Who Gave St. Paul the Right to be a Haven for Hoodlums?

To prevent future O’Connor Systems, St. Paul changed laws
to select a police chief on merit, not political connections.

What would one expect with a bawdy river town named Pigs Eye that was started by a whiskey dealer who sold red eye and tanglefoot to the Indians and the soldiers.

The name St. Paul has always been a veneer.

It also had one of the most sensational murders in US history, the killing of Alice McQuillan - the investigation of mobsters went all over the country, and the head of the Teamsters Union was ultimately convicted.

This will come as a surprize to this list, there is no oraganized crime in Saint Paul city government.

Thank you for posting the history lesson Bob.

The St. Paul government is, by definition, organized crime. Their overly aggressive housing enforcement policy has been found guilty. Now they are whining and crying to the Supreme Court (they don't have any backbone).

Chief Smith is a clone of Bill Finney. His toad, Todd Axtell is criminal waiting to happen.

Bob this article is very interesting. SPPD is a very different animal. Rowan and McCutchen were fairly good chiefs. Finney was a crook. Finney was heavy into the drugs. His former partner, Clem Tucker was caught trying to smuggle several pounds of meth hidden in furniture. Tucker was arrested at Finney's house.

Current chief Tom Smith is a major part of the problem with SPPD today. Smith is a clone of Finney and yes Todd Axtell is a crook. Axtell is out at the police department's West District office, near Target on Hamline Ave. Axtell is pure slime, as he protected many of the major drug runners in St. Paul when he was the head of the Vice Unit, having been appointed by Chief Finney.

I think you are onto something here Bob. Bob I will write more, but I just got in and I have to get some rest before the morning grind starts all over again.
