Suspect Dead After Shootout With Police
Mitchell Moua, a 25 year old male, was involved in a high speed chase on Saint Paul’s East Side earlier today. Saint Paul Police and Minnesota Gang Strike Force Officers had obtained information that Moua would be in the area of the 1000 block of Ross. He was wanted for Aggravated Assault, False Imprisonment, and for a warrant from the U.S. Marshal for a weapons violation. Officers confronted Moua, who brandished a firearm, and pointed it at his own head. Moua was able to avoid capture, at that time, and a pursuit began which lasted several minutes.
As the vehicles traveled on East 7th St. Moua fired several shots at police officers. On two separate occasions he fired through the rear window of his vehicle. As he approached Arcade St. a van and semi-trailer were attempting to pull over, to allow squads to pass. As they did that the suspect vehicle attempted to pass between the semi and the van, striking the semi and the van and another parked vehicle. With the vehicle now stopped, officers approached and were fired upon. Two Saint Paul Police Officers fired into the suspect vehicle. Moua was struck, and fatally wounded.

A car chase and shootout with St. Paul police ended near East Seventh St. and Arcade, on St. Paul's East Side, Monday, Feb. 12, 2007. This green Acura with the rear window shot out ended up outside the Animal Ark thrift store at 809 E.Seventh Street. The driver was taken away to Regions Hospital in an ambulance.

Mitchell Moua, wanted in St. Paul for aggravated assault and false imprisonment, was fleeing in an Acura SUV with Wisconsin plates when he shot at officers through a rear window, police spokesman Tom Walsh said.
Mitchell Moua crashed into several cars about 11:30 a.m. on East Seventh Street at Arcade Street.
The Minneapolis man was taken to Regions Hospital. He was pronounced dead at 12:26 p.m., the Ramsey County medical examiner's office said.
"An incident doesn't get more dangerous than this," Walsh said. "Officers used great restraint."
Police believe there are at least two locations on East Seventh Street where the man opened fire through the rear window of his car.
The chase began about 11:25 a.m. in an alley in the 1100 block of Ross Avenue. Walsh said St. Paul officers and members of the Metro Gang Strike Force had information that Mitchell Moua would be in the area. U.S. marshals also wanted Mitchell Moua for a weapons violation.
Officers confronted Mitchell Moua, who brandished a weapon and pointed it at his own head, Walsh said.
There were two other people in the SUV when the incident began, Walsh said. Mitchell Moua told those passengers to get out of the vehicle at the beginning of the chase, Walsh said. Officers picked up the passengers and interviewed them, Walsh said.
As Mitchell Moua approached Arcade Street, a mini van and semi-truck were attempting to pull over to allow police squads to pass. Mitchell Moua tried to drive between the vehicles, striking both of them and running into a parked car, Walsh said.
With Mitchell Moua's car stopped, officers approached and the man fired at them, Walsh said. Two officers fired into Mitchell Moua's car and he was struck multiple times, Walsh sai.
I am relieved the Police Officers weren't hurt.

They found some time to pull away from chasing property owners and other innocents and catch a real bad guy.

Medical Examiner Rules Death of Mitchell Moua A Suicide
The Ramsey County Medical Examiner ruled earlier today that the wound that took the life of Mitchell Moua was self inflicted. After the crash, which disabled Moua’s, vehicle officers approached the vehicle and heard a gunshot. They felt that the shot was directed at them and returned fire. One round, fired by officers, penetrated the vehicle door and struck Moua in the arm. No other rounds struck Moua. Mitchell Moua has an entrance and exit wound to his head and an entrance wound to his upper arm.
Mitchell Moua was pronounced dead at 12:26 P.M. at Regions Hospital.

Two Officers Fired at Suspect on February Twelfth
Officers William Beaudette and Armando Abla-Reyes both fired at Mitchell Moua on February twelfth, at the conclusion of a high speed chase, in which Moua fired at officers on two occasions. As officers approached the vehicle Moua had been driving they heard a shot fired from inside the vehicle and returned fire. Officer Beaudette, a thirteen year veteran of the department, fired six times. Officer Abla-Reyes fired three times. One bullet, fired by officer Beaudette, penetrated the car door and struck Moua in the arm.
Both officers were granted a three day administrative leave.
