SHHHH! While we listen to words of wisdom from a wise man.
Conscience is the light of the Soul that burns within the chambers of our psychological heart. It is as real as life is. It raises the voice in protest whenever anything is thought of or done contrary to the righteousness. Conscience is a form of truth that has been transferred through our genetic stock in the form of the knowledge of our own acts and feelings as right or wrong. A virtuous and courageous person can alone use the instrument of conscience. He or she can alone hear the inner voice of the soul clearly. In a wicked person this faculty is absent. The sensitive nature of his / her conscience has been destroyed by sin or corruption. Hence he or she is unable to discriminate right from wrong. Those who are leading organizations, business enterprises, institutions and governments should develop this virtue of the ability to use their own conscience. This wisdom of using the clean conscience will enable them to enjoy the freedom.

Foreclosure's filthy aftermath
As foreclosures become more frequent, so do the stories of abandoned animals, insect infestations and deplorable living conditions.

What gets left behind
States with the highest foreclosure rates
Cities with the highest foreclosure rates
The mortgage mess is getting even messier. Literally.
Malnourished and flea-ridden animals, feces-covered floors and urine-soaked furniture, piles of rotting garbage, swarms of diseased mosquitoes -- these are the horrors that may await the sheriff, property inspector, real-estate agent or passer-by making that first visit to a deserted home.
With foreclosure activity well above last year's levels and still on the rise in many parts of the country, nasty surprises like these have become more common. In April, there were 147,708 U.S. foreclosure filings -- default notices, auction sale notices and bank repossessions -- down 1% from the previous month but still 62% higher than a year earlier, according to RealtyTrac, an online foreclosure marketplace based in Irvine, Calif.
"It's almost every day now that we see a (foreclosed) house in awful condition," says Scott Mitchell, the president of National Property Inspections, a company that provides home inspections and assessments in the Las Vegas area. "We've really noticed it increasing in the last month and a half."
RealtyTrac estimates that Nevada had the highest foreclosure rate in the country in April, with one filing per every 232 households.
Homeowners who don't care anymore
"They know they are going to lose their house, so they have no pride of ownership anymore," Mitchell says. "They'll leave the water on, so there's flooding and mold everywhere. They'll tear the chandelier or the ceiling fan out of the ceiling, kick the doors and walls in. Then the critters start taking over -- ants, scorpions and black widow spiders."
The conspiracy is getting bigger and bigger...how are you going to blame Dawkins for the problems in Nevada?

Dawkin's promoted condemnations making homes vacant so they could then require code compliances. The city is still promoting the same type of code enforcement. Coupled with the flood of foreclosures the City is facing a real mess.
Henry,
Read the story!!! Buy a clue! The issue is that it is a nationwide problem concerning foreclosers. These problems are everywhere in the country. Minnesota has done better than most by having agressive code enforcement.

You are the one that wanted to know how to tie Dawkins into the problem. I think your door is open but no one is home.
The real problem:
It's been around but sometimes it is good to reread.
Remarkable Obituary
Today we mourn the passing of a beloved old friend, Mr. Common Sense. Mr Sense had been with us for many years. No one knows for sure how old he was since his birth records were long ago lost in bureaucratic red tape.
He will be remembered as having cultivated such value lessons as knowing when to come in out of the rain, why the early bird gets the worm and that life isn't always fair. Common Sense lived by simple, sound financial policies (don't spend more than you earn) and reliable parenting strategies (adults, not kids, are in charge).
His health began to rapidly deteriorate when well intentioned but overbearing regulations were set in place. - Reports of a six-year-old boy charged with sexual harassment for kissing a classmate; teens suspended from school for using mouthwash after lunch; and a teacher fired for reprimanding an unruly student, only worsened his condition.
Mr. Sense declined even further when schools were required to get parental consent to administer aspirin to a student; but, could not inform the parents when a student became pregnant and wanted to have an abortion.
Finally, Common Sense lost the will to live as the Ten Commandments became contraband; churches became businesses; and criminals received better treatment than their victims.
Common Sense finally gave up the ghost after a woman failed to realize that a steaming cup of coffee was hot, she spilled a bit in her lap, and was awarded a huge financial settlement.
Common Sense was preceded in death by his parents, Truth and Trust, his wife, Discretion; his daughter, Responsibility; and his son, Reason. He is survived by two stepbrothers; My Rights and Ima Whiner.
Not many attended his funeral because so few realized he was gone. If you still remember him, pass this on; if not, join the majority and do nothing.
No this isn't Nevada, and yes the particulars are different, but the substance is the same, even for renters, such as when the landlord is over at the property doing what the city demands that he do, which is manage the porperty. Managing the proeprty requires the landlord to sometimes threatenb the tenant with eviction if they can't behave. When it finally happens, the renter just like the homeowner just doesn't care and the house goes to hell. Only difference is the renter gets to call the city and complain about the damage they themselves have done and then the city comes out and allows itself and its "force of law" to be used as a litigation tool in a civil matter so the renter can be "one up" on the landlord.

Why doesn't the City provide Complaints, with list of witness etc. before any demolitions occur?
Yup Sharon, Gloria runs legal assistance of Washington County. Helps poor folks in divorces and custody cases.
