Pretty empty room for such a "hot" topic that's going to break the city.

1. What part of the open meeting law were they violating?

2. In that law, is 'public' defined as citizens of the country, state or city (since you were at a city council meeting)?

3. Are you a citizens of St Paul Nancy?

4. Have you brought these issues before the council before? Therefore you have had an opportunity to speak to the council on your grievances.

Your buddy Bob is good at throwing misinformation out there. He knows damn well that you have had opportunity and took advantage of petitioning your government.

So, we already know you think the city is out to get you. I believe you also are in the county is evil crowd too but, your buddy Bob mentioned on the cam-show that you all were thrown out of the state capitol too. Is the state after you too?

Are you proving yourself to be a time wasting, uninformed, misanthrope to those who work in government?

Its strange how you are always the kid complaining about how the teacher doesn't like you or is always picking on you.

I'll be watching next week as you serve the city council with papers that supposedly will unseat all of them.

If they violated the open meeting law, shouldn't you get an opinion on that from the Attorney General's Office who oversees the state open meeting law? At least have the written opinion of someone who's passed the bar? Isn't is likely you're setting yourself up for more trouble by not continually jumping the gun with half-assed information? I mean, your interpretation of the law has landed you in conflict after conflict since you've been on this blog and we have yet to see one victory from your interpretation.

The city council follows open meeting laws to the letter as long as people don't know what is going on. They want to be the ones to decide.

All this dirty laundry will play well to the Republican National Convention. I think they will see opportunity.

You seem to be soooo smart, answer this:

This meeting was an open meeting under state statute Chapter 13D. We could see on video that Nancy and two others were there observing. So, it wasn't a closed meeting according to the law.

Speaking in an open meeting is a different chapter and different issue.

This meeting was open to the public to observe and none of the people's business was handled behind closed doors or in secrecy- which is the point of the open meeting.

Nancy of course- as usual, has taken a partial reading of the law and applied it to a different area. She then gets numskulls who are willing to believe the council is behind JFK's assassination and PRESTO! You got all the proof of corruption you need.

I'm shocked, shocked, shocked that Nancy could leave out information and that people who post on here are supporting her.

(it doesn't say anywhere you have the right to SPEAK at it)

1. In executive branch, local government. All meetings, including executive
sessions, must be open to the public
(a) of a state
(1) agency,
(2) board,
(3) commission, or
(4) department,
when required or permitted by law to transact public business in a meeting;
(b) of the governing body of a
(1) school district however organized,
(2) unorganized territory,
(3) county,
(4) statutory or home rule charter city,
(5) town, or
(6) other public body;
(c) of any
(1) committee,
(2) subcommittee,
(3) board,
(4) department, or
(5) commission,
of a public body; and
(d) of the governing body or a committee of:
(1) a statewide public pension plan defined in section 356A.01, subdivision 24; or

Subd. 2. Exceptions. This chapter does not apply
(1) to meetings of the commissioner of corrections;
(2) to a state agency, board, or commission when it is exercising quasi-judicial functions
involving disciplinary proceedings; or
(3) as otherwise expressly provided by statute.
Subd. 3. Subject of and grounds for closed meeting. Before closing a meeting, a public
body shall state on the record the specific grounds permitting the meeting to be closed and
describe the subject to be discussed.
Subd. 4. Votes to be kept in journal. (a) The votes of the members of the state agency,
board, commission, or department; or of the governing body, committee, subcommittee, board,
department, or commission on an action taken in a meeting required by this section to be open to
the public must be recorded in a journal kept for that purpose.
(b) The vote of each member must be recorded on each appropriation of money, except for
payments of judgments, claims, and amounts fixed by statute.
Subd. 5. Public access to journal. The journal must be open to the public during all normal
business hours where records of the public body are kept.
Subd. 6. Public copy of members' materials. (a) In any meeting which under subdivisions
1, 2, 4, and 5, and section 13D.02 must be open to the public, at least one copy of any printed
materials relating to the agenda items of the meeting prepared or distributed by or at the direction
of the governing body or its employees and:
(1) distributed at the meeting to all members of the governing body;
(2) distributed before the meeting to all members; or
(3) available in the meeting room to all members;
shall be available in the meeting room for inspection by the public while the governing body
considers their subject matter.
(b) This subdivision does not apply to materials classified by law as other than public as
defined in chapter 13, or to materials relating to the agenda items of a closed meeting held in
accordance with the procedures in section 13D.03 or other law permitting the closing of meetings.

Where does it say the public has a right to speak at every open meeting?

Not only did I read the law but I have on several occasion going back to college had the attorney general give input on the parameters of the open meeting law.

Open Meeting does not mean free for all. It means the public business must be conducted in public. That's what you saw. There is no mandatory law that states the public can speak during these meetings. None at all for several reasons. The city sets the rules around who gets to speak and when and for how long. Lantry is the Chair of those council meetings and interpretation of Rules falls with the Chair.

Try again, to state your case for an Open Meeting violation without insulting me.

Nancy has decided that open meeting means she gets to talk about whatever whenever and she does not have a right to that. No law on the books dictate that.

I find it odd that the City Council will let every neighbor come and testify about the disposition of properties, but when someone else wants to come and sing the other side of the record, then they shut them up. Unequal application of the law, violation of free speech, and discrimination too.....I don't think Lantry would talk to a man that way. I'm with Nancy on this one.

Sid, it is a real low blow to insinuate Eric cheats on his wife. IF, I had seen this post before Eric responded to it I would have deleted it.

I told a story here some months ago about a Stillwater guard who had "committed suicide" over some malicious crap said to his wife about him supposedly cheating on her. She kicked him out of the house and served him with divorce papers and he KILLED himself! The real kicker is,,, he didn't cheat on her. It was a LIE! A lie told by fellow guards just because they didn't like this guy. His wife had to find out the truth here...

DO NOT PLAY MALICIOUS CHILDISH GAMES IN OUR TOWN HALL!

Sid, I have discussed this name calling issue with Eric in private emails. Eric has stated he is a man and can deal with the sarcasm and name calling. He has requested I do not delete the NON-PRODUCTIVE back and forth dialogs of cut downs between him and other posters.

Your statement was beyond name calling and was getting "very personal".

I know Eric. He is like a "Rattle Snake" with a very threatening disposition and the poison to back it up. I've had my run ins's with him.:-)

The blog would be a bore if I didn't let folks be themselves and go off topic from time to time and get a little personal.However, there is a line in the sand.

I'm not sure, but, I think most folks come here to see a fight. I often ponder the dynamics of the blog.

My advice to everyone is, IF you don't like what someone has to say maintain your composure "if that is at all possible" and keep the topic going. Some folks will defend their beliefs at all cost even if it means picking a fight to shut the dialog down.

My wife has been around politics and me since college, unfounded spurilous attacks by haters is not unfamiliar. She is a very attractive, intelligent, professional who is also a great mom. You're not gonna find that out in the bars and let's face it, I'm not the best catch in town so, you're not going to find me out jeopardizing my situation. I'm not Norm Coleman.

I don't come here to try to change minds, 99% of you aren't interested in that.

On here, you (majority of posters) are only interested in those who agree with your conspiracy and add to your misery index. A bunch of sad-sack sycophants.

You don't seem proud. Maybe you should smile when you type.

When I sign 'DFL' at the bottom of my post- then you may have point. I'm not the Chair or the spokesperson of the party.

Maybe you should be more concerned about winning elections instead putting the 'best face' forward. Who the heck wants to loose with their best face? Focusing on your 'best face' puts you on the back bench complaining about government policies because your party is in the minority and can't facilitate our agenda.

If you are really a DFLer, you'd know that my comments are out-numbered 12 to 1 on here and that's when Chuck is around.

Instead of piping up at one of your own, open your pie-hole and say something about those who write in opposition of your values.

Maybe, but I do know that the moderators of e-democracy have meetings and recruiting efforts to bring in diverse voices and different viewpoints.

Some people on here have a problem with e-democracy because of the following:

1. You can't remain anonymous and participate.

2. Bullshit will be met with facts.

3. Merciless killing of the english language will be noted and called out.

4. You are shocked that in a town where over 75% of the citizens vote democrat, a discussion group like e-democracy would lean to the left on topics.

5. Rules are enforced across the board. Even I have been sanctioned a few times.

You got that right. E Democracy will NEVER EVER be a hard line forum for addressing REAL issues because the hard hitting issues come from whistle blowers who fear retaliation from others.

Another reason Saint Paul Issues and Forums will never be inclusive of all people. They maliciously humiliate folks who where less fortunate in not receiving a higher education.

Ya know, many folks aren't college educated. They completed high school in most cases at some pathetic liberal public school and never received a quality education.

It really gets under my skin when someone picks on another posters ability to communicate. I have known folks in my life time who had very high IQ's and could not read or write.

We have one regular poster here who is very intelligent and it shows speaking to this individual in person, then they post here and if you know this person you would think someone other than this person was using the name.

We also have another regular poster here who has very poor spelling. We all know he is very intelligent and we respect him even though most of us disagree with him. :-)

Wow, this one sure went fast.

Since the council switched to part time it has made several changes to improve time management. One change they made in 1999, was to limit discussion in the public hearings to interested parties and running a time clock of 15 minutes for the discussion.

It is no different than any other government body. There is no legal requirements for "open mic night" or opening up the floor to any and all speakers.

Just no law out there to do that.

Problem is that Nancy's videos always work against her. She's suing on the Open Meeting Law and videos the meeting was open. She posts that others were allowed to speak and she was shut down.

Sounds to me like the mix-up is in the rules of the meeting, not the law that governs the meeting. See walking back through the rules is not a cause for any legal action and would not give Nancy the attention she so desperately seeks.

She blows her own claim up step by step and I'm the dummy? She's your legal hero and can't even file for office like a normal person (or idiot in some cases).

Even Bill Dahn who has threatened every politician, and Sharon Anderson who- well you know,- knows how to file in St Paul. Yet Nancy, poor, poor, Nancy is not "allowed". Hell, every year we have a dozen nut-cases on the ballot.

Nancy is full of it.

Nancy, the thing about the law is that its written down. I have presented the Open Meeting Law here and you have yet to point out what part was violated. Tell us. Never mind, because now you're saying that the council broke its on rules concerning public hearings.

Public Hearings are still regulated under Ordinance and what you were at was not a public hearing. I have chaired various public hearings and they center around a specific issue.

What you were at seemed to be a open forum tag on the councils' agenda. You got into a pissing match with the chair, she called for a recess- not an end (so she didn't the agenda which the chair has the option of doing with the council support) and there was NO objection and you darted off.

The law was followed. Rules, as far as you know, were followed. The meeting didn't end, it recessed.

Why didn't you talk with her and then come back to the council meeting after it re-convened? A smart person would have gotten something then gone back on camera to repeat it so that it would be in the records. Not you! You wanted to be escorted out and make a big scene.

Eighteen people are on the ballot for Coleman's Senate seat. These people come from all and no parties.

Eight are running for the open judicial seat in Ramsey County (Dist 21), Four challengers for the Court of Appeals, Five for the state Supreme Court and a host of them for the District courts.

Are these people so much smarter than you? I know some of these people and they are thorns in the side of the court and decided to run so, being annoying is not a detraction. All parties and no party so no party muscle making the decision. You had two months but, waited to go at the last minute and with a video camera to boot. Were you expecting trouble?

As a fellow "City Employee" I see the abuse.

Bob keeps posting the new stories all the time about the abuse, but the same old government controlling stuff still keeps happening by our elected officials.

Last fall, Thune got reelected and so did Lantry. I know a guy named Michael Gay who worked very hard to defeat Thune, but he should have had a better candidate to work for. Why do Thune and Lantry people keep getting elected? Well the answer is simple because no one cares to vote or get involved is saving St. Paul. I hear the big talk here and I agree with most of the comments, but you don’t do anything except write on this blog. Chuck Repke is laughing at you guys. This is Repke’s entertainment in the sad socialist life he lives.

How many times have individuals here called the city on Thune? How many times have pictures of Thune's messy house have been posted here and on other blogs and the city keeps covering for Thune? Pull up the public record on Thune and you will see how he has been treated differently. Many complaints have been made against Thune and DSI and Fire and they cover for Thune. These complaints are considered a joke down at DSI and Fire. Some even say, "Hay Thune got another one, who wants it." A supervisor in Fire like Steve Z. will handle it and it just goes away. Allowances are given to Thune that you or I would get nailed for.

Bob has tried to light the fire of change and so have others here, but trying to get more individuals involved is really difficult. People are very busy just trying to keep their head above water, paying St. Paul's high property taxes that folks like Lantry and Thune feel is "their" money. People like Thune, Repke and Lantry and the rest of the Progressive DFL crowd keep getting their way because no one is willing to stand up to them.

Our US Constitution is clearly designed to hold government accountable to the people and to let the people rise up and take over government when the government oversteps their role. The Progressive DFL crowd in St. Paul feels that government knows best and they put restrictions under the pretext of public safety to exert total control over the citizens. Example: The city wanted to regulate bars and restaurants for their Green agenda, so Thune pushes the no smoking ban. Thune's argument is that these bars are public places where people gather and they should be smoke free. The free market needs to decide this, not be regulated by a city council member who smokes in his public city council office.

It should be the government working for the people instead of the situation that we have now where the people are slaves to the government.

The Progressive DFL crowd bans and restricts everything and then they state that it is just for our own safety, all the while taking away more of our rights and controlling us. Repke, Thune and Lantry are prime examples of this way of thinking, as they feel that this their right for government to control every aspect of your life for your own good. This is not what Thomas Jefferson and John Adams intended, but just the opposite.

So when you all are really serious about change, and want to stand up for your rights to hold government accountable like Franklin, Adams and Jefferson intended, please let us all know.

How many more rights are you going to give up to the Progressive DFL crowd in St. Paul? The city where nothing is allowed.

Just take a look at how long some of these judges keep getting re-elected.

Nancy, talk about jello in the ears... try to speak at legislature some time buy just showing up and wanting to rambel on and see how quick you find yourself in the hall way you ding bat. Any legislative body can make up its own policies for when and how much testimony it takes on any issue.

You have no interest in any of those properties and have no right to testify at the council about them.

And the last guy that ran against Thune ran on the issue that he was TO EASY on your landlord budies. Most people in Saint Paul think the City Council should get tougher on you guys not easier.

You've had to find out by now that you are intertangling Open Meeting and Public Hearing and hoping (like Afghanistan and Irag) that we don't notice.

I have noticed. You have also backed off of the charge of it being illegal and you are going to unseat the council. I have noticed that too.

Now you're saying they broke their own rules (different that statutes and ordinances) and trying to pursue that. However, I know you have read the rules and are aware that the Council President decides how long the testimony should be based on several factors. It was the council President who called for a recess.

So now you're banking on the ignorant to blindly get fired up behind you knowing they will never read the rules and react only on what they think is right.

You are becoming more and more political everyday. Its Animal Farm all over again.

Actually, I/we are complex to the point that we can read Animal Farm and not just identify with one animal character but choose what charistic we beleive we project in different situations.

I see part of myself as Benjamin but, there are times I'm Napoleon and other times I'm Old Major.

Bob really wants to be Benjamin so that's fine with me.

When I read this book in grade school we learned that Benjamin represented the citizens of the Soviet Union who had a been there and seen that attitude when it came to their world view. Today, I would say he could represent China. He was just as smart as the pigs (remember, he could read very well) and had the experience of being around for a long time, just biding time.

Later on, literary intellectuals agree that Benjamin may have been how Orwell viewed himself. Bob has been using Orwell's image for at least two years. So, Bob gets to be Benjamin.

Who trashed the houses these fatcats are always leaving behind, Repke?

When I cruise through the Eastside of SP, or the Northside of Mpls I cannot help but come to the conclusion that the people that live there must "like" living in a trash heap.

Why else would they throw garbage everywhere? Why else, for the love of God, would a human being crap on the side walk? Why else would they destroy a nice apartment?

I used to live across the street from a low income complex on Case St., just East of Johnson Pkway. When I moved in, someone (the city?, a fatcat?) had just completed a complete renovation and it was really nice.

Each apartment had it's own garage, a balcony and there was a nice pool for the residents to enjoy.

All of the siding had been replaced, and the whole place smelled like fresh paint. Beautiful sod had been laid all around the property and the parking area had new asphalt.

During the two years (just two short years!) that I lived across from it, I watched as the tennents systematicly and completely destroyed the place.

Crash into garage doors; throw their fast food wrappers and bags everywhere; leave their dead car batteries, their dead cars, their broken furniture, everywhere; tear the brand new siding off the walls and even go so far as to destroy the sign on the front lawn.

Hell, I don't think the pool lasted one season before it was closed.

As far as I know, that complex is still up and running. And unless another fatcat stepped in and cleaned the place up, I'm sure it looks worse than Dave Thune's shack...I can't imagine what the insides of the buildings look like.

Some of the people that post here sound like lunatics, but when you have watched the actions of the "people" they have to deal with it becomes much easier to understand what drove them crazy.

Personally, I think that anyone who jumps through the hoops that St. Paul's leftist government puts up in order to provide houses for the circus animals that make up much of the "low income community" needs some serious psycoanaylisis.

Many tenants destroy rental property. They kick holes in the walls, throw trash every where, tear the window screens out, disconnect the smoke detectors, punch holes in doors,destroy the peace of a neighborhood with drug dealing traffic and loud noise and who does the city make responsible for it, the landlord.

If a patron of a bar commits a crime or violates a city ordinance the owners of the bar are held responsible.

How bout we try a new policy. Have the police do their job and handout citations, arrest and convict criminals for bad behavior and LEAVE INNOCENT FOLKS ALONE you morons.

These egg heads in city hall don't know anything about "individual responsibility".

Businesses ripe for political attacks are gun shops, bars, head shops, corner grocery stores, and as we seen lately they even tried to demonize a harmless business like "Anytime Fitness" all in the name of getting citizens to buy into their way of thinking so they can hold onto power. They want citizens to believe they are hero's on a mission to clean up the city and they are nothing but a bunch of low life losers destroying any trust the common man has in our local government.

I have to hand it to them. They sell the "pass the buck game" very well to ignorant voters.

Have you tried to buy rental property in the burbs? The hoops you jump through and the power over the landlord is sweeping. Most of the burbs control rental licenses and have to power to revoke them over some of these problems that you all claim are not the fault of the landlord.

If you think St Paul is tough, try one of the surrounding burbs or other cities like Winona or Rochester. You wouldn't get a foot in the door.

Eric, you are a sharp guy, you know I was not speaking of this statement made by Swiftee. I was referring to holding folks individually responsible for their behavior. Punishing an innocent person (landlord, business owner) for someone else's mistakes does not resolve an issue.

Swiftee, the percentage of low income folks who never get into trouble far surpasses the numbers who have behavioral issues. There is evidence low income folks who have never had behavioral issues were made to suffer for their friends or family members who have behavioral issues, innocent people have lost their housing and been condemned to the street for mistakes a family member has made.

I didn't say all, because that's not the case. I grew up as part of the "low income community"...but I never trashed our house or the neighborhood. Our family was never evicted because my mom was selling dope or using the rent to buy it.

The people that are making a "pit stop" in poverty are too busy digging themselves out to trash their neighborhoods.

I know what living in the public subsidy circus is like 'cause I lived in it; and I know what kind of circus animals lived in the tent with me, and I know why they never left....that's why I'm conservative today.

OH and by the way, ask any low income landlord if he rents to people or animals Eric. You proclaim to know so much about how the city and it citizens feel about the problems in the neighborhood Eric, ask some of these neighbors if the bad tenants disputing the neighborhood are people or animals. Check back soon, I'd like to know what you heard.

Good point Tim.The people causing the trouble are St.Pauls finest.If they are breaking the law and St.Paul allows it to continue then they are who has failed.Not the landlord or the bar owner.Your business whether housing and or bar owner is as good as your neighborhood and surroundings.And if these circus animals are able to roam the streets then its a St.Paul city politician problem.
