No elected official posted a "best practices" rental criteria by 18-Apr (1).
My $1,000 is still safe. Does that mean we can, once and for all, move past
the idea that rationing rental housing is a good idea?

So, if we agree that everyone should have the opportunity to obtain housing,
then we also must accept that sometimes occupants will not be assets to a
neighborhood. So what should "we" do when a tenant is troublesome? A few
options to ponder:

1) Increase eviction costs so landlords will do almost anything to avoid
evictions? Set up a court procedure where it is almost impossible for a
landlord to prove behavior problems unless a criminal conviction exists?

2) Tell landlords they must force troublesome tenant to move or face fines
and maybe bulldozing? Even though the troublesome tenant will probably move
to a different rental house not far away?

3) Ask why our police/city attorney doesn't prosecute "minor" crimes?

4) Ask why hotels/motels seem to have fewer problems than rental properties?
Is it maybe because they have zero rental criteria, but they can easily
remove troublesome tenants?

(1) CM Lantry did respond to me privately with her thoughts. I won't post a
private message, but feel I should answer it publicly. While I happen to
agree with most of what CM Lantry said, it did not answer the thorny
question I am asking. I am unaware of any criteria that identifies only
troublesome tenants. If our fine city believes a high rental criteria is
desirable so we eliminate troublesome tenants, then we must also admit that
a high criteria is likely to doom 10s of thousands of good people to
homelessness.

That's the idea Cullen....St Paul wants to doom large numbers of people to homelessness, that way they move away to somewhere they can find housing and then all the problems go away with them.

Thats the problem, instead of the problems going away the problems have escalated into more violence and criminal activity as the not so fortunate people do what ever they feel necessary to provide for their family.

Once a person and/or family is homeless they get the feeling that theres not much to lose, and like theres isn't a future them. Children brought up in those conditions learn to believe that is the way of life putting their future in the high risk area to be involved in criminal activity as well. Its a system that has proven itself to ineffective and unless some changes are made the siuation will continue to get worse.

The focus of the city should be at helping families to live a better life in a stable environment not pushing the poor around leaving them to seek shelter like they are nothing to society.

No -- when they do move, it starts over in the next neighborhood.
People move in and out. over and over.
The problems goes away, and then people with their problems move in.
People are bound to argue and fight, if they own the home or not.
Everyone picks on the owner, look at the way pepole act. it is natural to fight, or kill or be killed. --Animal instincts--

You can see the affects of the deconcentration of poverty happening in St.Paul right before your eyes.I've lived in the west end of St.Paul my whole life and haven't seen this side of town filled with this much graffiti and crime until now.Look at what just happened in Highland over the weekend.A shooting.Thanks St.Paul city officials for spreading the problems to all the neighborhoods.

These liberal progressive democrats are nothing but failures.They never want to address the real problem.

Poverty will always create crime.But diluting poverty won't lower crime.Creating social programs that have accountability will.Democrats have been running these twin cities for as long as I can remember.Its your problem that you created.You don't kill cancer by spreading it throughout the body.You contain it where its at and give it all the attention needed to rid it of the disease.

The rental criteria is- If you earn 40,000 plus a year you are welcome in Saint Paul.

Bill, your money would be better spent on helping activist inform the Citizen of Saint Paul. This way we can get rid of the riff raff that runs this City.

The whole City Council has to go. This would be a valuble lesson to the people who seek to govern this City.
