Bob,

My daughter called me shortly after 8:00PM and two men had driven up to the house at 1033 Colne in a white pickup truck that had a City of St. Paul Inspections sign on the door. The men were in plain clothes, but the driver was wearing a baseball cap that said "St. Paul Police Department".

They got out of the truck and approached the house, yelling at my daughter that she had to leave the house, that it was a registered vacant building. My daughter said the matter was appealed in the district court. They told her that the city attorney said the appeal had been lost. She told them they were wrong and showed them the court papers. Then my daughter asked why the city attorney was not in court on Friday when we were asking the judge for a restraining order.

My daughter asked for a warrant, and when they did not produce a warrant she demanded they leave the property. The men then told my daughter they would be back in the morning and that they were going to TAKE the dumpster, not just remove the garbage that was in the dumpster.

I called the Ramsey County sheriff's department. They refused to take a complaint, saying that we had to go to the St. Paul police department and make a complaint to the St. Paul police about the police harassing us.

This is NUTS...I'm going to be at the judge's chambers first thing in the morning demanding the restraining order. If I don't get it, I'll be over at the Court of Appeals griping a Judge Touissant.

When you get to the judge, tell them that two idiots came to your house impersonating a police officer !!

Have your daughter put it in an affidavit and redo the restraining order on new grounds.

I just got more informaton from my daughter. There were THREE men that came to the house and none of them identified themselves.

She did get the number that was on the white pickup truck.

She also called the St. Paul police and made a report on the phone and will follow up with the police at the station in the morning. The guy with the cap that said "St. Paul Police" was in plain clothes and NO ONE showed her a badge or any identification. Was this guy impersonating a police officer?

These corrupt bastards can't even follow their own rules! It says in the city code that if it's under appeal, then the matter is stayed until it is finally decided. Don't go to the Police and give them anything. Call the ricomens Attorney and have him kick their ass for them. These corrupt city officials really do believe they are above the law and the ends justify whatever means they have to use to carry out their agenda.

If the matter truely has not been decided, I wonder why the City Attorney would say she lost? There's been talk here before of evidence of the city fixing the Court, and I wonder if the City Attorney is thinking out loud because he knows what the outcome of this case is going to be. The end will be interesting.

OK - Help me. When I look this up it says that it was vacant since May of 2006. Is Nancy saying that she has actually been in there since 2006 and has been appealing it that long?

Or is this new injustice that we are talking about that a building is on the vacant building list and someone ignores it, moves in and challanges the City's ability to have a vacant building list and/or to enforce the public safety issues on properties that are no longer habitable?

Because if Nancy has been in there since 2006 and has been involved in the courts on this since that time then she is right and should be able to stay until there is a final ruling. If on the other hand if she is challanging the City's ability to enforce basic health and safety issues and this is some type of non-violent civil disobediance then she should expect the law to enforce the law.

Anybody recall that very big and old victorian home across from the ex-cel center that was moved downtown that the homeless people were living in that the state police actually ended up being called and fenced it off with razor wire ?

With all the vacant homes in the city, how do they keep the homeless and riff raf out of these places.

I hear they go in there and really make them un inhabitable .

So maybe the city should have to repair the damage to these vacant buildings because it was their action that precipitated the continued deterioration of these propertys.

The city ought to razor wire and fence in all these vacant buildings.

Wounldnt that look great.

Chuck is a person that brags of being part of about 100 campaign in his
career.
He must be some kind of a good person, to get some help from the city with
his Development on the East Side of St.Paul.

I think city council people should be the person that take the blame for
their blatant way to help 1 person, when he asked Dave Thune of ward 2.
Chuck Repke > went to Humboldt High School of St.Paul, on the West Side in
ward 2.

I would say Chuck should run for office.
He was loyal to his boss Dave Thune in 1996 when ask to look at the Bad
Insulation that Ramsey Action Program aka RAP installed in Bill Dahn's home in
September 1995.

Then the city started one big cover up about RAP installing "formaldehyde
Soaked Insulation" in the poor, disabled, minority's and the elderly people
homes for free.

That was a price that Jesus Christ would not past by.

I found out the insulation was banned in Canada for the high levels of
formaldehyde in it.
Violated my constitutional issues of FREE SPEECH.

So RAP and their weatherizing part of Ramsey Action Program was buying up
"BAD Insulation for "pennies"
and There reimbursement was 'Dollars on he penny.

So you asked who JMONTOMEPPOF is.
Just one past St.Paul City Government Employee, that know people in city
hall.

It is time that anyone who deals with the inspections gang start using their weapons.

Make a diary, record Everything -times, dates, places, who said what, questions at the time, phone numbers, who-what-where-why-when-how-how much.
Make it indisputable in case it goes to court - bound book, use ink, consistent format, no skipped lines. Get expert withesses to key events, get a camera and keep it handy, maybe even a body wire. Ask for documentation from the inspectors, Keep every document and make a documentation trail a mile wide.

Maybe Bob could keep track of pattern of intimidation -what intimidation and how much, such as inspectors sending notices with only a few days lead time.

Give the city representatives every opportunity to trip themselves up and hang themselves.

Just My Opinion Not Those Of My Employers Past Present Or Future

JMONTOMEPPOF get it?

The reason I do that is because whenever I post someone want to say that because I said it, it must mean that one of my employers must think it.

On this list you will keep seeing people linking me to Dave Thune. I worked for Dave at the City Council from January 2, 1990 until December 31, 1997... MORE THAN TEN YEARS AGO! But, still anytime I post the bright guys here think that because I typed it someone I worked for over ten years ago must believe it. Pretty amazing.

Now on another list for two years they kept linking me to Ted Mondale who I worked for in 1998. No one has brought up David Minge that I free lanced for, but for just the longest time I was tied to Don Moe... I was his campaign manager in 1980, 1982, and 1986.

I am also a registered lobbyist and an independent contractor for a couple of neighborhood groups so the folks on this list will at time attack them for me as well.

So, no, JMONTOMEPPOF is no secret code of the under ground government out to get Bill or Nancy.

Is are legislature above the Law?

Judge Gearin in Ramsey County dismissed a court challange concerning the legislatures increase in daily expense payments by a group called " Citizens for the rule of law "

The group sought to make lawmakers repay the state for per diem alleging the higher payments amount to a pay increase.

Senators can claim $96 a day and house members can claim up to $77
dollars a day.

Code enforcement people often misrepresent themselves as Policemen. That slippery little slimball they had from Code Enforcement that was working over at the Force unit always identified himself as with the St. Paul Police when he had contact with landlords. He even wore his silly little badge on his belt like a detective does. These code guys think they're real cops!

Internal affairs were the only people that seemed bothered and willing to investigate...VERY possible a person WAS impersonating an officer.

Hey Eric how about the DFL controlled city of New Orleans?Must I add the last 60 years.Yeah they really took care of the low income there.Lets see:They had ready and able buses to take the the so called people out of town but chose not to use the buses.They had a levy systen that was as old as Dave Thunes undies that they chose not to fix.They have one of the poorest cities in America.I could go on but I'll keep it short.The Republicans were no where near the city for the last 60 years and its looking really good huh?Oh wait though when you guys fucked up on running the town and Katrina rolled through you called on Bush to wave his magic wand to save the people you've been fucking for the last 60 years.Yep Georges fault.The guy was shitting in his diaper when the dfl started destroying the city!How come most poverty struck citys are all controlled by the dfl?You and your party keep up the good work.

Hey Sid,
Bush let all of those people sit in the metrodome for damn near a week before he allowed food and water, that had already been delivered to the affected areas, to be distributed. And guess what? Water and other emergency items were delivered to the area on Tuesday, Wednesday, and Thursday. Supplies began to arrive the day AFTER Katrina hit. That is a FACT! If you don't believe it, check with BellSouth, the company that provided and managed most of the logistical and infastructural repair services immediately folowing the hurricane. But, FEMA would not allow the supplies to be distributed until Bush rolled in, like a hero on a white horse, on FRIDAY. IF you want to place blame, be fair about it.

Bush should have been impeached after the way he and his administration handled Katrina.

I just discovered that the St. Paul City council had the property that the "inspectors" had raided on Tuesday night on the agenda for Wednesday.

WE WERE NEVER NOTICED of this being on the agenda.

How many OTHER people has the City done this to? At the last council meeting I was at there were NUMEROUS properties that the council ordered to have TORN DOWN, and no one spoke objecting.

OH...MY...GOD!

How many times does the City put items on the agenda without noticing the property owner???

This is absolutely CRAZY.

Ok, how come everybody comes here to complain instead of showing up at those city council meetings to protest? Sorry, but NOTHING will be accomplished unless if you start putting your words into action. Besides Bob working hard to report all of the stuff thats happening, Nancy seems to be the only person who goes out on a limb here. How come no one is going to these meetings with her to show her some support? You cannot demand change unless if you are willing to fight for it.

I see all kinds of people show up at these Council meetings and it makes no difference. Most of the time they look bored even listening to you. Dail up the meeting and watch how they treat Nancy when she goes down there! It's no wonder people don't go......when they know about it that is. Many many people have appeared down there and claimed they didn't get noticed about things. Seems to me that's mentioned in teh lawsuits somewhere too. They don't give people notice on purpose and then make it seem as if the people don't care because they never showed up.

at the capital and at the city council meeting.
I love how Nancy tells these people the law and they don't know how to act.
Or like Kathy Lantry did, shake her gavel at Nancy like she wanted to hit her with it.
When Nancy bewilder them with her knowledge, they only do one thing.
Call security on her.
Watching Nancy in action is hart warming.
We might not be kicking ass on these crooks every day, but we are kicking ass as silent worriers.

There are a lot of people fighting to rid the corruption at city hall. Ricomen are after the city, Nancy is in court with them, there has been another lawsuit filed concerning the citys criminal code inspectors.....yes that's right, CRIMINAL.....civil rights violations are criminal. Jsut cause these people are using the civil part of the law doesn't mean that the criminal element of it won't rear it's head at some time in the future. Banks are also starting to sue the city because of their inspections policies, and lets not forget Morris vs Sax from the Supreme Court. Watch for more lawsuits this summer as the city continues it's assault on property owners and business people. This is far from over.

Now It's gotten ugly. The city used clumsy and apparently illegal tactics, and is now in a big pickle which will be picked by the ricomen.

Well Linda, I didn't answer because I have shown to be an ignorant bigot in the past on this list and thought him to be gone. He answers a false question.

Let's start with the statement: "How come most poverty struck citys are all controlled by the dfl?"

First, its Democrats. Only in Minnesota do we go by the merged name represented by the acronym DFL.

Second, the best big cities are also ran by Democrats.

2007 Best big cities (more than 250,000 pop) to live in as ranked by CNN/Money Magazine:
1. Chicago
2. Dallas
3. Houston
4. Los Angeles
5. New York
6. Philadelphia
7. Phoenix
8. San Antonio
9. San Diego
10. San Jose

This was based on rankings of:

Affordable housing
Public Schools
Higher Education
Plentiful leisure activities Plentiful cultural options
Job growth
Commute time
Good health care access

Of course a credible magazine that has been tracking and publishing these trends for years has nothing against what Sid says. Of course you can look at each of those cities and find some bad parts but, every pretty woman has to go to bathroom and uses toilet paper for the same reason you do.

Now about New Orleans and the buses, a lie that is often repeated by the pugnacious Shawn Hannity. Bush is to blame for the following reasons:

*January 2001: Bush appoints Joe Allbaugh, a crony from Texas, as head of FEMA. Allbaugh has no previous experience in disaster management.

*April 2001: Budget Director Mitch Daniels announces the Bush administration's goal of privatizing much of FEMA's work. In May, Allbaugh confirms that FEMA will be downsized: "Many are concerned that federal disaster assistance may have evolved into both an oversized entitlement program...." he said. "Expectations of when the federal government should be involved and the degree of involvement may have ballooned beyond what is an appropriate level."

*2001: FEMA designates a major hurricane hitting New Orleans as one of the three "likeliest, most catastrophic disasters facing this country."

*December 2002: After less than two years at FEMA, Allbaugh announces he is leaving to start up a consulting firm that advises companies seeking to do business in Iraq. He is succeeded by his deputy and former college friend, Michael Brown, who has no previous experience in disaster management and was fired from his previous job for mismanagement.

*March 2003: FEMA is downgraded from a cabinet level position and folded into the Department of Homeland Security. Its mission is refocused on fighting acts of terrorism.

*2003: Under its new organization chart within DHS, FEMA's preparation and planning functions are reassigned to a new Office of Preparedness and Response. FEMA will henceforth focus only on response and recovery.

*Summer 2004: FEMA denies Louisiana's pre-disaster mitigation funding requests. Says Jefferson Parish flood zone manager Tom Rodrigue: "You would think we would get maximum consideration....This is what the grant program called for. We were more than qualified for it."

*June 2004: The Army Corps of Engineers budget for levee construction in New Orleans is slashed. Jefferson Parish emergency management chiefs Walter Maestri comments: "It appears that the money has been moved in the president's budget to handle homeland security and the war in Iraq, and I suppose that's the price we pay."

*June 2005: Funding for the New Orleans district of the U.S. Army Corps of Engineers is cut by a record $71.2 million. One of the hardest-hit areas is the Southeast Louisiana Urban Flood Control Project, which was created after the May 1995 flood to improve drainage in Jefferson, Orleans and St. Tammany parishes.

*August 2005: While New Orleans is undergoing a slow motion catastrophe, Bush mugs for the cameras, cuts a cake for John McCain, plays the guitar for Mark Wills, delivers an address about V-J day, and continues with his vacation. When he finally gets around to acknowledging the scope of the unfolding disaster, he delivers only a photo op on Air Force One and a flat, defensive, laundry list speech in the Rose Garden.

So: A crony with no relevant experience was installed as head of FEMA. Mitigation budgets for New Orleans were slashed even though it was known to be one of the top three risks in the country. FEMA was deliberately downsized as part of the Bush administration's conservative agenda to reduce the role of government. After DHS was created, FEMA's preparation and planning functions were taken away.

Actions have consequences. No one could predict that a hurricane the size of Katrina would hit this year, but the slow federal response when it did happen was no accident. It was the result of four years of deliberate Republican policy and budget choices that favor ideology and partisan loyalty at the expense of operational competence.

It doesn't make any difference who lays what cards on the table when. The facts are cast in stone and people like ricomen and Nancy are going to take them to the mat over it. The only thing the city knows how to do is lie, cheat, decieve, use their thug cops for intimidation, etc. and that's not going to work forever....all it's going to do is dig the hole deeper for the city. There's going to be a very ugly ending to all of this and the city is going to be bankrupt, that will be the legacy of this City Council.

You have pistol-whipped us with your legal narcissism and bragged post after post on your knowledge of the law and how you've got these public employees, judges and lawyers over a barrel with your superior knowledge and skills.

Now you need help?

You'll have to excuse me if I pause to stick my neck out for you.
You have been unwilling to listen to sound or safe advice in the past - not just from me or Chuck but from others who actually agree with your cause. You only want to hear how to 'sock it to them' or expose how dumb everyone is, not how to even figure what angle may be best for your end goal.

Now shut your fucking trap and listen:

1. There are a couple of real cops assigned to Inspections. They are not ex-cops, or rent-a-cops or half wannabe cops. They are Saint Paul Police Officers trained at the academy and spent years on the street. I actually think one is a detective.

So, for the know-it-all who suggested that they aren't cops, know that its possible that they can be and its legal.

2. You've already gone to IA and reported this. They will follow through. Stay with them for updates. The Sheriff doesn't have jurisdiction- don't argue charter with me, just accept the Sheriff's Office doesn't have jurisdiction over inspections in the city.

3. Call the council member and have your daughter talk with him and tell her story and ask for a follow up meeting.

4. Be sure she had a right to be in there. If that's debatable, then you'll have to win that debate first.

Until you get names and numbers, that's pretty much all you can do for now. Try to have your daughter take care of this as you have proven to be unreasonable and hostile toward city employees- don't argue with me, just understand that's how it is.

On 'your people' helping 'my people' and 'bleeding for my people'. Let me tell you about 'my people'.
On the Native side, we didn't invite 'your people' here and the reservations we were sent to were not the prime property of the time. Screw off.

On the black side, we didn't request to come here and be put into permanent servitude. I know that's hard to believe but its true. We didn't ask for it. But lets not dwell on ancient history.

After slavery, this country accepted apartheid-like Jim Crow norms that put blacks as second class citizens where their freedom and life was at the whim of whites. Yet, my relative went off to fight and free Cuba in 1898 from Spain to return to a country marred in even more racism toward them. In WWI, 'my people' went off to the European front to protect American freedoms, only to return to find they can't partake in much of that freedom. They went off to protect freedom and, deliver tyranny to hell in WWII, to only return and find family members murdered and land stolen due to the southern Jim Crow norms. Oh, the greatest generation weren't so inclusive to 'my people' on the GI Bill, homeloans, saving farms, help for education and such.

So when the late 50's and 60's rolled around, 'my people' decided that the Constitution should be for all Americans and five or six generations born here is enough to make you a full citizens.

So thanks for all of your 'blood shedding' but, you didn't give us shit. By right of birth in this country, we had those rights and by the history of our contributions to protecting this country, even when we were not afforded luxuries such as equality, we earned them.

Since nobody else will, go screw yourself Nancy.

I'd have to defer to Nancy on the dumpster thing cause I don't know all the facts, but I believe I know enough to know the city is wrong. She got the dumpster to do major repairs on her property.....something the city claims it wants....something Eric and Chuck complain about all the time with these property owners who want to do nothing. Then they give her shit about the vacant buidling thing and she appeals it which means all the vacant building stuff is stayed until the appeal is over....which it IS NOT! So with all the orders stayed, and for Chuck & Eric, that means stopped....she tries to get a permit to do the work she is supposed to do, but guess what? The city choses to break the law and not give her the permit. SO the appeal goes on and the dumster sits. What's she supposed to do with it? Reutrn it and spend another $500.00 on one when the city decides they want to comply with the law and give her a permit?

Private property rights are the foundation of all the rights we have today thanks to all those men who fought and sacrificed. They did it so we wouldn't have a NAZI style Government here. For instance, the guy that's going to call the county Sheriff because of what the city did- why? Does he even understand how government works? Just a comment on why the City tries to get people to leave buildings that they have tagged as unfit for habbitation, guess what Nancy (or someone like Nancy) would do if their daughter got injured while living in the house?

Come on, you know what happens then don't you? They would sue the City for not enforsing the placcard and allowing their poor child for being in the building!!

How many times do I have to say this.
The administrative order that the house is a "registered vacant building" has been appealed to the district court.

When an administrative order is under appeal it is AUTOMATICALLY STAYED.

Meaning...this house is NOT a registered vacant building unless and until the COURT says it is.

So the City is trying enforce an adminstrative order theat DOES NOT EXIST.
