that? He won the election by a couple of hundred voted and the Wynn family were given false hope and now, they have the case permanently closed.
He's appointed deputies who were not licensed, suspended/fired from area police departments, men with domestic abuse charges and a certain Sgt that is counting down to the statute of limitations for what he's done.
The county attorney is a dfler as the judges probably are and the county board is very much dfl. Fletcher has gotten a pass from all of these people. Finney's campaign manager was the Republican mayor of Wyoming. This is not about Republican-DFL, its about cronyism in the county offices. From the county board, to the county attorney to the judges to the Sheriff. It all stinks.
Fletcher is corrupt as they come. No way do your closest confidants get pinched and you remain clean.
How any drug dealing scumbags and violent offenders are going to have their verdicts over turned or be given a new trial because Fletcher allowed his now convicted best friend to go out on stings and arrest people without being a licensed officer? How many deputies are silenced after seeing what happened to those who stood up to Bob Fletcher?
Bob Fletcher's methods are a danger to our citizens and their rights.
What I am hearing is Bill Finney is pushing Melvin Carter III to run for mayor.
Anyone who would attach their name to Finney is a sure bet to lose!
The worms have crawled out of the can and they are spreading the word.
And besides Melvin said he was concerned about gentrification of our neighborhoods. I now see what he was talking about. He was concerned the neighborhoods weren't being gentrified fast enough. To me Melvin and Finney are nothing but Oreo cookies. They fit right in with the institutional racism in our city.

Well Finney supported Coleman- he won. Finney is still supporting Coleman for Mayor is on the website.
Carter has been in office less than two years. Its his mother who would run but, she's supporting Coleman too. Its on his website.
Rumors go a long way to fill in space or give voice but, the real agenda seems to be to distract from the Fletcher mess.
Folks there is a sitting elected official who is appropriating tax dollars without going through the proper channels, refusing disclosure, intimidating citizens, turning a blind eye while his friends break the law-he gives them jobs and pensions. It's Sheriff Bob Fletcher.
