Those who are leading organizations, business enterprises, institutions and governments should develop this virtue of the ability to use their own conscience. This wisdom of using the clean conscience will enable them to enjoy the freedom.

RESOLUTION
CITY OF SAINT PAUL, MINNESOTA
Presented by
WHEREAS, Department of Safety and Inspections has requested the 1 City Council to
2 hold public hearings to consider the advisability and necessity of ordering the repair or wrecking
3 and removal of a two story, wood frame duplex located on property hereinafter referred to as the
4 "Subject Property" and commonly known as 769 BURR STREET. This property is legally
5 described as follows, to wit:

7 STINSON'S ADDITION TO THE CITY OF SAINT PAUL IN THE STATE OF MINNESOTA

10 WHEREAS, based upon the records in the Ramsey County Recorder's Office and
11 information obtained by Department of Safety and Inspections on or before April 2, 2007, the
12 following are the now known interested or responsible parties for the Subject Property: Wells
13 Fargo Bank Na/Foreclosure Dept X7601-013, 3476 Stateview Blvd., Fort Mill, SC 29715; Brian
14 Phipps, 1227 Prairie View Tr, Farmington, MN 55024; Payne Phalen District 5 Planning
15 Council.

17 WHEREAS, Department of Safety and Inspections has served in accordance with the
18 provisions of Chapter 45 of the Saint Paul Legislative Code an order identified as an "Order to
19 Abate Nuisance Building(s)" dated January 15, 2008; and
20
21 WHEREAS, this order informed the then known interested or responsible parties that the
22 structure located on the Subject Property is a nuisance building(s) pursuant to Chapter 45; and
23
24 WHEREAS, this order informed the interested or responsible parties that they must repair
25 or demolish the structure located on the Subject Property by February 14, 2008; and
26
27 WHEREAS, the enforcement officer has posted a placard on the Subject Property
28 declaring this building(s) to constitute a nuisance condition; subject to demolition; and
29
30 WHEREAS, this nuisance condition has not been corrected and Department of Safety
31 and Inspections requested that the City Clerk schedule public hearings before the Legislative
32 Hearing Officer of the City Council and the Saint Paul City Council; and
33
34 WHEREAS, the interested and responsible parties have been served notice in accordance
35 with the provisions of Chapter 45 of the Saint Paul Legislative Code, of the time, date, place and
36 purpose of the public hearings; and
37
38 WHEREAS, a hearing was held before the Legislative Hearing Officer of the Saint Paul
39 City Council on Tuesday, April 8, 2008 to hear testimony and evidence, and after receiving
40 testimony and evidence, made the recommendation to approve the request to order the interested
or responsible parties to make the Subject Property safe and not detrimental to 41 the public peace,
42 health, safety and welfare and remove its blighting influence on the community by demolishing
43 and removing the structure in accordance with all applicable codes and ordinances. The
44 demolition of the structure to be completed within fifteen (15) days after the date of the Council
45 Hearing; and

47 WHEREAS, a hearing was held before the Saint Paul City Council on Wednesday, May
48 7, 2008 and the testimony and evidence including the action taken by the Legislative Hearing
49 Officer was considered by the Council; now therefore
50
51 BE IT RESOLVED, that based upon the testimony and evidence presented at the above
52 referenced public hearings, the Saint Paul City Council hereby adopts the following Findings and
53 Order concerning the Subject Property at 769 BURR STREET.

55 1. That the Subject Property comprises a nuisance condition as defined in Saint Paul
56 Legislative Code, Chapter 45.

58 2. That the costs of demolition and removal of this building(s) is estimated to exceed
59 five thousand dollars ($5,000.00).

61 3. That there now exists and has existed multiple Housing or Building code
62 violations at the Subject Property.

64 4. That an Order to Abate Nuisance Building(s) was sent to the then known
65 responsible parties to correct the deficiencies or to demolish and remove the
66 building(s).

68 5. That the deficiencies causing this nuisance condition have not been corrected.

70 6. That Department of Safety and Inspections has posted a placard on the Subject
71 Property which declares it to be a nuisance condition subject to demolition.

73 7. That this building has been routinely monitored by Department of Safety and
74 Inspections, Vacant/Nuisance Buildings.

76 8. That the known interested parties and owners are as previously stated in this
77 resolution and that the notification requirements of Chapter 45 have been fulfilled.

81 The Saint Paul City Council hereby makes the following order:

83 1. The above referenced interested or responsible parties shall make the Subject Property
84 safe and not detrimental to the public peace, health, safety and welfare and remove its
blighting influence on the community by demolishing and removing 85 the structure in
86 accordance with all applicable codes and ordinances. The demolition and removal of the
87 structure must be completed within fifteen (15) days after the date of the Council
88 Hearing.

90 2. If the above corrective action is not completed within this period of time Department of
91 Safety and Inspections is hereby authorized to take whatever steps are necessary to
92 demolish and remove this structure, fill the site and charge the costs incurred against the
93 Subject Property pursuant to the provisions of Chapter 45 of the Saint Paul Legislative
94 Code.

96 3. In the event the building is to be demolished and removed by the City of Saint Paul, all
97 personal property or fixtures of any kind which interfere with the demolition and removal
98 shall be removed from the property by the responsible parties by the end of this time
99 period. If all personal property is not removed, it shall be considered to be abandoned
100 and the City of Saint Paul shall remove and dispose of such property as provided by law.

102 4. It is further ordered, that a copy of this resolution be mailed to the owners and interested
103 parties in accordance with Chapter 45 of the Saint Paul Legislative Code.

Right, the two dimensions of blacks- the street-wise and nerdy.

The only way they can achieve that is by tearing down home and building new multiplex units in its place.
The city raised taxes so high now that it puts them in the light of corruption.
So to get more - more and more taxes out of the houses that are left standing and to get higher revenue from homes that are put in there place.

You know and Thune knows about the Clean Indoor Air Act, as Thune mentioned this many times in his argument for the smoking ban for bars.

This place looks fine to me. I think the city has some agenda going here other than fixing up the property in town. There's nothing wrong with this property at all.
I just found a St Paul Pioneer Press from March 19, 1938, detailing the rise of Hitler. It shows the Nazi distortions and misstatements, and sounds like DSI to me.

Adolph Hitler, appearing before the Reichstag tonight to describe with glowing phrases his seizure of Austria, told the world that Germany will use "violence when necessary" to protect Germans living beyond its frontiers.
. . . Hitler asserted, however, that he is a leader striving for peace and that German troups invaded Austria, not as conquerors, but as bretheren to spare the land of Der Fuehrer's birth "the fate of Spain because bloodshed was imminent."
He gave no clue as to the direction of his next thrust, or the means to be used . . . and assured that Germany has no ambition to extend her new Austrian provincial frontier below the Brenner Pass.
At the close of his speech Hitler announced dissolution fo the Reichstag and and election simultaneously with the April 10 plebicite when 7,600,000 Austrians will be asked to put a rubber stamp of approval on Germany's annexation of their homeleand.
Referring to the election, Hitler appealed to the German people to retain their fuehrer . . . "May the German nation give me another four years," he said.
Before he turned to his annexation of Austria he bellowed defiance of other nations attempting to curb German expansion.

And that's just what these Liberals do......they always have everyones best interest and saftey at heart, but people keep getting hurt and vcitimized. Just like Repke and Eric, the City Council leaders always have to preface their looney agenda with some slanderous or deceptive remark abotu someone or something to give credibility to their hap hazard policies that never work and never really help anyone but the ones promoting it. How much better is the city today than 10 years ago? Is there less crime or more? Is the crime more serious or less serious? Has Kathy Lantry trying to hold landlords responsible for everything under the sun made anyone feel safer? Did tearing down Jessamine make the neighborhood better? Did it make Nancy Osterman's mother's life more secure when her equity in the Contract for Deed on Jessamine was made worthless? She counted on that money to live on. Or was it going after Diva's bar the turning point that made the difference for the neighborhood? Don't all talk at once.
