Whistleblower sues Minnesota
An employee in the Department of Public Safety says she was punished for reporting payroll padding.

A 21-year veteran of the Minnesota Department of Public Safety filed a federal whistleblower lawsuit Wednesday against the state, alleging that she was punished after reporting that several of her colleagues had made "false and illegal entries in their time sheets," and because she had complained of being passed over for promotions because of her sex.
The suit was filed in U.S. District Court in Minneapolis by Denise Bechtold of Blaine, a special agent with the Bureau of Criminal Apprehension (BCA), who works as an investigator in the predatory offender registration unit. The defendants, in addition to the state, are Michael Campion, the former superintendent of the BCA who now is state commissioner of public safety, and Timothy O'Malley, the BCA's current superintendent.

Christine Krueger, the Public Safety Department's communications director, declined to comment because she said she had not seen the suit. Asked if Campion or O'Malley could be reached, she said: "Nobody is here right now. The [legislative] session is going on. That's all I have for you."

According to the suit, Bechtold's job complaints began in 2002, when Campion, then the BCA superintendent, assigned her to the predatory offender unit over her objections. Bechtold said that she wanted to work as a homicide investigator, but that Campion consistently favored male counterparts for such career advancement opportunities.

In 2004, Bechtold applied for one of two open homicide investigator positions. O'Malley refused to consider her application, the suit says, and filled the jobs in May 2005 by hiring people from outside of the department.

Narcotics officers from around the state overheard O'Malley and Bechtold's supervisor discussing her complaint about being passed over for the homicide job when they inadvertently broadcast their conversation into a training room, the suit says. They allegedly discussed ways to make Bechtold's rejection "appear not to be discriminatory because of her gender."

She complained to the internal affairs unit in June 2005, and was notified seven months later that the investigation was complete, but she was never informed of the outcome, the suit says.

In 2006, Bechtold said, she made several complaints about some of her colleagues who she alleged were padding their time sheets to make it look like they were working additional hours.

She said her supervisor told her during a job evaluation on Dec. 1 that the investigation into her time-sheet complaints was continuing. But three days later, the suit says, she was "placed on an investigatory leave of absence with pay because of unspecified allegations of her misconduct."

Bechtold filed discrimination complaints with the Equal Employment Opportunity Commission and the Minnesota Department of Human Rights in November 2005 and again on Dec. 12, 2006. The commission issued right-to-sue notices in both complaints this year.

Bechtold is seeking at least $75,000 in compensatory damages, at least $100,000 in punitive damages, legal costs and other relief to place her in a job that she would have been in had no retaliation or discrimination occurred.

But you can blame the culture and Lantry her gang are a big part of the "political culture" here and in the DFL. To quote one of their favorite sayings when they are dealing with landlords, "if you not part of the soloution, them your part of the problem." I don't see anyone on the city council being part of the soloution to the problems going on in the city with respect to corruption. In fact they try to hide it and obstruct the administraion of justice by not availing themselves to a Deposition and refusing to do any kind of investigation regarding the allegations at hand, so I think we can blame them.

Lantry, Thune, and Helgen are kept to their respective dominions.

Pawlenty appoints the Commissioner of the Dept. of Public Safety (Campion), who apponts subordinates.

Though it would be easy to blame any of the St. Paul Councilmembers, it would be categorically wrong. You have to blame the GOP for this one..... But only after a thorough investigation, yada yada yada.

To tell you the truth, I don't think it makes any difference if it's a Republican or a Democrat, they're both shit. Neither one of them represent the commmon person any longer. They both violate people's civil rights all the time, they just do it in ways that most people cannot prove, and when they can prove it, they can't afford to approve it. Look at the landlords case as an example. How long have they been court with these scumbags? 4 Years? How many lawsuits do you know of that go that long? The city knows they're in the wrong, but it doesn't make any difference because they'll just run these guys around the block until they run out of money, and then they get away with it once again. Most people go broke over a simple 3 month divorce, I can't imagine what these guys have paid so far.

These people in the 3 lawsuits aren't going to go broke-They got a secret unbreakable pile of money behind them.They will run this to the end to take as much back as the jury awards.
