I have personally been through this whole nightmare of child protection issues (CHIPS), I realize that is was my own behavior that brought CP into my life but I also know that at least in my case the situation and help my children and I recieved were very poor. $25,000 dollars and a couple of years later following my case being moved to the appellant courts I did win the case and have my children safe at home with me. The CP worker I had did end up under investigation and to the best of my knowledge took early retirement. I read the article very throughly, I agree that it takes more programs and funding for success. The goals need to be structured at reuniting the families and working with the family as a family... not shuffling these kids around like they are a herd of cattle or terminating rights and adopting them out to recieve the additional Federal funds like its a bonus! What MN. needs is facility's that are long term and bring the families together in a safe structured environment after 90 days or so depending on the success of each case individually, continued living in an apt. style treatment facility that is set up in a family living style. Many addicts need structure for a period of time taking and taking from an addict does not give light at the end of the tunnel which is important for success. Children are being taken at a very high rate that has been increasing its time to look at the long term outcome of what this is doing and the costs. If you take those costs and put them into a program that actually works the overall cost would actually be reduced in the future and children would be living with their biological parents that love them the way no other foster of adopted parent could. Children hold the future, its time to work towards a better future.

I think basically all counties are the same way, that is why there is a need for some changes. I am not saying that all children should be sent back to their biological parents, there are many instances where a child needs to be removed permanently. But there are also many cases that need to be handled in a way that is more focused towards reuniting families.
