St. Paul officials are reviewing how and when inspectors write tickets for a range of issues, from fire code violations to zoning compliance.
In the meantime, about 80 inspectors have been told to funnel any potential citations through their department's second in command before proceeding, a change from current practice. Citations are still being issued, said Dick Lippert, deputy director of inspections for the city's Department of Safety and Inspections.
"There is no moratorium," Lippert said. "We're just rewriting the protocols. It's not a big deal."
Whether an inspector writes a ticket for a violation has always been subject to review by a superior. "The difference is they're talking to me," Lippert said.
Lippert said he instituted the new practice as part of his continuing efforts, in consultation with the city attorney's office, to standardize practices in the department, which was formed within the past two years by combining parts of several different departments, some of which had different standards of evidence-gathering and documentation.
"This is something we're just getting around to," Lippert said. "We had a situation where it was being done a number of different ways, and it created confusion. And I don't like confusion."
Lippert refused to provide examples — actual or hypothetical — illustrating how, say, an inspector documenting a carbon monoxide detector violation might have differed from one documenting an electrical wiring violation. But he emphasized that the policy review wasn't prompted by citations falling apart on their way to prosecution.
"I can't think of a single case where they (city attorneys) declined to prosecute," he said. "I don't think anything (specific) really brought this about."
Data wasn't readily available Tuesday on the volume of citations inspectors write. Lippert added that the bulk of the money from each paid fine goes to the court system. For his department, writing tickets is a "money loser," he said. As it reviews its policy, the department is examining how it uses its other tools — license revocation, for example — in concert with ticket writing, he said.
Lippert also underscored that, "Contrary to what some people say, our goal is not to write tags. Ninety-plus percent of the time, when we tell someone to do something, they do it."

What's this about the inspectors grabbing college grads as their assistants, the inspectors are required to have a college degree to be legal and a few big named doesn't have the required credentials and they have been violating your rights.
