There is the possibility the roof wasn't structurally sound.
Rotten roof or not those bundles of shingles stacked on the roof should have been spread out over a greater area.
So where was DSI with all their safety concerns?
The owner should sue the contractor and the city.
Maybe a terrorist plane flew into it.
911 was an inside job.
I think DSI knows all to well about inside jobs lol.
