Your input is needed to help us create a new City of Saint Paul Department

Recently, the Mayor and City Council created a New City Department: the Department of Safety and Inspections (DSI) by combining all the major regulatory and inspection functions in the City. Saint Paul DSI includes:



o Code Enforcement
o Building Permits and Construction Inspections
o Business Licensing
o Fire Certificate of Occupancy Inspection for all rental and commercial properties
o Animal Control
o Zoning
o Heritage Preservation
o Plan Review
o The Information and Complaint function (formerly Citizen Services)
o Truth in Sale of Housing
o Food Inspections (Environmental Health)
o Vacant Buildings


We have contracted with a private consultant, Ellery July, to gather suggestions from our customers and stakeholders about what you would like us to focus on to improve services and become more responsive to the community. No City staff will be present during the meetings and no comments will be identified as coming from a specific individual to preserve anonymity and objectivity.

They tried this same approach a little over a year ago. They hired the State of Minnesota to come and take inoput from people and they were supposed to do something with it, but when it became apparant that they were going to have to deal with issue of using code enforcement to deal with behavior issues, they quick came up with a soloution to a problem they had not yet defined and then promptly dis-banded the ADHOC group that was formed.

They boviously did not get what they wanted so now they just go hire someone else and try to get the result they wanted last year.

So they hire a government insider to put together their agenda and sell it to the public as if they really took some meaningful input from people. The only ones that ever show up at these meetings are government employees and neighborhhod busy bodies with no life.

I attended the last sham meeting like this they conducted. Then as now they said there would be no city people there, but there were uniformed policemen there writing down the names of the landlords who had anything to say. The people running the meeting split the meeting into 2 groups, 1 that wished to address code enforcement issues and the other who wanted to address other issues. The policemen follow the group that wanted to talk about code enforcement issues.

They shouldn't have spent the money on the consultant as I will tell you right now what this guys findings will be....more code enforcement....more code enforcement.....more code enforcement....with some DEMOS sprinkled in here and there.

Now that there is one office called DSI, we shouldn't need the same number of employees. We can cut back on jobs, witch in turn can cut city taxes.
