The St. Paul Planning Commission gave a St. Paul business owner the go-ahead Friday to install four relatively compact, vertical-axis wind turbines on his property at 1010 N. Dale St.

While the city prepares new zoning rules regarding wind power, Anthony Magnotta will be allowed to erect the turbines on the roof and in the parking lot of his Capitol Lien and Title business on a two-year test basis. The city's existing zoning code is silent on wind energy.

The go-ahead came with eight conditions, including that Magnotta monitor bird casualties, conduct a noise study and keep the three rooftop turbines 15 feet from the edge of his roof.

Daniel Dobson, a vice president with Minnesota Wind Technology, said the company will meet with a city electrical inspector and hopes to have the turbines up and running by the end of July.
