In St. Paul, filing for ballot begins for City Council wannabes
With all seven council seats up for grabs and several big issues facing the electorate, the door is open for turnover and change on the DFL-dominated council.

Today's the day that candidates for the seven open seats on St. Paul's City Council can officially enter the race. The filing deadline is July 17. In a few cases, council veterans will take on young politicians, while other incumbents face more seasoned challengers.
Some have been campaigning for months. Here's a snapshot of the known competitions:

WARD 1: SUMMIT-UNIVERSITY, THOMAS-DALE, LEXINGTON

The issue and the candidates: A proposed light rail line will likely affect property values in the neighborhood around University Avenue. Council Member Debbie Montgomery and candidate Melvin Carter III have voiced concerns about gentrification. But they've also promoted some of its potential benefits, such as new development and a revitalized economy. Carter won the local DFL Party endorsement in April.

WARD 2: DOWNTOWN, WEST SIDE, SUMMIT HILL, WEST 7TH

The issue and the candidates: Developer Jerry Trooien recently resubmitted a plan to build a $1 billion urban village, which would include a hotel and condos on the Mississippi River. Likely candidate Bill Hosko has supported Trooien's proposal, while Council Member Dave Thune wants Trooien to scale back his plan to fit into the neighborhood's landscape. Candidate Fran Zamb, a resident of the West 7th neighborhood, said she wants to bring more jobs to the ward.

WARD 3: MACALESTER-GROVELAND, HIGHLAND

Much of the talk in this ward focuses on the Ford plant, which will be shut down in 2008 and sold. That will cost the ward nearly 2,000 jobs and the community a fixture for more than 80 years. Gerald Mischke, a Star Tribune advertising department graphic artist and brother of the Highland Villager Publisher Mike Mischke, will face off against current Council Member Pat Harris. Both candidates acknowledge the redevelopment of the Ford plant site as a vital piece to the neighborhood's future. But they're worried about the effect on traffic, already a problem in the ward.

WARD 4: COMO, ST. ANTHONY PARK, HAMLINE-MIDWAY, MERRIAM PARK

Creating a new -- and clean -- power source for the Rock-Tenn power plant has been a great concern for residents, some of whom have threatened to sue if the plant burns garbage to make energy. Russ Stark stands as the ward's lone candidate so far, after defeating former candidates Bernie Hesse and Randy Schubring to win the DFL endorsement in April. Stark has promoted energy efficiency and also wants to preserve jobs at Rock-Tenn and promote mass transit.

WARD 5: COMO, NORTH END, PAYNE-PHALEN

Vacant housing is an issue in the ward. The community also took a hit after a triple murder in March. Opponent David Haas and Council Member Lee Helgen squared off at the ward convention over ethics. They accused each other of not following procedural rules leading up to the convention and worked out an agreement so that neither won the party's endorsement in April.

WARD 6: GREATER EAST SIDE, PAYNE-PHALEN

A national mortgage foreclosure problem has hit this ward hard. But efforts to enhance Payne Avenue and nearby communities continue. Council Member Dan Bostrom, who has represented the ward since the early '90s, faces off against Pakou Hang, a Yale graduate and political activist. Hang, who is Hmong, said she represents a changing and diversifying East Side, while Bostrom's tenure and experience have produced loyal supporters. Neither candidate had enough votes to earn a DFL Party endorsement.

WARD 7: GREATER EAST SIDE, BATTLE CREEK-HIGHWOOD, DAYTON'S BLUFF

There are residents who want more mass transit throughout the ward. A circulator bus to take kids throughout the Dayton's Bluff neighborhood started up a few weeks ago.

Council President Kathy Lantry doesn't have an official opponent at this time.

Golly gee, another conspiracy!!!

The reporter failed to mention either Bill Dahn or Sharon Anderson as candidates.

Surely this will cause Sharon to file yet another illegible and illogical affidavit/quasi-lawsuit. And Bill will sputter more drivel about formaldehyde, arsenic and old lace.

Good going Bill, do what you do best.
Put that foot up the DFL'ers way of life.
Now you sit petty, to bring your Racketeering suit against them for the cover up for Ramsey Action Program.

"WHISTLE BLOWER TITLE 31"
"GOVERNMENT IS AS CROOKED AS
SPAGHETTI NOODLES"

I will show how we catch the Crooks, set the bate and the big fish will surface.
I set the bate, starting in 1996 with Dave Thune and his aide at that time Chuck Repke.
We have had cover ups by St.Paul's Mayor Norm Coleman, and the staff of 7 St.Paul City Council Members.
We have had one conspiracy after another, another and another over the years.
Now that some of the people are pointing the blame at others, and some of the city workers are Blowing the Whistle on their bosses.
We will see one great election come
September 11, 2007.
I lost all, due to bad local government on 9/11/2001.
The home at 256 W. Morton St. in St.Paul, and all the contents of it -----
cars, boat, machinery, tools, furniture, picture of my life, cloths, antique's.
The $183,000 home and $250,000 of belongings.
That is the day that went down in history.
That is the day that St.Paul will lie about Bill Dahn's home and how the people that had their hand in the federal money thou Ramsey Action Programs, and the conspiracy in the programs.
We have to catch the politicians that get their palms greased.
The Political Reprisals for exposing Bogus ----------
Harassment Restraining Order,
from the city officials.
