A veteran and a rookie are St. Paul's latest City Council candidates.

Dave Thune, a 56-year-old four-term incumbent, and Melvin Carter III, the 28-year-old scion of a prominent black St. Paul family, made their candidacies official Wednesday by filing with the Ramsey County elections office.

The two Democratic-Farmer-Labor endorsees would represent two of the council's more liberal members. Though Carter faces a challenge in trying to unseat 1st Ward incumbent Debbie Montgomery, he also has received several progressive and labor endorsements as well as the blessing of the city's biggest fire union.

"The reason we're running is to bring Ward 1 folks and Ward 1 voices into City Hall," said Carter, who organized a mile-long march of 30 supporters from the edge of the ward to the elections office downtown. "We've got a good list of endorsements. We couldn't ask for a better group of supporters. ... I really like our chances right now."

Carter, son of Ramsey County Commissioner Toni Carter and Melvin Carter II, who ran for the same seat in 2003, said he's running on a platform of affordable housing, safe communities and sustainable development.

Thune opted for a different route to celebrate his filing Wednesday, taking two laps around City Hall on his Harley-Davidson motorcycle. Five scooters escorted him, including one driven by campaign manager Andrew Hine.

This is Thune's first election test after pushing through a controversial citywide smoking ban in 2006, and the year's biggest election surprise might be the lack of an established candidate to run against Thune - at least so far.
Rather than jeopardize Thune's political career, the ban appears to have solidified it. The Minnesota Licensed Beverage Association, which fought the ban, has said it will stay out of the 2nd Ward race unless a serious candidate emerges.

Though three others have filed to oppose Thune, all look to be long shots. They are Sharon Anderson and Bill Dahn, two frequent candidates, and Fran Zamb, a political novice and self-described entrepreneur who lives in the West Seventh area.

Though Thune's last term saw him in the middle of several big issues, including the smoking ban and the West Side's Bridges of St. Paul proposal, his goals for a possible fifth term are modest. They include restricting hours for trash pickup, preserving historical St. Paul housing, converting a handful of downtown parking spaces to motorcycle parking and continuing work on making the Union Depot a regional transportation hub, a project largely being steered by Ramsey County officials.

Also filing Wednesday was political newcomer Terrance Bushard, 58. Bushard is seeking to fill Jay Benanav's seat in the 4th Ward, where DFL endorsee Russ Stark has the inside track.

Bushard, who is self-employed, said he's running to restore common sense to City Hall. He knows he faces an uphill battle if he hopes to beat Stark.

"You could call me the 1980 U.S. Olympic hockey team," Bushard said. "I'm going to go against the bad Russians."

Before the next round of trashing Thune starts, I wanted to mention one of the issues he is asking public works to develop a plan for and that is metered motorcycle parking downtown.

Many larger cities will designate one parking spot on a block that they turn into 4-6 angle parked motorcycle parking spaces. It has a lot of advantages. 1. It increases the number of parking spaces, 2. It reduces the number of motorcycles eating up full parking spaces. 3. It keeps motorcycles off of sidewalks (they will do that sometimes) 4. The revenue generate will pay for the new meters and installation.

I want to kick start the conspiracy here. I assume that Jason Hoppin who wrote the story and the MLBA are also in the DFL pockets and controlled by Thune and his underworld connections.

Am I right Bill?

Hi All & Dave,

As a motorcyclist I have some concerns.

Does this mean a motorcyclist has to find a motorcycle only parking space?

How many motorcycles will one car space accommodate?

Would motorcycle parking spaces be provided on every block?

Dave, I know you are lurking, I am not against your proposal. I'd like to know more about it before I draw a conclusion.

Please answer these questions. I won't serve any liquor while you are in the Town Hall.:-) I ask folks to be respectful of the councilman should he respond.

OR, maybe your battle hardened pal

Don't know if Thune is lurking, so, I thought I would tell you what he told me the other day.

At this point Thune is asking Public Works to develop a plan to answer all of those questions.

I know that it would NOT forbid bikes to park in regular spots, but what they do in DC is give a better rate to bikes in the bike spots so they gravitate to those spots. So, if a quarter gets you ten minutes in the big spot and 20 in the bike space it gets you to put your bike there.

The other thing they do is look for those spots where a car and a 1/4 or a car and a 1/2 would fit and they get 4 to 6 bikes in there.

I don't think he is looking to do it on every block but in the hot parking areas, like by the Civic Center, by City Hall, by the Capitol, by Town Square and by Galtier. If you look at the number of bikes on the street with the high price of gas and the hard time people have finding parking downtown, I think its a good deal. I think once people think about it, giving up a space here and there to get 4-6 bikes out of other spaces is a good trade off and I think if the guys/gals on the bikes know that the bike spaces are cheeper, they will make the extra effort to go to them. Heck, it is probably safer to be parked wheel to the curb next to the meter (could even chain it if you want) between 3-4 other bikes than to sit in a spot alone.

As soon as Public Works drafts a scheme of where they could do it, I'll ask Thune to get it electronically to you Bob so you can post it.

I like Chuck's idea of the layout of this. It is so hard finding parking spot downtown, my wife just dreads ever going down there.

In keeping up the tradition of this blog 'on a truth seeking mission'.....................

I have to call Sharon out. Dave Thune had nothing to do with an alleged theft of Sharon's car. The city had nothing to do with Sharon's alleged theft of her car. Sharon has named the police chief and I'm guessing the Mayor as suspects also.

Now all of us who read here know Sharon, and this stuff blows right over our heads. We laugh and giggle and think hey that's SHARON for you. However, there is new people here that don't know her.

For the new people, the city towed Sharon's car and camper from her yard because she didn't put tabs on it. The city gave her time to comply and she still didn't put tabs on her vehicles in her yard.

It's that simple.. No conspiracy here.

Chuck,

I read this blog and several others and it seems like you never stopped working for Thune.

Do you and Dave have a "Relationship" we all should know about?

It was cute to see Andy Hine and his crew riding their scooters with full helmets on and Dave on his Harley not wearing his helmet when he went to file for office.

Chuck you defend Dave Thune like he is a god to you. Chuck this is not normal and I suggest you seek some professional help before Dave comes between you and your wife.

Maybe it is the insulation in your home?

I was Thune's campaign manager in 1989 and his aide for his first eight years on the Council. He was an employee of mine for a few years back in the eighties when I suprevised the staff in a half way house. We are both past presidents of the West Seventh Street Federation. When he was president we were fighting a brothal on West Seventh and when I was pres. I got to cut the ribbon on the new High Bridge (I got the better deal). My better half Gloria is Dave's campaign treasurer.

We are friends and as anyone who knows me knows I do protect my friends. Thune still uses me to bounce these kinds of ideas off of for feedback.

My relationship with elected officials in Saint Paul is open, I have been active in politics and government in Saint Paul for 35 years. None of this is hiden nor unknown to the print media.

Sorry Bob, but Sharon why didn't you just go to the auction and buy the car back? I would have.

Sharon, I am not sure why they took your car in the first place, but they just did not say, "hey here is a car, lets take it." You probably received some sort of notice from the city to correct something. Heck, Chuck had to paint his house because the city said his house was chalking. What would have happened if he did not is the question I would like answered.

Some advice here Sharon. Your car is gone, stop the insurance on it and move on. Sharon you seem like a nice person, but you have to address these small problems quickly so they do not turn into something else.

I agree with Bob, some individuals in the code inspection office are crooks who are making lots of money off some people in St. Paul. Steve Manger is a crook. Some on the city council use the code enforcement office to get back at political rivals, Kathy Lantry is one of them, Jay Bennanav is another.

Sharon take care of the small stuff and life would be simpler. You do not have to take everyone to court because you do not like the oranges at Rainbow Foods.

OK, so Sharon bought the tabs. She didn't put them on the car!

Instead she takes pictures of the licence plate and tabs sitting on a table then posted the image on the internet saying see I got tabs.

SHARON, this is not the same as putting the plates and tabs on the CAR!

You were asking for trouble!

So Dave Thune is looking for the little guy. So where was Dave Thune? How did he help Sharon with her problem. Dave Thune states and Mini Dave (Chuck Repke) restates that Dave understands people in these difficulties and helps them. Where was his help on this issue?

The time it took to lay out the tabs and take a picture, she could have walked to the damn car and put them on.

Help doesn't mean its there for those who display no personal responsibility.

According to the Ramsey County Property Tax Records, Melvin Carter III and
Alecia Carter own a home at 54 Hatch Avenue, in Ward 5.

Not only do they own the home, it is Classified as a Residential Homestead
property. Meaning if they're not living there and if they are renting the
property to a tennant, they are not fulfilling their property tax
obligation. If they are not renting the property to a tennant, then they are
claiming that 54 Hatch Avenue in Saint Paul is their primary residence for
at least 6 months + 1 day, out of the year. Which is it, where do you and
your familiy reside Mr. Carter?

I see that Bill Finney former police chief is your campaign manager. The same Bill Finney who protected his drug dealing friends. The same Bill Finney who protected his friend Aaron Foster when he beat his former wife and girl friends, not to mention Barbara Winn. Melvin you have really chosen a poor campaign manager.
