A St. Paul landlord is going to jail for housing code violations.
Josey L. Perez was sentenced last week after earlier pleading guilty to illegally operating a Frogtown apartment building where a woman died in a fire last summer.

The building at 263 Sherburne Av. had five rental units, but was licensed for only four units, St. Paul Fire Marshal Steve Zaccard said. Perez also pleaded guilty to failing to properly maintain the building's exterior.

The violations came to light after the June 19 fire in which Julia Salgado, 24, died and six people were injured.

Perez's jailing should be a warning to property owners, City Attorney John Choi said, "that if you don't take care of your property that there are significant consequences."

Perez, 29, of West St. Paul, will serve 20 days at the Ramsey County workhouse in Maplewood starting March 21.

He must also pay $356 in fines, perform community service for burn victims or at a burn center, bring the Frogtown apartment building into compliance with building codes, and remain on probation for a year.

Neither Perez nor his attorney could be reached for comment.

Far more serious charges -- third-degree murder and second-degree manslaughter -- were considered, said Phil Carruthers, head of the Ramsey County attorney's office prosecution unit.

"We looked at it carefully because, obviously, it was a real tragedy. But in terms of charging a felony offense, we just felt we could not meet the standards," Carruthers said.

The apartment where a child set a couch on fire while playing with a lighter "was very small, only large enough under our housing code for two people. But we found seven people living there," Zaccard said.

The other people injured in the fire included five children younger than 5. Altogether, 25 people were living in the building's five units at the time of the fire, Zaccard said.

In 1990, a landlord in Marshall, Minn., was convicted of faulty waterproofing on a house. His sentence? Sixty days living in the house.

All landlords belong in jail. They just exploit people and take their money for nothing. They have the apartment and it is sitting mepty so how does it cost them anything whether someone lives in it or not? What a bunch of crooks!

Can I get a little list of what you think landlords are responsible about? That way when this other stuff comes up, it can be said its not their responsibility.

Talking about Crooked Landlords, and their responsibilities.

I have been saying that same thing about the Crooked Politicians and their responsibilities.

Put all the Crooked Judges, Lawyers, Sheriff's and their Deputy's, Cops, Commissioners, Council Persons, and lets not forget to talk about the Mayors that make DEAL's with different Developers in Jail.

You talked about, COOKED anybody.
Dave Thune's home in need of great repair, he is a city Council MAN for WARD 2.

Some of the City Code Inspectors covered up about Thune;s Home and other properties owned by Thune.

How about Susan Geartner, whom covered up for the 1998 Election Bribe by Jesse.

Someone must have told her if she cover's up for Jesse she would have a chances for 2010 Governors Races.

We are going over all mention, with a fine tooth comb.

The city does an inspection of the house on 6-5-06.

The house then has a fire on 6-19-06 and they do another inspection. Then they find all kinds of things wrong that have nothing to do with safety or the fire. The City was out to punish this guy.

All this and the City still doesn't accept responsibility for adding to the affordable housing crisis.

These people living in this house had one alternative to having affordable housing. A tent or under a bridge or something.

Low income people have to share housing to afford it. I know, you callous assholes in the City would rather see people on the street homeless than warm in a house.

It was a kid playing with matches for God sake! The fire had nothing to do with over crowding. The entrenched bureaucrats are using this tragedy as leverage for their propaganda machine to decrease the numbers of poor people within the City.

This guy came up against the City's hand picked court system. He could of had 3 Nuns declaring his innocents and it would have been in vain.

I am still in shock over this situation and the property owner recieving jail time because some irresponsible parent was sleeping and left a lighter laying around for a child to play with. Then the city wonders why the jails are so full? If there would of been 12 people living in this building it would not of changed the situation of the fire in the least bit.

Bob you are correct the city is trying to chase the low income out of town and anyone that happens to get in their way will face consequences. The city doesn't care if a family has a roof over their head, which I would think in MN. it would be a safety issue to be living on the streets with all the violent criminals the city has produced.

And what is the far-Right's position on housing for the poor?

Oh let me remind you of what Pawlenty and the Republicans did:
They cut housing subsidies, they cut health care support, they went after the free breakfast and lunch programs, they cut aid to women with children and they cut food subsidies for those who work full time but still fall below the poverty line.
They did that after the Republicans in Congress cut programs for the poor that help with housing, food and job training. The bastards also cut services to our veterans. I speak from experience on that one.

But, the rich got to get their tax cuts.

Bill Dahn? Is that you writing in 6:04 am?

I recognize the non-sensical string of words that you often slop together to eventually tell people that you are running for office (proving that any idiot can run for office).

You really think that you could actually handle the responsibility of holding that kind of public office? You couldn't do the right thing to hold on to your own house to the point that you got permanantly ill from not taking care fo business. Now, you really think that people will entrust you with overseeing a half billion dollars of taxes? Get real and get well.
