In a letter about an unresolved 1981 homicide case, the former St. Paul police chief delivers scathing criticisms of Ramsey County Sheriff Bob Fletcher.

In a defiant letter laced with accusations of misconduct, former St. Paul Police Chief Bill Finney told Ramsey County Sheriff Bob Fletcher that he has no problems cooperating with an investigation of a 1981 death.
He just won’t be cooperating with Fletcher’s investigators.

“I cannot in good conscience work with your office because I believe you lack the integrity, professionalism and ethical conduct required of a Minnesota county sheriff,” Finney wrote Fletcher, in a letter delivered Friday.

Finney wrote the letter in response to repeated requests by Fletcher — the latest on Monday — that the former police chief agree to be interviewed as part of the Barbara Winn death investigation.

Winn, a 35-year-old Maple­wood mother, was shot to death in 1981 after a domestic dispute with her boyfriend. He was arrested but never charged, despite investigations in 1981 and again in 2002.

Finney, who was a St. Paul police sergeant at the time of the shooting, was an acquaintance of both Winn and her boyfriend.

In an interview, Finney said that he looks forward to the day when Anoka County prosecutors decide whether or not to pursue charges in the case. He said that he would never have protected Winn’s boyfriend.

“If they would have charged him in either of the last times, I would have been the one to take him to jail,” he said.

Finney, who challenged Fletcher for sheriff in the November election and narrowly lost, reiterated his belief in his three-page letter that Fletcher’s renewed interest in the Winn case last year was a political ploy intended to defame him.

Finney accused Fletcher of “bullying” and using the Winn investigation to divert attention from recent revelations about his own department, including an ongoing FBI probe into the actions of Mark Naylon, the sheriff’s public information officer.

Fletcher said that he was surprised by the letter’s tone, calling it “a campaign letter that’s six months too late.” But he said that he let Anoka authorities know of Finney’s willingness to cooperate with them.

Anoka County prosecutors, who were asked to review the case during the election to avoid a conflict of interest, said it will be at least three weeks before a decision on what, if any, charges should be brought against Winn’s boyfriend.

Patty Bruce, Winn’s sister-in-law, said that she is angry that the death has been made a political issue. She said that Winn’s relatives are “cautiously optimistic” that prosecutors will charge the boyfriend in connection with the shooting.

“The hardest part is the waiting,” she said.

Excuse meeeee, but this guy wanted to be the Sheriff?

I'd like to see any ordinary person in the county tell the Sheriff he would not be co-operating in a murder investigation. Fletcher or any other competent Sheriff would send a SWAT team to extend the invitation to chat. I can't believe this.

All of these people in St Paul have been crooked for so long, they just think the law doesn't apply to them.

Bring him in Fletcher.....this guy needs to be made aware of just who it is that has the authority here!

Next time I get stopped for a traffic violation I am going to tell the cop that I will not be co-operating with him. I'll let you guys know how it goes!

I must agree I was shocked at the response letter from Finney to Fletcher. I understand there is bound to be some personal conflict between the two, but this letter should of been done in a professional manner. Finney wrote that letter with very very poor taste. I don't think in the end it will be an option to cooperate with officials or a choice of with whom he cooperates. The letter was definately was a disappointment, I had more respect for Finney then what he represented in his letter.

Now who shot the woman? Finney or Foster?

Seems to me that this is political being that it's all about Finney who everybody admits was not there that night, was not part of the investigation and has not been accused of hiding evidence.

It also appears that Finney and Fletcher really hate each other and both have/had people under their command that should be in jail in a normal world. That Naylon guy sounds like a real thug.

Although Finney is not a suspect, I would think it would be in his best interest to approach this issue in a different manner, and also in a professional way. I do agree the attack on Finney is politicaly related and that there is much anger between Finney and Fletcher which is no secret. But it is of most importance that the investigation be continued so that the family can see justice served on the person responsible for the murder.

If a black man gets stopped on the streets of St Paul and even questions anything, the Police charge him with "Obstruction of Justice."

Maybe Finney thinks he's hot shit in St. Paul, but the Sheriff of Ramsey County who just ahppens to be a representitive of the citizens of Ramsey County has said he wants to talk to Finney about this murder. If Finney won't come in he should be charged with "Obstruction of Justice."

Now, now, you can not protect Finney from his involvement in a murder investigation.

This letter by Finney was shocking and to think he was our police chief in St. Paul. Others tried to warn the city council of his behavior while he was police chief, but only Jim R. would listen.

Finney was on the St. Paul School Board while he was protecting his drug dealing childhood friends. I wonder how many of St. Paul children purchased drugs from this same group of drug dealing friends Finney was protecting.

Finney may try and turn this into a political thing, but his friend murdered Barbara Winn. The focus needs to remain on Foster. If it comes out that Finney covered for his friend Aaron Foster then he should face the music as well.

I commend the Ramsey County Medical Examiner for locating the autopsy photos of Barbara Winn autopsy. Finney should remember these pictures being taken, he was at the autopsy. Finney was at the questioning of Foster by the Ramsey County Attorney. It seems Finney was at everything concerned with the investigation of his friend, Aaron Foster. Those pictures of Barbara Winn tell a thousand words. What an animal, Foster was to inflict such pain on Barbara and on Barbara’s family. What a chicken Finney was for not helping a woman who came to him for help and he turned her away. A real man would have protected the woman.

Sheriff Fletcher, you need to drag Finneys ass in for an interview. Send your deputies out to bring him in.

Nothing makes any difference any longer.....there is no good or bad. it doesn't make any difference if its screwing Bill Dahn on his house deal or violating the civil rights of the landlords or even murder, these crooked politicians all band together to protect themselves and the status quo.

I would just like to make a comment, on the Anoka County prosecutors.
1998 Susan Geartner sent the files of Jesse Ventura and Dean Barkley MN.211.B election contest to Anoka, 5 mo. after she received the complaint that was made by both the Dem. and Rep. Parties.
She held it till after the election, her boyfriend and lover John Wodele was friend with Barkley for many years.
That made it a conflict of interest.
Jesse paid off with gratitude, He gave John Wodele a job on his staff.
The Anoka County prosecutors, were paid off with Jobs as commissioners.
So if any body out there believe there well be any Justices out of Anoka, your wrong and don't see past your nose.

Best post award goes to you. It does seem Aaron has you this time Finney.

It seems Finney has a little explaining to do here.

As a former law enforcement officer and trained by the FBI, Finney knows how to use the system. I say bring Finney in now for questioning (any means possible) and question him. Make sure his high buck attorney is with him, as we do not want to violate any of Finney’s rights. It seems Finney did not care if Winn’s rights were violated when he let Foster beat Winn or the other girlfriends Foster has beaten. Finney turned a blind eye to this domestic abuse towards women.

It would be nice the next time we are stopped by a cop for a traffic violation that we refuse to cooperate, and state, "I can not in good conscience work with you because I believe you lack the integrity, professionalism and ethical conduct required of a law enforcement officer." I would like to see just how long it is before I am put in cuffs or have a bloody nose for being a smart-ass.

Finney has a lot of explaining to do in the Foster – Winn death investigation. The current issue is Finney’s refusal to cooperate in a murder investigation. I say lock him up until Finney is willing to cooperate. Finney knows there is no statute of limitations on murder. So no matter how long or hard he tries, this will NEVER go away until Foster is tried in a court of law. Now, the world is watching the Anoka County Attorney’s office, will they do the right thing?

The best possible way Finney could save face in this situation is to cooperate with Ramsey County and all agencies that are investigating the death of Barbara Winn. Finney’s refusal only now to cooperate with the Ramsey County investigators is very surprising. It seems in the past when Aaron Foster was in trouble; Finney went to Ramsey County officials several times and was very willing to stick his nose in. Why does Finney now choose to avoid Ramsey County investigators? Finney wants to play a political spin game, divert attention away from the real issue. Finney is a master at doing this. Again, Finney is showing his yellow side, if he were any man at all, he should be the law enforcement officer he “claims” to be and do what is right. Finney was yellow when he refused to help Bobbie and protected his friend instead of helping Bobbie when she went to Finney for help.

Again, Finney is taking the yellow way out. Finney should have his SUV painted yellow, so the city that he has conned for the last 30 + years can now see his true colors.

YELLOW!

Finney is just yellow, plain YELLOW. In the next election I can just see Finney’s campaign signs, they will be the color of YELLOW to match the individual he really is.
