St. Paul / No deaths in three weekend shootings

There were no life-threatening injuries in three unrelated St. Paul shootings Friday night and early Saturday morning, police said.

Two people are in custody in the latest of the shootings, all of which remain under investigation, St. Paul Police Sgt. Rob Weier said.

About 1:10 a.m. Saturday near Aurora Avenue and North Chatsworth Street, an argument between several people escalated into gunfire, and a 19-year-old man was shot. Two men, 18 and 20, were in custody this afternoon, Weier said. No charges have been filed.

The first of the two Friday-night shootings occurred just before 8 p.m. in an alley in the 600 block of North Western Avenue when a man tried to grab a gun from a would-be robber. The man was shot in the hand and taken to Regions Hospital. There have been no arrests, Weier said.

About two hours later, a man sustained nonlife-threatening injuries after being shot in front of a home in the 500 block of North Maryland Avenue. He also was taken to Regions. There have been no arrests, Weier said.

A 16-year-old was shot in the chest and killed on a Metro Transit bus in St. Paul early this morning, according to reports.
Police say an argument involving 15 to 20 people preceded the shooting, which was reported at 12:24 a.m. on Fifth Street between Cedar and Sibley streets, KARE11-TV is reporting.

No one has been arrested, and the name of the victim has not been released.

St. Paul police and Metro Transit officers are investigating.

The department is expected to release more information the shooting later this morning, KMSP-TV reported

A child who is raised in an uneventful home with good loving parents and positive role models, will be less likely to become violent, and involved in criminal activity. This type of an individual may have less if any chance of becoming mentally ill or suffer any type of issue with their health and the way in which their lifestyle turns out.

On the other hand, however, if you have an individual who is raised in a broken home or a poor single parent home, who is surrounded by violent social influences and has been taught criminality as methods of survival, may have more of a chance of being incarcerated, experience near death situations due to the violent lifestyles and this in turn can cause some people to have some sort of mental breakdown or episode.

The brain produces much more cells than it needs compared to the amount that is paired to make cerebral connections, and stimulation from the environment—which is translated into neuron activity—is vital for the forging of normal neural development. This finding can help to explain why some children who are deprived of certain positive stimulants in their early life may suffer from irreversible damage of some kind later on in life. These mentioned, and other similar factors are just a precursor to the type of behaviors which are displayed further along in life and in development.

Folks, we do not have a strategy for dealing with crime.

The practice has been to deconcentrate the numbers of poor people within the city in hopes it will decrease crime statistics.

This approach is blowing up in our elected officials face. Crime stats are not decreasing they are increasing especially violent crime.

The effort of displacing one class of people for another is compounding our social ills. This effort is putting economically depressed people in hopeless desperate situations.

They still haven't charged anyone with the triple homicide on Burgess street.

Violence is increasing as summer approachs.

I am afraid our current leadership is lost and doesn't have a clue of how to deal with crime.

As Bob posted earlier, Barb Johnson of the Mlps. City Council is preaching the same loser tactics for her City.

How many of these dirt bags once displaced will move here to Saint Paul from Mpls.?

How many of them will just move to another neighborhood in Mlps. and cause trouble?

The white fleet to the suburbs to escape crime is a thing of the past. The trouble makers are being displaced to the suburbs because it is the only place where section 8 is available.

I think any City official who follows the current plan to deconcentrate poverty should be jailed, for crimes against the people!

And blowing up in their face it is indeed! It's not even summer yet and people are being shot like there's no tomorrow. I can't think of a better bunch of city leaders whos face this is going to blow up in.

Mr Helgen?...perhaps you would like to explain to us how the city's Nazi style code enforcement programs has made my life safer?

Ms. Lantry? Are you still getting complaints in your office? How's that all going for you lately? Are people feeling safer now that the behavior problems are out of the neighborhood and now plying their trade on the city buses?

While you were so busy holding landlords responsible for the behavior of the tenants for the last 10 years, you've created a whole new breed of criminals who have no concience and know nothing about responsibility.

Let the games begin gentlemen...in the sport of shooting each other there is only one winner. He comes to your neighborhood to rob and rape you...second place goes to the morgue, but fear not, our experienced leaders will tear down some more houses to make you safer.

Is the city council ready for the blood they are going to have on their hands as a result of their progressive and forward thinking crime control strategy of making people homeless to deal with behavior and crime isssues?

We shall see!

It appears to be that there has been a lot of violence and violent crimes happening on the city buses. I am just curious to why this issue has not been addressed by our mighty council members, maybe bus service should become a thing of the past due to the amount of criminals that seem to be attracted to city buses, other businesses are being shut down for much less. I know in reality that would not make sense, but the cities actions I have seen thus far haven't made much sense either.

As others have stated this is just the beginning of what looks to be a very violent summer. Once school lets out for summer break I would be willing to bet things will get much worse as teenagers will be left with much additional time on their hands unsupervised, now would be the time for the city to start focusing on some programs to keep youths occupied with some positive activities for the summer.

Report after report show that unstable housing indeed has a impact on crime and violence along with the future of the children of these displaced families being at a much higher risk of becoming involved in crime and the legal system.

What I don't understand is why the city doesn't read these reports and take some sort of action to help prevent this from continuing, and help make the future of these children a brighter, more successful one.

The cost of housing offenders along with court time, costs and etc... is much higher than it would be to help individuals for a period of time with some supervised structured living and programs to allow them to see that they can become a productive citizen rather than moving them through the revolving doors of the legal system.

Quite the contrary sir, if it makes sense for the government to shut down other businesses for crime, it had better make sense to shut down the Government's own businesses for crime or it is a violation of our "Equal Protection" rights under the "Constitution."

These buses are nothing but a public nusiance and a threat to public saftey.

While Lee Helgen is busy scratching his head and wondering how we can allow this kind of stuff to happen, I think Kathy Lantry should order all of those buses parked until the city can figure out how to maintain the same saftey on those buses that they think the landlord should provide in the neighborhood.

The city of St Paul seems to have everyone and their mother suing them. Surely we can find better leaders that can conduct the city's business in a more fair and honest way so as to aviod all these lawsuits.

All the brians are right here I see. Wait, the city is still doing business as usual. All the lawsuits and gotcha discovers as well as the great cites to city ordinances, state statutes and federal codes that are in violation have yield nothing at all.

I like the fact that you don't "get it" 10:33. The city obviouly doesn't get it either, because they are still doing the same things to people. Lawsuits are so much easier when the other side is so arrogant with their denial that they don't even see ya coming!

Victim in Fatal Shooting Identified

Suspect In Custody


The young man shot and killed on a Metro Transit bus on Sunday has been identified as Earl Ray Freeman of Saint Paul. Freeman was involved in a confrontation with a group on the bus. Another young man on the bus then pulled a hand gun and fired once striking and killing Freeman.

The suspect in this shooting has been taken into custody. Jerome Pablo Cross, 11/14/89, of Saint Paul, was arrested on April 22nd. He has been booked into the Ramsey County Juvenile Detention Center. Charges have been forwarded to the County Attorney.

The Metro Transit and the Metro Transit Police have been excellent partners in this investigation. The information provided by on board security systems was a valuable tool in identifying and apprehending the suspect. We appreciate the efforts of Metro Transit to make public transportation safe and there by make the city of Saint Paul safer as well.
